Minutes of a Special Council Meeting of the Pulaski Town Council held
October 7, 1985, at 9:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Vice Mayor James R. Neighbors, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., Ira S. Crawford, Mary Lou Copenhaver,
Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey and Pierre Thomas of the news media
Vicki Futrell
The invocation was given by Councilman Johnston.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting
of said Council at 9:00 p.m., on the 7th day of October, 1985, for
the purpose of appointing a Mayor for the Town of Pulaski, Virginia,
WITNESS our signatures this 7th day of October, 1985.

Vice Mayor Neighbors stated the purpose of the Special called Council meeting
was to consider the nomination of candidates for Mayor of the Town of Pulaski
brought to Council by the Nominating Committee.
Councilman Johnston nominated Mr. Andrew Graham for Mayor of the Town
of Pulaski, seconded by Councilman Neblett.
Councilman Boyd nominated Mr. Gary Hancock for office of Mayor for the
Town of Pulaski, seconded by Councilman Crawford.
Councilman Neblett so moved that nominations be closed, seconded by
Gonn~~:.~iman Boyd, and carried.
Councilman Johnston stated person chosen tonight would serve only until
July, 1986, and Mr. Graham had recent experience on Council, knew the issues,
and had some knowledge of what faced the Town. He felt Mr. Graham would
provide a good service to the citizens of the Town of Pulaski, and had shown
some proven vote getting ability in the Town. He further stated he felt
Mr. Graham would be a good person to fill the interim term of
Mayor Ratcliffe.

Councilman Boyd stated he had worked with Mr. Gary Hancock on several
projects, including the Planning Commission. The Planning Commission has
worked on the Comprehensive Plan and Mr. Hancock had a big hand in making
the goals and objectives set out in the Plan. Councilman Boyd felt Mr. Hancock
was well qualified for the job, he is young, takes on a lot of responsibility
in our community and has shown that he can carry the weight of Mayor for the
Town of Pulaski.
Vice Mayor Neighbors called for recorded vote and requested Council to
vote stating name of candidate.
Mr. Gary Hancock was appointed Mayor of the Town of Pulaski by
the following recorded vote:
John A. Johnston
Robert N. Glenn
James M. Neblett
C. E. Boyd, Jr.
- Graham James R. Neighbors - Hancock
- Graham Ira S. Crawford - Hancock
- Graham Mary Lou Copenhaver -Hancock
- Hancock Glen K. Aust - Hancock
Councilman Neblett made a motion that it be unanimous, seconded by
Councilman Crawford and carried on the following recorded vote:
John A. Johnston - Aye James R. Neighbors - Aye
Robert N. Glenn - Aye Ira S. Crawford - Aye
James M. Neblett - Aye Mary Lou Copenhaver -Aye
C. E. Boyd, Jr. - Aye Glen K. Aust - Aye
Vice Mayor Neighbors stated we would unanimously support Mr. Gary Hancock,
Mayor of the Town of Pulaski, to fulfill the term of Mayor Ratcliffe until
July 1,.1986.
At 9:07 p.m. Councilan Boyd made a motion to adjourn, seconded by
Councilman Crawford, and carried.
