Hancock, presiding Councilmembers: John A. Johnston, Robert N. Glenn, Andrew L. Graham, James M. Neblett, James R. Neighbors, W. H. Schrader, Ira S. Crawford, Mary Lou Copenhaver Also present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey, Bob Thomas, and Tracy Wimmer of the news is Polly Mitchell Elton Dickerson Tad Steger Annie Lou Chandler 23 area citizens The invocation was given by Vice Mayor Neighbors. Mayor Hancock welcomed visitors, advising the public hearing was being held to gather citizen comments regarding the proposed 1987-88 Town of Pulaski budget.Mrs. Polly Mitchell questioned the proposed 65~ increase in water bill and 85~ increase in sewer rate. The double rate that citizens have been paying was to come off when pipeline expense was paid off. PUBLIC HEARING The increases are due to going on line with Peppers Ferry and rate is PROPOSED established on annual flow of water. Increase in water rate is due to proposed BUDGET filter plant expansion. Mrs. Mitchell was also informed that Council does not want to raise the rates and are still working to reduce these rates. Figures are based on what we know today and not information from 1980. Further, the Town is committed to this project and we have to pay for what we bought. Mrs. Mitchell felt we could not bring new business into Pulaski with the proposed increase in water rates.In the collection of taxes twice a year, Mrs. Mitchell advised this was clear money and should be invested to prevent a tax increase next year. Further that the collection of taxes twice a year was against the law. As a matter of information, this money has been invested by the Town. Mrs. Mitchell questioned the positions and salaries of the Assistant to the Town Manager and Promotions and Development Coordinator. She stated the Town was paying the salary of the Assistant to the Town Manager and it is not paid through grant funds. She requested these positions be cut fromthe budget. Mayor Hancock stated that Miss Burgess is a very capable person and has more than paid for herself by the grant money she has brought to the Town. Vice Mayor Neighbors stated Miss Burgess had achieved for the Town grant monies that would pay her salary for the next 50 years. i~ ! Mr. Elton Dickerson.Alum Spring Road, (outside corporate limits), questioned water rates being higher outside corporate limits.. Out of Town customers do pay a higher rate as they do not pay any Town real estate tax. Ms. Annie Lou Chandler questioned funding for the Senior Center and Council's plans for the center. Councilman Johnston gave objectives for the coming year for the Senior Center and proposed budgeted monies. In answering concerns raised over the publishing of the budget, a budget summary was published in the local newspaper in the same format that has been used for the last four years. As citizens have questioned the publishing of only the summary, next year Council will consider publishing the budget in more detail. Senior citizens were encourged to go to the County and ask them for support to help the Senior Citizen Program as well as the other recreation programs. Mr. Tad Steger, Chairman of the Advisory Committee of the Senior Center, gave the advantages of the Center for the elderly and stated they were very 8233 proud of the Center. 8233 Mayor Hancock thanked citizens for coming to hearing.
