Minutes of the Special Meeting of the Pulaski Town Council held January 7, 1986,
at 12:00 noon in the Council Chambers in the Municipal Building.
There were present: Vice Mayor James R. Neighbors, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., Ira. S. Crawford, Mary Lou Copenhaver,
Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant to the Town Manager
Ruth A. Harrell, Clerk
Visitors: Pierre Thomas and Dee Lindsey of the news media
Vicki Futrell
The invocation was given by Councilman Glenn.
WAIVER OF NOTICE OF SPECIAL MEETING t

We, the undersigned, duly elected members of the Council of the
i
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting
of said Council at 12:00 noon on the 7th day of January, 19$6, for
the purpose of a legal matter to be discussed in Executive Session.
WITNESS our signatures this 7th day of January, 19$6.

Vice MaVice Mayor Neighbors advised the purpose of the special meeting was to _.
discuss a legal matter.
Councilman Crawford moved that Council go into Executive Session on a legal
matter under 2.1-344 (A6), Code of Virginia., seconded by Councilman Glenn and carried.
At 12:03 p.m, Council went into Executive Session.
At 12:50 p.m. Council returned to Special Session.
Mr. Terwilliger requested Council add one more item to the agenda; that was to
briefly discuss the Charter change.
Councilman Neblett so moved this be added to agenda., seconded by Councilman Boyd
and carried.
Mr. Terwilliger advised he had received a phone call from Mr, Clement at
January 7, 1986 ~~~3
the Legislative Action Committee in Richmond, and after his review, he recommended that we
delete Article IIA, which is the enumeration of powers. He felt that the trend now
is to just go ahead with the incorporation provisions which are in the Charter and that
they cover those powers, and that the Charter, as such, would go through a lot smoother
if we just incorporate everything by reference and did not enumerate. It would not
take any powers away from the Town at this time.
Councilman Boyd so moved that Mr. Terwilliger be authorized to tell Mr. Clement
to delete this and ask Delegate Dobyns to delete this from proposed bill. Also that
the Charter be designated as a new Charter as opposed to an amendment since it is
substantially rewritten. Motion seconded by Councilman Neblett and carried.
At 12:52 p.m. on motion made by Councilman Boyd, seconded by Councilman Neblett,
Council adjourned.
