Minutes of the Regular Meeting of the Pulaski Town Council held November 20, 1984
at 7:00 p.m. in the Council Chambers of the Municipal Building.
There were present: Mayor Raymond F. Ratcliffe, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., James R. Neighbors, Ira S. Crawford,
Mary Lou Copenhaver, Glen K. Aust

The invocation was given by Councilman Neblett.
The minutes of the regular meeting of November 5, 1984, and the Special Meeting
of November 12, 1984, were approved as published.
In hearing from the public, Mrs. Lloyd Ramsey of 410 Floyd Avenue, presented
Council with a petition requesting that rental property located at 402 and 406 Floyd
Avenue, S.E. and owned by Mr. J. C. Chrisley either be remodeled or torn down completely
NUISANCE and all debris removed from the neighborhood as it is creating a health hazard and an
Floyd overall nuisance. She also stated these houses cause depreciation to the surrounding
Ave. SE properties. Pictures of these houses were given to Council.
Mr. McKeever advised he was not sure if these houses were on listing of the twelve
houses designated as nuisances that the Town is working on.
Councilman Johnston stated that Council has started moving in this area and Town
has targeted a number of houses in the community that need to be torn down.
Councilman Neblett made a motion to turn this matter over to the Town Manager,
seconded by Councilman Glenn and carried.
Mrs. Vicki Futrell thanked Council for renewing her lease. Councilman Neighbors
stated that the Town appreciated Mrs. Futrell's efforts on behalf of the Chamber of
Commerce, and the banquet was very well received.
.Mayor Ratcliffe called for Council Committee Reports.
UTILITY COMMITTEE
Chairman Johnston distributed correspondence regarding Peppers Ferry for informa-
tional purpose and further urged Council to visit 4A, pump station on Rt. 99.
POLLUTION AND SANITATION
Chairman Glenn had no report.
PERSONNEL, PUBLIC RELATIONS &
NOMINATING COMMITTEE REPORT
Chairman Neblett advised the committee was still searching for persons to serve
on the Beautification Committee and the Parking Authority.
Mr. Terwilliger will determine if Committee/Commission members have to be a
Town resident and bring answer to next Council meeting.
Chairman Neblett advised that Town Manager, Dan McKeever, had been evaluated
by Council, and expressed appreciation for the job that he has done.
LAND, BUILDING AND STREET COMMITTEE
Chairman Boyd had no report.
RECREATION AND PARKS COMMITTEE
Chairman Neighbors had no report.
FINANCE COMMITTEE
Chairman Crawford had no report, however, moved that Council go into Executive
Session for the following purposes:

1. Discussion of the employment of additional legal counsel as allowed by
by section 2.1-344 (a) (1);
2. Consultation with legal counsel and briefing on a legal matter, that is,
the proposed boundary line and service agreement negotiations, and discussion

Motion seconded by Councilman Boyd and carried.

PUBLIC SAFETY COMMITTEE
Chairman Aust had no report.
REPORT OF MAYOR
Mayor Ratcliffe had no report.
REPORT OF TOWN ATTORNEY
Mr. Terwilliger had no report.
REPORT OF TOWN MANAGER
Mr. McKeever advised the Town Planning Commission held a public hearing on the
proposed Mobile Home Ordinance on November 12, 1984. No one from the public appeared
to speak for or against the ordinance. Further, the Commission expressed their satis-
faction with the ordinance. The Town Attorney has requested time to make some changes
in the format of the ordinance only. Mr. McKeever made recommendation that Council
hold a public hearing on December 18, 1984, to gather the public's input into the
proposed ordinance.
Councilman Boyd so moved to hold this public hearing, seconded by Councilman
Glenn and carried.
Mr. McKeever stated the Town of Pulaski has been notified that we have won its
Annual Pedestrian Safety Award from the American Automobile Association. The award
is presented to communities that have improved their records in pedestrian safety.
Mr. McKeever and Chief of Police Joe Williams will accept this award in Richmond on
December 5, 1984.
Mr. McKeever reminded Council that the Town Offices will be closed Thursday,
November 22, and Friday, November 23, 1984, for the Thanksgiving holiday.
Mr. McKeever stated the Christmas Tree lighting at Jackson Park would. be held
November 30, 1984, and schedule of this event was distributed to Council.
Mr. McKeever advised a mobile home application had been received to locate a mob
home at 214 Bertha Street.
Councilman Neblett made a motion that public hearing be scheduled for December

4, 1984 at 4:00 p.m. on this mobile home application, seconded by Councilman Glenn
and carried.
Mr. McKeever advised we were 99~ completed on creek cleaning when we were ad d
by the Army Corps of Engineers that we needed a permit to be in the creek. The T
ordinance approved by Council and FEMA allows us to do routine cleaning. The Army orp
of Engineers was only interested in not how we were doing it, but because we have
equipment in the creek, we stir up sediment and the sediment flows down stream. They
have requested that we apply for the permit and we are in the process of doing this.
We will not obtain the permit for approximately 90 days, therefore, it will probably
be spring before we finish cleaning the creek.
Mr. McKeever stated we had received bids from five contractors on November 16,
1984, for the Commerce Street Sewer and Route 11 sewer projects. The bid tabulations
range,

range, on Commerce Street, from $58,400 to a high bid of $89,041. Mr. McKeever
recommended that the Commerce Street project be awarded to L. W. Engleman of
Waynesboro at a bid of $58,400.
Councilman Neblett so moved that the Commerce Street project be awarded
to L. W. Engleman, seconded by Councilman Boyd and carried on the following
recorded vote:

Mr. McKeever advised that we had programmed and drew specifications for
RT. 11 the Route. 11 sewer and we estimated project to be approximately $24,000. The

PROJ. Route 11 bids came in from a low of $48,800 to a high of $64,500 and he recommended
that this project be postponed until we can either determine if the Town crews
can do it or find additional funding.
At 7:28 p.m. Council went into Executive Session.
At 9:44 p.m. Council returned to Regular Session.
At 9:45 p.m. Councilman Neblett made a motion to adjourn, seconded by
Councilman Glenn and carried.
