Minutes of the regular meeting of the Town Pulaski Town Council held
June 2, 1987, at 4:00 P.M. in the Council Chambers of the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding.
Councilmembers: John A. Johnson, Robert N. Glenn, Andrew L. Graham,

The minutes of the regular meeting of May 19, 1987, were approved as submitted

on motion made by Councilman Neblett, seconded by Councilman .Glenn and carried.
Renfro Corp, had previously requested an easement for underground conduit across
a public alley in block 126. Publication .requirements .have been .met. Councilman Graham
made a motion that ordinance be adopted with alley being x eturned to its original
condition, .seconded by Councilman .Neblett and .carried on the following .recorded vote:

ORDINANCE ORDINANCE
ALLOWING AN EASEMENT TO RENFRO CORPORATION
FOR UNDERGROUND CONDUIT ACROSS A PUBLIC ALLEY
IN BLOCK 126
.Whereas, Renfro Corporation is rehabilitating buildings at the intersection
of Jefferson Avenue (South) and Commerce Street in Block 126 in the Town of Pulaski,
Virginia, which are shown on a sketch attached hereto and made a part hereof; and,
Whereas,Renfro Corporation's buildings are separated by a 15 foot unnamed
alley leading from Jefferson Avenue (South) to Lee Street; and
Whereas,. Renfro Corporation has requested an easement across said alley
for the purpose of installing underground conduit;
Now, therefore, after due publication as required by law, be it ORDAINED
by the Council of the Town of Pulaski, Virginia, sitting in regular session on June
2, 1987, that an easement be, and hereby is, granted to Renfro Corporation across
said alley, for the purpose of installing underground conduit, the location of
which easement is further described as follows:
BEGINNING at a point on the north side of a 15' east to west
alley in Block 126 of the Town of Pulaski, said point being S 880
E 10.0' from the eastern intersection of Lee Street and said alley;
thence S 88° E 15.0' to a point on the northern right-of-way; then S 20
W 15.0' to a point in the southern right-of-way of said alley; thence
N 88° W 15.0' to a point on the southern right-of-way of said alley;
thence N 2° E 15.0' to the point of Beginning.
Renfro Corporation is expressly authorized to disturb the pavement and
ground in said alley for purposes of making the installation, and to block the alley
to traffic while installation and any repairs are made, so long as such installation
and repairs are made in an expeditious manner;
Provided, however, that Renfro Corporation will be responsible for restoring
any ground and pavement disturbed to the condition as it existed prior to any dis-
turbance.

Nothing contained herein will be deemed to effect the rights of
the Town of Pulaski or the general public to the use of said alley as a public
right-of-way.
The Ordinance is effective upon adoption and is adopted by recorded
vote of the Council of the Town of Pulaski, Virginia, sitting in regular session
on June 2, 1987, as follows:
From the public, Mr ..Jake Blevins was present to hear the report of
the Corps of Engineers concerning flooding of Peak Creek along Dora Highway.
REPORT ON Mr. McKeever advised the report gave one alternative to alleviate
PEAK
CREEK flooding which was the construction of a dam and reservoir project. The cost
of this project would be prohibitive.

