Minutes of the regular meeting of the Pulaski Town Council held November 3, 1987, at 4:00
p.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Andrew L. Graham, James M. Neblett,
James R. Neighbors, W. H. Schrader, Mary Lou Copenhaver,
Ira S. Crawford, Robert N. Glenn
Also Present: Frank Terwilliger, Town. Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant 'down Manager
Rebekah Corso, Acting Clerk
Visitors: Dee Lindsey, Bob Thomas, Tracy Wimmer of the news media

The invocation was given by Councilman Neblett.
Councilman Neblett made a motion that the minutes of the regular meeting of October
20, 1987, be approved as submitted, seconded by Councilman Glenn and carried.
Councilperson Copenhaver made a motion that Rebekah Corso be appointed as Acting
Clerk of Council for the November 3, 1987, meeting, seconded by Councilman Glenn arfd~
carried.
There being no comments from the public, Mayor Hancock called for Council Committee
reports.
UTILITIES COMMITTEE
Chairman Johnston had no report.
PUBLIC AND PERSONNEL RELATIONS, NOMINATING COMMITTEE
Chairman Neblett had no report.
PUBLIC OPERATIONS COMMITTEE
Chairman Neighbors had no report.
FINANCE COMMITTEE
Chairman Crawford had no report, however, he did advise that a group had gone t
New York on the bond issue.
ORDINANCE COMMITTEE
Chairperson Copenhaver advised that the committee had met on October 27th on the zonin
ordinance. A revised schedule of meeting dates and times of the Ordinance Committee was
distributed~.to~Go.uncil. She further advised that a meeting was scheduled following the
Council meeting and urged the entire Council to attend. The meeting with John Cofer has
been moved to the 10th of November at 7:00 p.m. A work session with the entire Council is
scheduled for November 7, 1987, from 9:00 a.m. to 12:00. Chairperson Copenhaver stated
that the committee had decided to adopt the new text and map for the present town limits
in late December and amend the map after annexation to include zoning for the new area.
MAYOR`S REPORT
Mayor Hancock advised that David Wine's father, a retired professor from Hollins
College in Roanoke and Scott Brandau and wife will be visiting our Sister City, Ashburton,
SISTER New Zealand. Mayor Hancock stated that on November 9, 1987, the First Lady of Virginia, Mre

Baliles, will be visiting Pulaski to tour the Downtown Historic District and to disc
plans for future historic preservation. Governor and Mrs. Baliles are very interest n
historic preservation. Mayor Hancock has planned a walking tour down Main Street fo ed
by coffee and discussion of plans for the Residential Historic District. The entire Counc~
urged to attend.
Mayor Hancock advised that the Chamber of Commerce annual banquet is scheduled for
November 17th and they have requested that Council reschedule their regular council meeting
as to not conflict with their annual banquet. As a public hearing has been scheduled for
the November 17th meeting on the proposed ordinance adopting pretreatment rules and regula-
tions as required by Peppers Ferry and mandated by the Environmental Protection Agency, it
was not feasible to change the meeting date.
Councilman Neblett made a motion to change the time of the regular meeting of

November 17, 1987 to 6:00 p.m. with the public hearing scheduled for 7:00 p.m., seconded
by Councilman Neighbors and carried.
TOWN ATTORNEY'S REPORT
Mr. Terwilliger had no report, however, he had two legal matters to discuss in
Executive Session,
TOWN MANAGER'S REPORT
Mr. McKeever advised that a special Council meeting. needed to be scheduled for Novemb
18, 1987, 11:00 a,m. to either accept or reject the bids on the bond issue and to adopt a
resolution. An open telephone line from Richmond to Council where they will be informed
immediately of the number of bids, name of bidder and interest rate they are bidding.
Mr. McKeever also advised that the Virginia Municipal League Regional Meeting would b
held in Wytheville on November 17th, and advised those wanting to attend to advise his
office by November 6th.
Councilman Graham made a motion that a public hearing be scheduled for December 15,
1987, 7:00 p.m. to consider award of annual taxi certificates, seconded by Councilman
Glenn and carried.
Mr. McKeever also requested an executive session on a legal matter.

legalmatters (A6), and real estate matter (A2), seconded by Councilman Schrader And carri

session, seconded by Councilman Neblett and carried.
N Mayor Hancock advised that we had been advised by our annexation legal counsel that
if annexation becomes effective on January 1, 1988, that each member of Council would have
to stand for re-election in the upcoming May election. If the annexation should be delaye
and not be approved to be effective on January 1, each member of Council would li&ely have
to stand for re-election on the following May election of the year 1989.
At 4:55 p.m. Councilman Schrader made a motion that Council adjourn, seconded by
Councilman Johnston and carried.
