Minutes of the special meeting of the Pulaski Town Council held February 20, 1987,
at 12:00 noon in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
James R. Neighbors, Ira S. Crawford., Mary Lou
Copenhaver
Absent: Andrew L. Graham, W. H. Schrader
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant to the Town Manager

The invocation was given by Councilman Neblett.
Councilman Johnston advised the purpose of the

Mr. Terwilliger stated the escrow agreement has been changed to a two
month escrow instead of three.
Since Pulaski County is a party to this agreement, Mayor Hancock. did
not participate in discussion or will not vote if called upon to do so.
Councilman Crawford moved that the reading of the ordinance be waived,
seconded by Councilman Glenn and carried.
Councilman Johnston moved that contract be accepted, and that ordinance
authorizing the Mayor to sign the agreement be adopted, seconded by Councilman
Neblett and carried on the following recorded vote:

ORDINANCE
ORDINANCE AUTHORIZING THE EXECUTION OF A SEWAGE SYSTEM M.AINTEN.ANCE
AUTHORIZING AGREEMENT WITH PEPPER'S FERRY AUTHORITY
AGREEMENT
WHEREAS, on February 23, 1987, the Town of Pulaski and other governmental
units will receive ownership and control of a newly constructed sewage
collection system from Pepper's Ferry Regional Wastewater Treatment Authority
(Peppers Ferry); and,
WHEREAS, it is necessary to provide for the operation and maintenance
of the system;
NOW, THEREFORE, BE IT ORDAINED by the'-Council of the Town of Pulaski,
Virginia., that the Mayor and Clerk of Council be and hereby are authorized
and directed to execute an "AGREEMENT FOR OPERATION AND NLAINTEN_ANCE SERVICES
/TOWN OF PULASKI, TOWN OF DUBLIN, COUNTY OF PULASKI, PULASKI COUNTY PUBLIC
SERVICE AUTHORITY, PEPPER'S FERRY REGIONAL WASTEWATER TREATMENT AUTHORITY"
so as to bind this Town to the terms of said agreement upon its timely
execution by the other parties thereto;
AND, FURTHER, that the Town Attorney be authorized and directed to certify
the authority of the Town to enter into said Agreement as set forth therein.
This Ordinance is effective upon adoption and is adopted in Special Session
of the Town Council this 20th day of February, 1987.

Councilman Glenn made a motion that an ordinance on historic district
amendments be added to agenda., seconded by Councilman Neighbors and carried.
Mayor Hancock .read an ordinance changing the effective date of the
historic district amendments to the zoning ordinance. Councilperson Copenhaver
so moved that ordinance be adopted, seconded by Councilman Glenn and carried
on the following recorded vote:

ORDINANCE
CHANGING THE EFFECTIVE DATE OF
ORDINANCE THE HISTORIC DISTRICT AMENDMENTS
CHANGING EFFECTIVE TO THE TOWN OF PULASKI ZONING ORDINANCE
DATE - HISTORIC
ZONING WHEREAS, on January 6, 1987, the Town Council adopted Article l0A of
the Town Zoning Ordinance, also known as the "Town of Pulaski .Historic District
Ordinance"; and,
WHEREAS, the effective date of said ordinance was set forth as March
1, 1987; and,
WHEREAS, the architectural review board has not yet been fully trained;
NOW,. THEREFORE, the effective date of said ordinance is hereby changed
to July 1, 1987. The remainder of said ordinance stays unchanged.
ADOPTED this 20th day of February, 1987.
At 12:10 p.m., Councilman Neblett made a motion to adjourn, seconded by
Councilman Glenn and carried.

WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
'Town of Pulaski, Virginia, hereby waive ntoice of a Special Meeting of said
'',Council at 12:00 noon, on the 20th day of February, 1987, for the purpose of
~iauthorizing the Mayor to sign Peppers Ferry Pump Station Operation and Main-
'itenance Contract, and any other business that may legally come before the
