Minutes of the Regular Meeting of the Pulaski Town Council held April 17, 1984,
at 7:00 p.m. in the Council Chambers of the Municipal Building.

The invocation was given by Councilman Aust.
The minutes of the Regular Meeting of April 2, 1984, and Special Meeting
of April 9, 1984, were approved as recorded.
The request by Hercules, Inc. to close a section of Vine Street and
all of Plant Street was discussed.
Councilman Johnston expressed concern of the possible environmental
impact that situation may have on residents in area, in the placing of ponds
too near residences in the area. He questioned if Hercules could give
strong assurance that ponds would not go in.
Mr. McCarthy advised that Hercules could put ponds in whether the
road was closed or not. He further advised that the Mayor had talked
with Hercules with regard to their intentions, and there are no intentions
with regard to the street that will remain open to put ponds close to that
area which would place them close to the Gravely home. The back. property
may lend itself to this but not next to the unidentified street.
Miss Whitaker and Mr. Cox again expressed opposition to closing of
this street; stating it would devalue their property and they had no
security that ponds would not be put in.
Councilman Boyd made a motion that a portion of Vine Street which lies
between Lots 4, 5, 6, 7 in Block 5 of the T. W. Kersey Subdivision and all
of Plant Street be closed in public interest and due to the upkeep and main-
tenance of this street, seconded by Councilman Grahm, and carried on the
following recorded vote:

Councilperson Holston stated that since motion stated public interest,
she was voting N,o.
Mayor Ratcliffe advised that next on the agenda was the Contract with
the County concerning sewage treatment. Mr. McKeever advised this contract
is now being reviewed by the County and they have not made a determination
on it yet.

Mr. J. R. Whitehurst, Division Manager of Appalachian Power Co., addressed
Council in support of good government.
Mrs. Vicki Futrell advised Council that "We have it Made in Virginia" promotion
would be kicked off Monday, April 23. The first official function will be Thursday
April 26, 1984, 6:30 p.m. at the Elks Lodge with featured guest Dr. Betty Diener.
Council was invited to attend; and Mayor Ratcliffe will write joint proclamation
with Town of Dublin and Pulaski County officially proclaiming April 23 through
June 1 "We Have it Made in Virginia" observance.
As there were no further comments from the public, Mayor Ratcliffe called for
Council Committee reports.
UTILITIES COMMITTEE
PERSONNEL COMMITTEE
Chairman Johnston advised the County had discovered some breaks in their lines
running from the High School and White Motor Co. through the Critzer Pump Station
to our treatment plant. These lines will be T.V.'ed to locate possible breaks.
The Town has a line in this area running from Long Airdox to the Critzer Pump Station,
approximately 1,200 feet of clay pipe and some of it is cast iron pipe. To T.V.
our line of clay piping, cost would be $1,098. Smoke test would be made of line
on 4/17/84.
Lines to Chairman Johnston made a motion to authorize Town Manager and Town Engineer
be TV'ed using their best judgment and that of our Engineer, Mr. Olver, if some of line

Chairman Johnston requested guidance in selection of replacement for Mr. Bane's
position.
Councilperson Holston moved that we advertise in local newspapers for Director
Advertising of Recreation. Motion died for lack of a second.

Recreation Councilman Boyd felt we should properly advertise as we had with other positions.
Councilman Graham advised Recreation Committee had met and they. have requested they
have some input in this matter.
Councilman Boyd made a motion that Town Manager be authorized to do the proper
advertising in local newspapers and magazines which he thinks is appropriate for the
vacancy of Town Recreation Director, with closing date of May 18, seconded by
Councilman Graham and carried on the following recorded vote:

Recreation Commission Chairman is to be invited to sit in on the selection
of the Director of Recreation, with Council .making the final decision.
Councilman Graham moved that Town Attorney prepare proper resolution reappointing
Messrs. E. C. Gibson and Frank Vass to the Industrial Development Authority,
seconded by Councilman Boyd, and carried on the following recorded vote:

Chairman Boyd had no report.
FINANCE COMMITTEE
Chairman Graham had no report, however, suggested we have a committee talk with
the Board of Supervisors regarding the sales tax problem.
SALES Chairman Graham made a motion that Councilmen Aust, and Boyd, Mayor Ratcliffe
TAX and Mr. McKeever contact the Board of Supervisors and discuss this, seconded by
Councilman Johnston, and carried on the following recorded vote:

Chairman Crawford advised that Council had bid tabulation for the 1984 street
paving project for the Town. Bids were received April 13, 1984, from Adams Construc-
tion Co., H. D. Crowder & Son, and APAC, Inc
the low bidder.

