Minutes of -the Special Meeting of the Pulaski Town Council held May 22, 1986, at
g:15 a.m. in the Council Chambers in the Municipal Building.
There were present: Mayor Gary C. Hancock, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., James R. Neighbors, Ira S. Crawford,
Mary Lou Copenhaver, Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey and Pierre Thomas of the news media

The invocation was given by Councilman Boyd.
Council discussed a public hearing on the meal's tax as studied in budget

Councilman Neblett so moved that Council have a public hearing on the meal's
tax simultaneously with the 1986/87 proposed budget on June 10, 1986, at 7:OO p.m.,
seconded by Councilman Glenn, and carried on the following recorded vote:
John A. Johnston - Aye James R. Neighbors - Aye
Robert N. Glenn - Aye Ira. S. Crawford - Aye
James M. Neblett - Aye Mary Lou Copenhaver - Aye
C. E. Boyd, Jr. - Aye Glen K. Aust - Aye
Councilman Neblett moved that w e have a public hearing on the same date whether
to keep our $.33/$100 real es tate. ta x, or changing the real estate tax to a lesser
rate, seconded by Councilman Glenn, and carried on the following r ecorded vote:

Robert N. Glenn - Aye Ira. S. Crawford - No
James M. Neblett - Aye Mary Lou Copenhaver - Aye
C. E. Boyd, Jr. - Aye Glen K. Aust - No

Mr. Terwilliger will bring a copy of proposed ordinance directing Town Manager
to start advertisements and s et out ordinance .hearing to the Speci al called session
on Friday, May 23, 1986.

Councilman Neblett so moved that a. Special Council Meeting be held at 8:15
a.m. on May 23, 1986, seconded by Councilman Crawford and carried.
The Recreation Department was also discussed in budget session and whether

any changes should be made in gifts of the recreation programs by individuals who
reside outside the Town limits.
Councilperson Copenhaver made a motion this be referred to the Recreation
Committee with report to be brought back to Council by the first meeting in August,
seconded by Councilman Glenn, and carried.
At 8:33 a.m., Councilman Neblett made a motion to adjourn, seconded by
Councilman Glenn and carried.
