There were present: Mayor Gary C. Hancock, presiding Councilmembers: Robert N. Glenn, James M. Neblett, C. E. Boyd, Jr., James R. Neighbors, Mary Lou Copenhaver Also present: Frank Terwilliger, Tawn Attorney D. E. McKeever, Town Manager Anne Burgess, Assistant to the Town Manager Ruth A. Harrell, Clerk d r. 'l~ Visitors: Dee Lindsey and Pierre Thomas of the news media Rick Pollard The invocation was given by Councilman Glenn. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia., hereby waive notice of a. Special Meeting of said Council at 5:00 p.m., on the 23rd day of January, 1986, for the purpose of discussing Industrial Development Matter in Executive Session, and any other matter that may legally come before Council. WITNESS our signatures this 23rd da.y of January, 1986. ~~ V~ ~ Mayor Hancock stated the first item on the agenda was an Industrial Development matter to be taken up in Executive Session. Councilman Boyd made a motion that Council go into Executive Session under 2.1-344(A6) for a legal matter, seconded by Councilman Neblett and carried. At 5:03 p.m. Council went into Executive Session. i1 At 5:55 p.m. Council returned to Special Session on motion made by Councilman Neblett, seconded by Councilman Boyd, and carried. January 23, 1986~~ ~~ ANNEXATION Mr. McKeever advised an engineering firm had been working on surveying SURVEY portions of the proposed annexation line. Survey needs to be continued in order to report to the Commission of Local Government. [Then we file our notice with them, we will need to forward a true survey of the new annexation line. Councilman Neighbors moved that authorization be given to proceed and authorize the engineering firm, who was law bidder on the smaller portion, to continue to survey the rest, seconded by Councilman Boyd, and carried. Aust - Absent Mr. McKeever had distributed correspondence from H. Randall Edwards, NRCC President, New River Cotmtunity College, who is seeking our support of the New REGIONAL CENTER River Regional Center for Economic Development in their construction of a new FOR 2.8 million dollar building. A letter had also been received from the City ECONOMIC Dev. of Radford, signed by all Councilmembers, urging our support. Councilman Neblett so moved that resolution be adopted supporting the construction of this building and that Town Attorney authorized to prepare resolution by January 24, 1986, as this building will be discussed as an appropriations matter next week in the General Assembly. The Governor and two cca~mittees, both in the House and the Senate to be notified. Motion seconded by Councilman Glenn, and carried. Copy of letter and resolution will be included in February 4th packet.
