There were present: Mayor Gary C. Hancock, presiding Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett, C. E. Boyd, Jr., James R. Neighbors, Ira S. Crawford, Mary Lou Copenhaver, Glen K. Aust Also present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Anne Burgess, Assistant to the Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Pierre Thomas of the news media Andrew Graham, Councilman Elect Rocky Schrader, Councilman Elect Gary Cutlip, Treasurer The invocation was given by Councilman Boyd. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the 1 RESIG- NATION LEROY E_4RLY Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 4:00 p.m., on the 14th day of May, 1986, for the purpose of discussing a personnel matter, and another business that may legally come before the Council. WITNESS our signatures this .14th da-- -r ''`--- ' ""' itayor _=ancock advised. this was a special session with the first item to be considered being the resignation of Mr. Leroy Early, our Public Works Director. Councilman Neblett moved that Mr. Early' s resignation be accepte d effective May 14, 1986, and that he remain on the payro ll. through May 30, 1986, seconded by Councilman Boyd, and carried on the following recorded vote: John A. Johnston - Absent James R. Neighbors - Aye Robert N. Glenn - Aye Ira S. Crawford - Aye James M. Neblett - Aye Mary Lou Copenhaver - Aye C. E. Boyd, Jr. - Aye Glen K. Aust - Aye Mr. Early had offered to work through May 30, 1986. Councilman Neblett moved that the Town Manager, Mr. McKeever, be authorized 8~~ May 14, 1986 to advertise and accept applications for the position of Director of Public Works sec. by Councilman Boyd, and carried on the following recorded vote: John A. Johnston - Absent James R. Neighbors - Aye Robert N. Glenn - Aye Ira S. Crawford - Aye James M. Neblett - Aye Mary Lou Copenhaver -Aye C. E. Boyd, Jr. - Aye Glen K. Aust - Aye Mr. McKeever will advise Mr. Early of the action taken by Council. CHESS Next item on the announced agenda was a resolution honoring the Pulaski Middle TEAM School Chess Team who tied for first place nationally. Councilman Glenn so moved HONORED that resolution be adopted., seconded by Councilman Neblett and carried.. RESOLUTION HONORING PULASKI MIDDLE SCHOOL CHESS TEAM WHEREAS, on the weekend of March 1 1986, in Virginia. Beach, Virginia, the Pulaski Middle School Chess Team did win second place in the Junior High School Division of the Virginia State Scholastic Chess Championships; and, WHEREAS, on the weekend of March 15, 1986, in Pulaski, Virginia, the Pulaski Middle School Chess Team did win first place in the Junior High School Division of the Atlantic Coast Scholastic Chess Championships, and, WHEREAS, on the weekend of May 10, 1986, in Spokane, Washington, the Pulaski Middle School Chess Team did tie for first place in the National Junior High School Scholastic Chess Championships; NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on the 14th day of May, 1986, that it should and hereby does congratulate the players, staff, coaches and parents of the Pulaski Middle School Chess Team for their meritorious accomplishments in the aforesaid tournaments. The Council also hereby publicly commends them for their superior representation not only of their school, but of the citizens of the entire Pulaski community. This resolution is effective upon adoption and is hereby adopted this 14th day of May, 1986. A reception honoring these young people was scheduled for Tuesday night, but due to their plane being late, reception was rescheduled to Wednesday night at 8:00 p.m. Councilman Neighbors requested that Council also draft another resolution for the high school and elementary divisions which also did very well nationally. Mr. Terwilliger requested another item be added to agenda; that being an Executive Session under 2.1-344 (A6) to discuss a legal matter dealing with Cabletelevision. Councilman Neblett moved that this matter be added to agenda, seconded by CouncilmanNeighbors and carried. Councilman Neighbors moved that Council go into Executive Session under 2.1- 344 (A6) to discuss a legal matter, seconded by Councilman Boyd and carried. At 4:08 p.m. Council went into Executive Session. At 4:26 p.m. Council returned to Special Session on motion made by Councilman Neighbors, seconded by Councilman Boyd and carried. Councilman Johnston arrived at meeting at 4:15 p.m. and stated had he been in his seat, he would have voted "aye" on the resolution honoring the Pulaski Middle School Chess Team. Mayor Hancock extended welcome to Councilmen Elect Andrew Graham and Rocky Schrader. At 4:27 p.m. on motion made by Councilman Neblett, seconded by Councilman Boyd, and carried, Council adjourned.
