Minutes of the special meeting of the Pulaski Town Council held October 2, 1987,
1:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, James M. Neblett, James R. Neighbors,
Ira S. Crawford, Mary Lou Copenhaver
Also present: D. E. McKeever, Town Manager
Anne Burgess, Assistant Town Manager
Ruth A. Harrell, Clerk
Visitors: Kim Nelson of the news media
The invocation was given by Councilman Neblett.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of
i» said Council at 12:OOp.m. on the 2nd day of October, 1987, for the
purpose of adopting a Resolution honoring Justice Alex M. Harman,
and any other business that may legally come before the Council.
WITNESS our signatures this 2nd day of October, 1987.
Mayor Hancock advised the purpose of the special meeting was to adopt a
resolution honoring Justice Alex Harman. Justice Harman's portrait will be un-
veil$d at the Supreme Court in Richmond on Monday, October 5, 1987.
(Vice Mayor Neighbors so moved that reading of the resolution be waived,
seconded by Councilman Neblett and carried.

R_E_S O L U T I 0 N
WHEREAS, Alexander Marrs Harman, Jr. was born on February 7,
1921, at War, West Virginia, and attended the West Virginia
public schvals and graduated from Washington and Lee University
with an LL. B. degree in February, 1944, and has subsequently
been awarded an LL. D. degree from Concord College in 1970 and an
LL. D. degree from Washington and Lee Iniversity in 1974;
WHEREAS, Justice Harman was admitted to the Virginia Bar in 1943
and was a practicing attorney in Fulaski, Virginia from 1944 to
1964, during which time from 1945 until 1947, he served as Town
Attorney for the Town of Pulaski and subst>_tute Trail Justice and
Domestic Relations Judge of Pulaski County. ~
WHEREAS, Justice Harman was elected Judge of the `~lst Judicial
Circuit of Virginia en March 7, 1964, for an eight year term
beginning on July 1, 1964, and was selected as Justice of the
Supreme Court of Virginia, where he served from October 1, 1969
until December 31, 1979, and where he served as Senior Justice
from .Januarw 1, 1980 to March 1, 1986;
WHEREAS, Jusi:ice Harman's distinguished career includes service
as past Chairman of the Pulaski County Development Authority;
past President of the New River Valley Industrial Foundation,
Inc.; service from 1955 to 1964 as Chairman of the State Board of
Elect.ivns of Virginia; as member of the Commission of
Constitutional Revision from 1.968 to 1969;
WHEREAS, Justice Harman was active in the political process of
his town, his county, and his state prior to his selection as
Judge and Just :ice, and that. he served as Chairman of the Pulaski
County Democratic Committee from 1960 until 1964, as Secretary of
the 19th Senatorial District. Democratic Committee from 1956 to
1964; as a member of the finance committee of the Democratic
State Central Committee from 1956 to 1964;

WHEREAS, Through his 20 yE•ars af' practice as an attorney in
private practice and almost 2`.', years on the bench of the Circu'ii.
Court of the 21st Judicial Circuit of Virginia and as Justice of
the Supreme Court of Virginia, Justice Harman has brought
distinction not only to his community, but to the Courts of
Virginia and to all those who seek to improve the administration
of justice in this Commonwealth and lation;
WABREAS, It is thus fitting and proper that this Council honor
the distinguished career of Justice Harman, and recognize the
service of Justice Harman to his community and to his
Commonwealth.
NOW, THBRBFORB, THE MAYOR AND COUNCIL ON BEHALF OF THE CITIZENS
OF THfi TOWN OF PULASKI, RECOGNIZE AND COMMEND THS HONORABLE
ALEXANDER MARRS HARMAN, JR. ON HIS DISTINGUISHED LEGAL AND
JUDICIAL CAREER AND ACKNOWLEDGE HIS MANY CONTRIBUTIONS TO THE
ADVANCEMENT OF THE CAUSE OF JUSTICE, NOT ONLY IN PULASKI, BUT
THROUGHOUT THE COMMONWEALTH OF VIRGINIA.
BB IT FURTHiR $B$OI,VBD, that in HONOR of the distinguished
career of Justice Haraan and in recognition of the honor which he
had brought to his community the Mayor of the Town of Fulaski is
directed, and hereby does, PROCLAIM Monday, October 5, 1987 as
Alex M. Harman Day in the Tawn of Pulaski.

Thi:.Resolution is effective upon adoption and is adopted this
2nd day of October, 1987, by unanimous vote of the Town Council
of the Town of Pulaski, Virginia.

Mayor Hancock stated he would. be in Richmond to present the Resolution to
Justice Harman on Monday at the Special Assembly that is being had before the Supreme
Court of Virginia.
Ordinance Committee Chairperson Copenhaver advised that full Council was expected
to attend the Ordinance Committee meeting immediately following the Council meeting
on October 6th.
At 1:08 p.m. Council adjourned on motion made by Councilman Neighbors, seconded
by Councilman Neblett and carried.
