Minutes of the Special Council Meeting of the Pulaski Town Council held
January 3, 1986, at 12:00 noon in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., James R. Neighbors, Ira. S. Crawford,
Mary Lou Copenhaver, Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant to the Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey and Pierre Thomas of the news media.
The invocation was given by Councilman Aust.

WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the

Town of Pulaski, Virginia, hereby waive notice of a Special Meeting
of said Council at 12:00 noon on the 3rd day of January, 19$6, for }
the purpose of approving a draft of the Charter to be sent to General
Assembly, and legal matters to be discussed in Executit~P Saacinn_

The purpose of the special meeting was to approve a draft of the Town.
Charter to be sent to General Assembly and legal matters to be discussed i*y
Executive Session.
Councilman Boyd made a motion that Council go into Executive Session under
2.1-344, a legal matter and a personnel matter, seconded by Councilman Neblett and
carried.
At 12:01, Council went into Executive Session.
At 1:07 p.m. Council returned to Special Session on motion made by Councilman
Neblett, seconded by Councilman Neighbors and carried.
Mr. Terwilliger distributed copies of amended Charter for the Town of Pulaski.
Councilperson Copenhaver moved that the Town Manager be authorized to forward
draft of the Town Charter to Delegate Dobyns for presentation to General Assembly,
seconded by Councilman Glenn.
Mr. Terwilliger briefly reviewed the most recent changes incorporated in the
draft of the Town Charter.

Mayor Hancock commended the Ordinance Committee, Mr. Terwilliger and the entire
Council for all their hard work on the preparation of the Charter.
At 1:13 p.m. on motion made by Councilman Boyd, seconded by Councilman Neblett,
and carried, Council adjourned.
