Minutes of the special meeting of the Pulaski Town Council held August 13,
1986, at 9:00 a.m. in the Council Chambers in the Municipal Building.
There were present.: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, Andrew L. Graham,
James M. Neblett, James R. Neighbors, W. H. Schrader,
Mary Lou Copenhaver
Also present: D. E. McKeever, Town Manager

i= WAIVER OF NQTICE QF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the Town
of Pulaski, Virginia., hereby waive notice of a Special Meeting of said
Council at 9:00 a.m., on the 13th day of August, 1986, for the purpose
of appointing a Director of Public Works, and any other business that
may legally come before the Council.
WITNESS our signatures this 13th day of August, 1986.

Mayor Hancock advised the purpose of this special called meeting was filling
the vacancy of Director of Public Works.
Mr. McKeever stated that after a series of interviews and meetings with the
Personnel Committee and full Council, it is recommended that Jerry L. Haynes be
appointed as Director of Public Works.
Councilman Neblett moved that Jerry L. Haynes be appointed Director of Public
Works, seconded by Councilman Neighbors and carried on the following recorded

Mr. McKeever further advised that Mr. Haynes was a graduate of Virginia Tech
with BS in Civil Engineering, had experience with the U. S. Navy, had worked as
a research engineer, operated his own construction company for four years and
since November, 1984, has been city engineer for the City of Galax. He has
qualified for his Professional Engineer exam.
Mr. Haynes stated it was with pride he accepted this position and looked forward
to this opportunity. He further thanked Council for their unanimous support, and
urged citizens to contact him when they have a problem with the department.
Mr. Haynes to begin working with the Town on September 2, 1986.
At 9:05 a.m. Councilman Neblett made a motion that Council adjourn, seconded.
by Councilman Glenn and carried.
