HomeMy WebLinkAbout06-10-86~~~~ June 10, 1986 STATEMENT BY COUNCIL RE: TOWN MANAGER Minutes of the special session of the Pulaski Town Council held June 10, 198.6, at 7:00 p.m. in the Council Chambers in the Municipal Building. There were present: Mayor Gary C. Hancock, presiding Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett, C. E. Boyd, Jr., James R. Neighbors, Ira S. -: Crawford, Glen K. Aust __ _ Also present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Anne Burgess, Assistant to the Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Eric Randall of the news media Rocky Schrader Andrew Graham Gray Barnes Roy D'Ardenne J. R. Schrader Robert W. Councilman Aust advised that Councilperson Copenhaver would have liked to be present at this important meeting, however, she is at home recuperating from pneumonia. Council sent her their regards. Mayor Hancock advised the Personnel Committee had met prior to this meeting. Personnel Committee Chairman Neblett made the following motion: The Council has been made aware of petitions circulating in the Town requesting the termination of the Town Manager. including this one, and will consider the matter with an open mind. However, the Council has no reason at this time to withdraw its support from the Town Manager, or to seek his resignation. If any group or person has specific complaints that they wish the Council to consider, the Council asks that they make them as soon as possible so that they can be discussed and resolved. The Council is certain that its citizens do not want it to act on rumor and innuendo on any matter. Accordingly, the Council wants to make it clear that until specific reasons are given to do otherwise, the Council will continue to support Mr. McKeever. Motion seconded by Councilman Boyd, and carried on the following recorded vote: John A. Johnston - Aye James R. Neighbors - Aye Robert N. Glenn - Aye Ira. S. Crawford - Aye James M. Neblett - Aye Mary Lou Copenhaver -Absent C. E. Boyd, Jr. - Aye Glen K. Aust - Aye June 10, 1986 ~~~~~ Mayor Hancock advised the Planning Commission had met and scheduled a public hearing on the proposed shopping center for July 14. PUBLIC HEAR. Councilman Boyd moved that this Council hold a public hearing jointly SCHEDULED with the Planning Commission on July 14, 1986, at 7:00 p.m. to hear any comments from the public on the new, proposed shopping center, seconded by 4 Councilman Neblett and carried. PUBLIC HEAR. Mayor Hancock welcomed visitors to the public hearing on the proposed BUDGET 1986/87 Town of Pulaski Budget. The first matter taken up was the proposed 2~ meal's tax, a part of the proposed budget. Messrs. Robert W. Abbott, owner Steer House Restaurant, John Powers, owner Food Fair, Richard Mady, Newbern, Allen Vernon, owner Count Square Restaurant, and Jeff Largen, owner of Rays Kingburger, spoke in opposition ! of the proposed 2~ meals tax. lYayor Hancock advised that Council would take these comments into cousidera.tion. The topic of the Police Academy was next. POLICE Mr. Ray Melton read a position statement of the New River Criminal Justice AC.aDEMY Training Academy concerning the quality of, and, development of academy educational curriculum signed by the Executive Committee. Mr. Melton further read a letter from T. Neal Morris, Chief of Police, Danville, defending the training program at New River Training Academy. (Copies attached to permanent file copy of minutes of this meeting). Mayor Hancock advised Council would consider this matter at its next meeting. Mayor Hancock advised the Council has before them whether or not to increase the levy for the real estate in accord with the reassessment that was done last year. No comments received from the public on this topic. Mayor Hancock welcomed Town employees, and welcomed their comments. Employees in attendance to oppose discontinuance of 2~ cost of living to increase. Robert VonUchtrup, Bill Johnston, Christi Hyde, Gary Tolbert, Arnold Hicks, Terry McPeak, James Clay, Arnold Altizer, Dana Bishop, Sandra. Younce and Mildred Bolen addressed Council requesting Council to allow the 2~ cost of living increase to employees. Reasons and factual data were given and discussed... Mr. Terwilliger requested an Executive Session on a a egal matter under 2.1-344(A6). Councilman Boyd so moved that an Executive Session be added to agenda., seconded by Councilman Neblett and carried. Councilman Boyd so moved that Council go into Executive Session, seconded by Councilman Neighbors and carried. At:8z36 p.m. Council went into Executive Session. At 9:12 p.m. Council returned to Special Session on motion made by Councilman Neighbors,: seconded by Councilman Boyd and carried. At 9:13 p.m. Councilman Boyd made a motion to adjourn, seconded by Councilman Neblett and carried. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 7:00 p.m., on the 10th day of June, 1986, for the purpose of conducting a public hearing to gather citizen comments regarding the proposed Town of Pulaski F/Y 19$6/87 budget, and any other business that may legally come before Council.
