Minutes of the special meeting of the Pulaski Town Council held December
23, 1985, at 4:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., James R. Neighbors, Ira S. Crawford,
Mary Lou Copenhaver, Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Ruth A. Harrell, Clerk
Visitors: Pierre Thomas of the news media.

WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting
of said Council at 4:00 p.m., on the 23rd day of December, 19$5, for
the purpose of approving health insurance for Town employees, and any

other business that may legally come before.Council. ':;

Mayor Hancock advised that the purpose of the special meeting was to approve
health insurance for Town employees and any other business that may come before
Council.
PLOYEE Mr. McKeever stated health insurance for Town employees had been put out
SURANCE to bid with Blue Cross/Blue Shield of Virginia. being the low bidder at a rate
/per employee
of $58.36, $100 deductible, One other bid was received from Commonwealth Life
for a self insured program.
At the request of the Finance Committee, additional rates were obtained
from Blue Cross/Blue Shield of Virginia with higher deductibles; $55.44 for
$200 individual deductible and $50.18 for $300 deductible.
Councilman Glenn made a motion that renewal rates as proposed be accepted
/eff. 1/1/86
with Blue Cross/Blue Shield of Virginia., seconded by Councilman Neblett and
carried on the following recorded vote:

Robert N. Glenn - Aye Ira S. Crawford - Aye

Councilman Crawford stated we should implement procedures to control the number of
claims as rate is determined by the Town's performance. Other Members of Council
also expressed concern at the continued increase in cost for insurance coverage
for Town employees.
Councilman Glenn made a motion that the Town contribute per employee the sum
of $58.36, $100 deductible for a period of 60 days until further information could
be obtained. Motion did not receive a second.
Councilman Neblett made a motion that the Town contribute the sum of $58.36
per employee seconded by Councilman Johnston. Motion denied on the following
recorded vote:

Robert N. Glenn - No Ira. S. Crawford - No .V
James M. Neblett - Aye Mary Lou Copenhaver - No
C. E. Boyd, Jr. - No Glen K. Aust - No
Councilman Aust made a motion that Council accept the $58.36 for individual
employee, $100 deductible, with Town contributing $50.36 per employee and employtee
paying $8.00 per month, seconded by Councilman Crawford and carried on the following
recorded vote:
John A. Johnston - No James R. Neighbors - Aye
Robert N. Glenn - No Ira S. Crawford - Aye
James M. Neblett - No Mary Lou Copenhaver - No
C. E. Boyd, Jr. - Aye Glen K. Aust - Aye

Mr. McKeever requested an Executive Session under 2.1-344 (A6), a legal matter, ,
At~4:30 p.m., Councilman Glenn made a motion to go into Executive Session, seco~tided
by Councilman Neighbors and carried.
At 5:00 p.m., on motion of Councilman Neighbors, seconded by Councilman Glenn,
and carried, Council returned to special session.
At 5:01 p,m., Councilman Neblett made a motion to adjourn, seconded by Coulncilman
Boyd and carried.
