Minutes of the Special Council Meeting of the Pulaski Town Council held November
21, 1983, at 7:30 a.m. in the Council Chambers of the Municipal Building.
There were present: Vice Mayor Andrew L. Graham, Jr., presiding
Councilmembers: John A. Johnston, Pauline G. Mitchell, James M. Neblett,
Ira S. Crawford, Alma H. Holston, Glen K. Aust
Absent: Mayor Raymond Ratcliffe, C. E. Boyd, Jr.
Also present: D. E. McKeever, Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey of the news media
The invocation was given by Councilman Neblett.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of
said Council at 7:30 a.m. on the 21st day of November, 1983, for the
purpose of setting a date for public hearing on the Flood Plain
Ordinance, and any other business that may legally come before the
Council.

Vice Mayor Graham advised that this Special Council Meeting was called to
set a date for a public hearing on the Flood Plain Ordinance.
Vice Mayor Graham stated that Mr. McKeever had some new information for
Council concerning the Flood Plain Ordiance.
Mr. McKeever stated we had been able to work out an agreement with HUD that
will allow us to apply for the grant past the November 30th deadline. Prior to
this time, the regulations stated they will not accept any applications if the
project is in the flood plain unless the community is on the Federal Flood
Insurance Program. The early conversion that we have requested will shorten
the time somewhat, but the Federal Emergency Management Agency will absolutely
not shorten their 90 day compliance period. This means that from the day Council
adopts an ordinance, from that day forth, 90 days have to elapse before we will

be permitted to get onto the Flood Insurance Program. This is to complete any construc-
tion that is going on, allow citizens to appeal to FEMA that they object to the ordinance,
or anything of this nature. There was a period beyond that, that they will waive for us
with the early conversion, but the 90 day period cannot be waived.
If we were to adopt the new ordinance with the new maps today, it would start 90
days from this date and obviously past the November 30 deadline. They have suggested
that if Council is willing, that we adopt for the interim time, the old map with the
understanding that we will adopt the new maps after the 90 day period. In other words,
the 90 day period on the old 1978 maps has already elapsed, so we can adopt this map
today and theoretically if we had time for public hearings, etc. be in the Federal Flood
Insurance Program today, but they are going to allow time for public hearings, etc. past
November 30 to do our process that we have to do in order to adopt some sort of ordinance.
They suggested if we were to adopt the 1978 maps as prepared in 1978 with the understanding
into the ordinance that the 1983 maps would go into effect at the end of 90 days.
On the 1978 maps, the boundaries are bigger, the floodway is wider, and the flood
plain is a foot higher.
The community will be presented with both maps, 1978 and 1983, and it explained to
them what we are thinking about doing in adopting the 1978 map for only the 90 day
compliance period that is required in order to adopt the 1978 map.
By setting a public hearing today, Mr. McKeever can write to area administration
in Richmond, telling him that we are proceeding toward public hearings. This is all
they want, some indication that we are proceeding toward some resolution, one way or
the other.
Councilman Crawford advised that the project is a 12 million dollar project and
we have to submit the application for the federal grant of two million dollars by the
end of this month. Funding has to be listed on application when submitted and it has
to be confirmed, all except the two that are coming from the federal .government. We are
supposed to hear something between now and Wednesday of this week on the $142,000
state money.
Councilman Neblett made a motion that regular Council Meeting of December 6 time
be changed from 4:00 p.m. to 7:00 p.m. and public hearing be scheduled at this time
on the Flood Plain Ordinance, seconded by Councilman Aust and carried on the following
recorded vote:

Mr. McKeever stated we would make duplicate of the maps and put these in various
places around Town with it marked off exactly where it is, or utilize Town maps.
Councilman Aust moved that the subject of setting the next Council Meeting in
December, and putting it on the agenda, for the appointment of Chief of Police.
Motion died for lack of a second.
Councilperson Mitchell made a motion that we put out applications for a Chief of
Police for the Town of Pulaski, seconded by Councilperson Holston.
Councilman Graham made a substitute motion that Mr. McKeever bring in at next
Council Meeting how he would like to hire a new Chief of Police and what he recommends,
seconded by Councilman Crawford, and carried on the following recorded vote:
