HomeMy WebLinkAbout01-06-86~~~U January 6, 1986 Minutes of the Special meeting of the Pulaski Town Council held Januury 6, 1986, at 12:00 noon in the Council Chambers in the Municipal Building. There were present: Vice Mayor James R. Neighbors, presiding Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett, C. E. Boyd, Jr., Ira S. Crawford, Mary Lou Copenhaver, Glen K. Aust Also present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Anne Burgess, Assistant to the Town Manager Ruth A. Harrell, Clerk Visitors: Pierre Thomas and Mike Williams of the news media. The invocation was given by Councilman Aust. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 12:00 noon on the 6th day of January, 1986, for the purpose of a legal matter to be discussed in Executive Session. WITNESS our signatures this 6th day of January, 1986. '' Vice Mayor Neighbors advised that Mayor Hancock was in Richmond and that he hsd requested that we proceed without him. Vice Mayor Neighbors stated the purpose of this special meeting was to discuss a legal matter under 2.1-344 (A6) of the Code of Virginia. in Executive Session. Mr. McKeever requested Council address the public hearing on the Charter prior to going into Executive Session. Councilman Johnston so moved that Council hear this at special session and plac on agenda, seconded by Councilman Glenn.='= and carried. Mr. McKeever advised the advertisement was placed in Sunday's paper. The adver e- ment for a Charter change is one time, 10 days prior to public hearing. By advertising on Sunday and our public hearing scheduled for the 14th, this is only 9 days. In speaking with Mayor Hancock, he felt it might be wise to separate this public hearing from the regular meeting of Council on January 14. We need to readvertise and reschedule the public hearing for another date. Councilman Boyd moved that Council go into Executive Session on a legal matter under 2.1-344 (A6),seconded by Councilman Neblett and carried. At 12:06 p.m. Council went into Executive Session. At 1:27 pfm. Council returned to Special Session. January 6, 1986 l ~~1 Councilman Crawford made a motion that public hearing on the proposed Charter amendments be changed to Friday, January 17, 1986, at 4:00 p.m., seconded by Councilman Glenn and carried.
