Minutes of the special meeting of th® Pulaski Town Council held November 10, 1987,
at 8:00 a.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Andrew L. Graham, James M. Neblett,
James R. Neighbors, Mary Lou Copenhaver, Ira S. Crawford

Mayor Hancock advised the purpose of the special meeting was to make an
announcement which would have a positive impact on the economic future of our Town.
VIRGINIA MAIN Mayor Hancock read a news release whereby Governor Baliles had advised that

participate in the Virginia Main Street Program for-the coming three years.

It is my great pleasure to call this special meeting of the
Town Council for the purposes of making an announcement which I believe
will have a positive impart on the economic; future of our Town.

I am pleased to announce that Governor Gerald Baliles has advised
us that the Town of Pulaski has been selected as one of five Virginia
communities to participate in the Virginia Main Street Program for the
rominq threes years ,
The Virginia Main Street Program, affil.iatc~d with the National Main
Street Program anti the National Trust far Historic Preservation, is
designed to promote downtown revitalization within the context of
historic preservation,
We are Pxtremely pleased anti honored to have been selected by the
Governor and the Virginia Department of Housing and Cocamunity Develop-
ment. The track record of the program has been very impressive,
The five Virginia localities which have participated in the program for
the past year have enjoyed significant returns ,In other Main Street
communities, the program has resulted in 163 net new businesses, 503
net new jobs and y8 ,6 million in new private investment.
believe that our participation in the program will be the
catalyst for future revitalization etzorts in our town, and that;
Pulaski will realize the significant benefits which other Virginia
corcununties have enjoyed over the past year,
Past efforts towards economic and physical revitalization of the
'T'own have included State and Nar.ionai rerc>gnition of the Historic;
C:ommerr.ial I)isrrict and nomination t.o the state and national registers
fir an Historic Residential District; the administration of two Urban
Development Act ion Grants at a tonal of. q:3 mill. ion ; a 3 700 , 000 hour ing
rehabilitation proiect; several beautification projects; and the
current band issue which will provide g4 million for several. l.onq
awaited impr-overceents throughout the 'Town . These s ignif icant steps
prcwide a sound foundation to guarantee the success of thr_ Main Strc~r.

worked hard to improve the community and the results are bFginninq t.u

of the Merchants Association have made the 'Down's selection to this

Although the Main Street Program wi.l_1 not provide a "cure" roe
al.l. i]_l.s, it is a comprehensive prcxxram which wil.i Link past er:torts
with future improvements and provide contin,~ous momentum towards the
revitalization of. our community, Tr,e progxam's :tcx~r point approach
has proven to be successful in many communities across the nation
and P~iLaski should be proud to have been chosen as a worthy rommunit.y,
We extend cur thanks to Governor B~111 ~s , Ayair, .i want to
thank the members of Count: it roe their di:L igenc:e and clear vision that
have made this announcement possible, I also want to thank Delegate
Bob Dobyns, Senator Danny Bird and Congressman Rick Boucher for their
cooperation, support and tireless efforts to assist their friends here
in Pulaski. Their efforts have assisted in turning our dream into a
reality.

The ~Cm.un~cil was honored to have in attendance Senator Daniel W. Bird, Jr.
who advised that that this honor confirms that Pulaski is one of the finest totJ'tis
$d97
in the Commonwealth. He further stated that they were proud of each outstanding
memb r of Council and Mayor Hancock for contributions they have made on behalf of
the itizens of Pulaski.
Further, it was through the efforts of Delegate Bob Dobyns that this selection
was de possible and appreciation was expressed to him. It was believed that Pulaski
was the only locality west of Richmond that received this award.
Councilperson Copenhaver stated a special thanks should be given to Town Manager, ~

Assistant Town Manager and Mayor for their hours spent on the application. Appreciation
wasjexpressed by Mayor Hancock to Dan McKeever, Anne Burgess and Lauren Summers for all
their: work.
At 8:17 a.m. Councilman Neblett made a motion that Council adjourn, seconded by
Councilman Neighbors and carried.

WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting
of said Council at 8:00 a.m. on the 10th day of November, 1987, for
