Minutes of the specia meeting of the Pulaski Town: Council held October 27, 1986,
at 5:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, Andrew L. Graham,
James R. Neighbors, Ira S. Crawford, Mary Lou Copenhaver
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant to the Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Ann Lindsey of the news media
The invocation was given by Councilman Neighbors.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Notice of
said Council at 5:00 p.m. on the 27th day of October, 19$6, for the '
purpose of considering documents for adoption in reference to the
Housing Grant, and any other business that may legally come before
the Council.

Mayor Hancock stated the purpose of this special meeting was to discuss Housing
Grant documents and consider for adoption.
HOUSING GRANT Mr. McKeever advised that one document was the Fair Housing Activities
DOCUMENTS Certification that the Town of Pulaski will guarantee that we will make efforts
to spread the word of nondiscrimination. The Town must certify that it will conduct
at least one fair housing activity per year for two years. The first year's
activity is that we will distribute a brochure that is provided by the State
outlining fair housing opportunities. The other document to be considered for
adoption is the program design. This document outlines the guidelines and procedures
which will govern how the project will be administered.
Ms. Burgess summarized the program design and answered questions that Council
had regarding the program.

DOCUMENTS Councilman Glenn made a motion that Program Design for Housing Grant document
ADOPTED
be adopted as presented, seconded by Councilman Johnston, and carried. Councilman
Neighbors abstained from voting on this motion.
Councilman Crawford made a motion that Certification of Compliance with Title
VIII of the Civil Rights Act of 1968 be adopted, seconded by Councilman Glenn and
carried.
Councilman Neighbors abstained from voting on this motion.
Councilman Neighbors made a motion to amend agenda to add a finance matter,
seconded by Councilman Glenn and carried.
AERIAL Councilman Crawford advised we had previously budgeted $14,000 to purchase
LIFT an aerial lift for the Public Works Department, and so moved that $14,000 previously
budgeted in Account No. 5101-50700510 be approved for expenditure, seconded by
Councilman Neighbors.
This boom and bucket will be attached to a pick-up truck and will replace the 1952
ladder truck.

The leaf pick-up schedule was discussed and in addition to the regular pick-
up, they will be picked up the last week on an "as call basis". A news release
will be made to this effect.
The decision was made not to change the date that Halloween will be celebrated.
Mr. Terwilliger requested that a legal matter be added to agenda and that
it be heard in Executive Session.
Councilman Johnston advised that our comments were needed on the Peppers Ferry
PEPPERS documents on the pretreatment revised rules and regulations. A meeting is needed

to review these documents as our comments to attorneys is needed by November 15th.
Mr. McKeever stated that staff and manager were reading these documents and they
will prepare a summary memo if they have comments or questions.
Councilperson Copenhaver so moved that Council go into Executive Session on
a legal matter under 2.1-344 (A6), seconded by Councilman Neighbors and carried.
At 5:25 p.m. Council went into Exective Session.
At 5:39 p.m. Council returned to Special Session on motion made by Councilman
Neighbors, seconded by Councilman Graham and carried.
At 5:40 p.m. Councilman Neighbors made a motion to adjourn, seconded by
Councilman Crawford and carried.
