Minutes of .the Special Meeting held on September 9, 1983, at 5:00 p.m. in
the Council Chambers of the Municipal Building.
There were present: Mayor Raymond F. Ratcliffe, presiding
Councilmembers: John A. Johnston, Pauline G. Mitchell, Earl D. Cabaniss,
C. E. Boyd, Jr., Andrew L. Graham, Jr., Alma H. Holston,
Glen K. Aust
Also present:. Dan McKeever, Acting Town Manager
Garnett S. Moore, Town Attorney
Wanda Hoback, Acting Clerk of Council
Visitors: Dee Lindsey and Eric Randall of the news media
Gary Cutlip, Town Treasurer
Bob Lewis,. President, Pulaski County Tax Payer's Assoc.

The meeting was called to order by Mayor Ratcliffe.
The invocation was given by Councilman Boyd.

WAIVER OF NOTICE OF SPECIAL MEETING

We the undersi ned du1 elected members of the Council of the Town

~ of Pulaski, Virginia, hereby waive notice of a Special Meeting of said
Council at 5:00 p.m. , on the 9th day of
September , 19 83 , for the purpose of discussing a loan to
Pulaski Furniture.

Mayor Ratcliffe advised Council this was a special meeting to meet with
Mr. B. C. Wampler to discuss with Council what his requests are. Mr. Moore,
Town Attorney, advised Council the requests should be held in Executive
Session since it pertained to a legal matter.
Councilman Boyd moved Council go into Executive Session in Accordance
with Section 2.1-344 of the Code of Virginia on a legal matter pertaining to
funds for Pulaski Furniture's purchase of Coleman Furniture, seconded by
Councilman Cabaniss, and carried on the following recorded vote:
John A. Johnston - Aye Andrew L. Graham, Jr. - Aye
Pauline G. Mitchell. - No Ira S. Crawford - Absent
Earl D. Cabaniss - Aye Alma H. Holston - No
C. E. Boyd, Jr. -.Aye Glen K. Aust - Aye
At 5:05 p":m:.~Couxteil Trent into:.Exeeutive.-.Session.
At 6:05 p.m. Council returned to Regular Session.
Mayor informed Council no action would be taken at this time.
At 6:10 p.m. Councilman Aust moved that Council adjourn, seconded by Council-
man Boyd, and carried.