REPORT
To alleviate the flooding along Dora Highway, widening the creek to
60 fet., 80 ft, and 100 ft, channel was explored and maximum footage reductions
given for each width... The Corps of Engineers did not assign any costs to the
three alternatives given. A survey cross-section from .75 up to .9 to see what
the current widths of the channel are needs to be made so calculations could be
made on construction costs to widen to 60 feet, 80 feet or 100 feet. Two types
of channel are recommended; one with slopes and rock and one with grass. Also,
the annual maintenance cost will be calculated.
Councilman Graham was concerned about the cost of this project as we
are talking about hundreds of thousands of dollars, and wondered how much could this
Council ask the citizens of the Town of Pulaski. to pay to correct this problem. He
did feel this was a very serious problem.
Councilman Johnston made a motion that Staff prepare a report, including
costs, by the 2nd meeting in July, seconded by Councilman Neblett and carried.
UTILITIES COMMITTEE
Chairman Johnston reported that at the last meeting Peppers Ferry
reported a lot of excess flows and high usage in the plant.. Now there has been a
dramatic reduction in the flows and a decrease in I & I. By flows being down, it
presents new problems .with flushing out lines. In April, our average flow was 4.75 mgd
with a low of 1.:74 mgd. Our bill for the month of May should be approximately
$25,000 less. It is estimated that it cost $523 per million gallons to treat.
Chairman Johnston also reported that on May 19th, a lightning storm
did considerable damage at the plant.
Also, the 0 & M manuals and an open house are still being worked on.
Mr. Hawley reported that smoke testing had been completed on 204,000
feet of our system. We have approximately 260,000 feet of total lines which should
be completed in another week. Eastern Utilities will make a final report which we
should have in 3 - 4 weeks. We will star t. correcting problems as soon as possible.
Mr.Hawley further advised that they had not discovered any further major
problems.
On reporting onthe spring at Jefferson Mills, Mr. Hawley advised
that they were contacting the Water Control Board and he had heard nothing
further from them. He will follow up on this matter. Council discussed setting a
deadline as to when this could be resolved.
PUBLIC AND PERSONNEL RELATIONS,
NOMINATING COMMITTEE
Chairman Neblett had no report, however, requested an Executive Session
on a personnel matter.

Chairman Neighbors had no report.
FINANCE COMMITTEE
Chairman Crawford had no report.

ORDINANCE COMMITTEE
Chairperson Copenhaver had no report, however, called a committee meeting
at 4:30 P.M. Tuesday, June 23, with all of Council invited to review the draft
zoning ordinance. The Ordinance Committee will also meet at 6:00 P.M. Tuesday,
June 16th, to review the changes to the Personnel Policy to be effective July 1,
Ms. Burgess suggested that Ordinance Committee also look at the Land Use
Map at the June 23rd meeting.
MAYOR'S REPORT
RESOLUTION Mayor Hancock reported that correspondence had been received from Francis
Clarke, Pulaski Health Care Center, requesting a resolution from Council support-
ing their efforts to add 30 beds to their existing facility. Town Manager and
Town Attorney to review and resolution drafted for our next meeting.
Mayor Hancock also needed an Executive Session on a legal, contractural
matter.
TOWN ATTORNEY'S REPORT
Mr. Terwilliger had no report.
TOWN MANAGER'S REPORT
Mr. McKeever had distrubted for Council's review, the consultant's report
concerning Police training in the State of Virginia. One suggestion Ghat was
made in the report was that the Cardinal and New River Academy be combined.
Mr. McKeever advised the historic ordinance was adopted on January 20,
1987, and in order for it to be enforceable, the Town Council and Planning
Commission need to hold a public hearing to adopt the historic district zoning
map prior to July 1st.
HISTORIC Councilman Neblett so moved that a public hearing be held jointly with

the Planning Commission on June 16, 1987, at 7:OO P.M. seconded by Councilman
Neighbors and carried.
COUNTY Mr. McKeever advised that Pulaski County had established a Recreation
RECREA Commission to advise the Board of Supervisors on expenditure of money that is

appropriated for Pecreation.
Councilman Neblett made a motion that Councilman Neighbors be appointed
as the Town's representative to this Recreation Committee, seconded by Council-
man Glenn and carried.
Mr. McKeever requested an Executive Session on a legal and personnel matter.
Councilman Graham also had a legal question.
Councilman Neblett so moved that Council go into Executive Session on
legal/contractural matters (A6) and personnel matters (A1) under 2.1-344 of
the Code of Virginia, seconded by Councilman Neighbors and carried.
At 4:55 P.M. Council went into Executive Session.
At 5:45 P.M. Council returned to Regular Session on motion made by Council-
man Neighbors, seconded by Councilman Neblett and carried.
VISITORS Council welcomed Valarie and Des Palmer from our Sister City, Ashburton,
New Zealand.. Mr, and Mrs, Palmer, while touring the United States visited in
our area, touring the museum, train station and other points of interest.
At 5:48 P.M. Council adjourned on motion made by Councilman Neblett, seconded
by Councilman Neighbors and carried.
