There were present: Mayor Gary C. Hancock, presiding Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett, James R. Neighbors, Ira S. Crawford, Mary Lou Copenhaver, Also present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey of the news media Andrew Graham Rocky Schrader The invocation was given by Councilman Johnston. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a. Special Meeting of said Council at 8:15 a.m. on the 23rd day of May, 1986, for the purpose of .discussing cable television, and any other business that may legally come before the Council. WITNESS our signatures this 23rd day of May, 1986. "r. ierwiiliger requested an Executive Session under 2.i-3~+4 ~A'6j, ~ega~ matter, with Mr. McKeever adding to the motion a matter of economic development. Councilman Neighbors moved that Council. go into Executive Session, seconded by Councilman Glenn and carried. At $:13 a.m. Council went into Executive Session. At 8:30 a.m. Council returned to Special Session on motion made by Councilman Neighbors, seconded by Councilman Crawford, and carried. Vice Mayor Neighbors presided over this portion of the meeting. Councilman Glenn read the following Ordinance: ORDINANCE Proposing to Grant a Cable Television Franchise ORDINANCE in the Town of Pulaski, Virginia CABLE TV Commencing January 1, 1987 BE IT ORDAINED by the Town Council of the Town of Pulaski, Virginia, sitting in Special Session on the 23rd day of May, 1986, that this Council does give tentative approval to an Ordinance entitled "Town of Pulaski,. Virginia, Cable May 23, 1986 ~~ Television Franchise Ordinance" which is to be filed in proposed form by the time of advertisement, in the Office of the Clerk of the Council, by which cable communications within the Town of Pulaski will be regulated starting January 1, 1987, for a period of 10 years. The Town Manager is directed to publish a descriptive notice of the proposed ordinance in the Southwest Times, a newspaper published in this town, once a week for four successive weeks. Said advertisement shall include a statement that a copy of the full text of the proposed Ordinance is on file in the Office of the Clerk of the Town Council, and that the Town Council intends to open bids and grant the proposed franchise on June 17, 19$6, at 7:00 p.m., or as soon thereafter as the matter can be brought before Council in its regular session scheduled for that date. Said advertisement shall reserve the right of the Town to reject any and all bids and to make changes in the terms of said ordinance prior to adoption. This Ordinance is effective upon adoption. Councilman Glenn made a motion that ordinance be adopted, seconded by Councilman Neblett and carried on the following recorded vote: John A. Johnston - Aye Robert N. Glenn - Aye James M. Neblett - Aye C. E. Boyd, Jr. - Absent James R. Neighbors -Aye Ira S. Crawford - Aye Mary Lou Copenhaver - Aye Glen K.