Chairman Crawford made a motion that contract be awarded to APAC, Inc. at $29.40/

all the way to the Town limits.
ORDINANCE COMMITTEE
Chairperson Holston presented Council with a Resolution honoring the Pulaski
Chess Teams where they won first in the State of Virginia, and moved adoption of
Resolution as presented, seconded by Councilman Johnston and carried on the following
recorded vote:

Councilperson Mitchell and Councilman Neblett stated they would have
voted "Aye" had they been in their seats.
Chairperson Holston wanted Resolution to be presented as we did last year,
where it was presented individually to team players.
Councilman Johnston is to determine actual number of team players to be honored.
Mr. McKeever is to notify Councilperson Holston when number is received.
Chairperson Holston scheduled an Ordinance Committee meeting, to be held jointly
with the Personnel Committee, on May 8, 1984, at 5:00 p.m. to review the Mobile Home
Ordinance and the Personnel Policy.

WHEREAS, on the weekend of March 3, 1984, the Virginia Chess Federation
did sponsor the Virginia State Scholastic Chess Championships at Norfolk, VA
and,
April 17, 1984 ~~~~
WHEREAS, area chess teams from Northwood Elementary School, The
Pulaski Middle School, Critzer Elementary School, and Pulaski County
High School competed in said tournament and succeeded in winning 39
of sixty-one trophies awarded, with Northwood Elementary School winning
the primary competition, and Pulaski Middle School and Critzer Elementary
School being co-champions in the elementary section, and Pulaski Middle
School's eighth graders taking first place in the junior high section with
their sixth graders taking second place, and Pulaski County High School
taking first place in the senior high section; and;
WHEREAS, Pulaski area teams have now won nineteen straight team
championships in the state; and,
WHEREAS, the participation of each Chess Team Player, Coach and
Staff Member is worthy of honor, not only for the successes achieved, but
also for the hard work and effort that was involved in their competition;
and,
WHEREAS, the participation by these teams involved a fine performance
by all involved as ambassadors and representatives of the Pulaski area,
bringing credit to the Town of Pulaski and this area;
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of
Pulaski, Virginia., meeting in Regular Session on April 17, 1984, that it
wishes to and hereby does express its congratulations to the Teams, Players,
Coaches and Staff Piembers for their very fine performance in the aforesaid
Virginia State Scholastic Chess Championships and it thanks them publicly
for their representation not only of their schools but also of all citizens
of the area.
ADOPTED THIS 17th DAY OF APRIL, 1984.
PUBLIC SAFETY COMMITTEE
Chairman Aust had no report, however, a meeting has been scheduled Thursday
to meet with Town Attorney on the Peddler's Ordinance and this will be presented
to the Peddler's Committee.
REPORT OF TOWN MANAGER
Mr. McKeever advised the proposed Airport Commission Budget was presented
AIRPORT at the March 20, 1984, meeting, and as a reminder this must be approved by
BUDGET
Council.
Mr. McKeever further advised the Landfill was inspection on March 22, 1984,
and received an unsatisfactory rating. The major reason for the unsatisfactory
LANDFILL rating was the breakdown of Town's equipment during this time. All items
addressed have been completed or are being completed, by April 30th.
Mr. McKeever stated we had correspondence from John Olver providing a
recalculation of acceptable levels of total dissolved solids (TDS) and chlorides
which will be permitted to be discharged into Peppers Ferry facility. The recal-
culation is based on start-up figures as opposed to the maximum flow of 2.611
MGD. As such, the pounds per day available to Hercules should be based on start-
up figures.
Councilman Graham moved this subject be referred to the Utility Committee,
seconded by Councilman Boyd, and carried.
Mr. McKeever advised Clean-Up Week has been scheduled to begin April 23,
1984, and run through May 5, 1984.
Mr. McKeever advised he had obtained the energy cost at Calfee Park for
F/Y 1983-84 as follows:
Electricity August - February $3,515.09
Phone August - February 623.02
Other costs are manpower, maintenance and building and ground improvement.
During baseball season, electricity runs approximately $1,000/month.

Mr. McKeever stated the Town Engineer has determined the property owner
for undeveloped land on the north side of Peak Creek along Dora Highway. We
will communicate with the owner in order to obtain permission to make creek
channel improvements. We are also communicating with the Norfolk and Western
Railroad concerning land surrounding their trestle.
Mr. McKeever also advised we were in the process of advertising vacancies
on Town Committees/Commissions.
Public Hearing on mobile home application of Kenneth E. Meadows to place a
mobile home at 1026 Garner Avenue was discussed and date of May 15, 1984, was
decided upon, however, Council did not take action on scheduling this public
hearing.
At 8:30 p.m., Councilman Graham made a motion to adjourn, seconded by
Councilman Crawford and carried.
