Minutes of the Regular Meeting of the Pulaski Town Council held August 16,
1983, at 7:00 p.m. in the Council Chambers of the Municipal Building.
There were present: Mayor Raymond F. Ratcliffe, presiding

The .minutes of the Regular Meeting of August 2, 1983, were approved as
recorded.
UDAGIGHEARING Mayor Ratcliffe advised this-was the-time and place as advertised to have a
public hearing on application to the Department of Housing and Urban Development
for funds through the Urban Development Action Grant Program for the rehabilitation
of the.Coleman Furniture Plant now owned by Pulaski Furniture Company. Mayor
Ratcliffe further stated comments or suggestions from citizens would be recorded
as part of the minutes of this meeting,
Mrs. Vickie Futrell, Executive Director of the Pulaski Chamber of Commerce
spoke on behalf of the Chamber, and expressed the Chamber's support of the efforts
of the Town of Pulaski and Pulaski Furniture to help provide jobs for the area. She
further stated a spirit of cooperation is absolutely necessary in the future of any
economic development endeavor.
Councilman Crawf ord stated it was the interest of Pulaski Furniture Corp. and the
Town of Pulaski to work jointly on this grant. Representatives of Pulaski Furniture
and the~Town have made two trips to Richmond trying to work out details of the grant.
The machinery and equipment o€ the plant will be auctioned off August 23, 1983, and
any money spent prior to the time of actually receiving the grant could not be
counted in the $2.50 to $1.00 matching funds. The 2 million dollars spent for
building, land and whatever-equipment to be auctioned off could not be included in
any of the' grant funds.
Pulaski Furniture and North Carolina National Bank developed a serious disagree-
meet over-what actually had been purchased at the auction. It was the bank's conten-
tion that the only thing purchased was the land, bricks, floor, walls and roof. All

the internal fixtures of the plant would be sold at upcoming auction. This
would make it impossible to operate these buildings as_a furniture manufacturing
plant. Based on these two developments, Management of Pulaski Furniture made
decision to back away from the situation and see what developer at the up-
coming auction, to see if actually the internal components of the building
are sold. If not, then Pulaski Furniture would have an interest, and going
back in to try to make some type of deal on this project. There is a keen
interest to keep this avenue open as far as trying to secure this HUD grant.
One nice thing about it, if this course of events were to follow and we were
to get the grant first and then go back into negotiations, all the monies spent
at that point and time would then count toward the $2.50 to $1.00 matching funds.
Councilman Boyd, speaking for the Planning Commission, advised they had
the first public hearing on this grant on August 8, 1983, and all comments from
the public were positive. Councilman Boyd furth er stated the Planning Commission
supports this grant application.
Ms. Patty Williams questioned if a specific business had to be in mind to
assist bef ore we are able to obtain this grant. Councilman Crawf ord stated you
had to do two things; increase the tax base of the locality you are located in,
and you have to create jobs. Any project that will meet these two criteria
could be considered.
Councilman Crawf ord further stated even though Pulaski Furniture had with-
drawn from the sale, they could still pursue a grant on the basis that they are still
wanting to attempt to do this project. Before a grant is pursued, you have to
have a definite project.
Ms. Williams further asked if all the above would have to be known before
the grant would be given to the Town. Councilman Crawf ord stated they would have
to go to Richmond with a specified plan on how they were to accomplish those two
things; one, how they were going to increase the tax base of the locality and two,
how they were going to create jobs. The plan they would go to Richmond with, is that
they wanted to buy the Coleman Furniture property which initially would open
up at least 350 jobs and it would increase the tax base. If the grant money
was awarded, it would have to be for this purpose only.
Councilman Aust stated that if this grant went through, and as this is
paid back, it comes to the Town and the Town can use again for another project.
Councilman Crawf ord stated the only advantage Pulaski Furniture would get
in trying to secure a grant other than creating jobs and helping the Town, is a
loan that is made to Pulaski Furniture Corp. The only thing that is negotiated
is the rate of that loan. Under the HUD grant, it is assumed that Pulaski
Furniture can negotiate an interest rate that would be lower than them borrowing
on the open market.

Councilman Aust made a motion that Council approve the final application to

proper resolution be prepared to carry out subject motion, seconded by Councilman

Mayor Ratcliffe stated as published this was the time and place to have a public
hearing on mobile home application from Charles Franklin Johnston, 2000 Case Knife
Road .
Acting Town Manager McKeever advised Mr. Johnston wanted to place a mobile
home on Lot 95, Case Knife Road, owned by Lafeyette Branscome. This lot is in a
R-2 Residential zone within the Corporate limits. The proposed trailer will be
entirely inside the corporate limits. The lot itself is inside the corporate limits
and outside the corporate limits in Pulaski County. The lot is presently occupied
by a single family dwelling house, however, the owner has verbally agreed to have
the lot sub-divided within a reasonable time. In order to have the lot sub-divided,
the owner must go bef ore the Pulaski Planning Commission and the Pulaski County
Planning C ommission. It is recommended that the application be approved contingent
upon the lot receiving approval to be sub-divided from the Pulaski Planning Commi-
ssion and the Pulaski County Planning Commission.
There were no comments from the public opposing this trailer application.
Councilman Aust made a motion that Council approve mobile home application of
Charles Johnston to place a mobile home at 2000 Case Knife Road subject to proper
division of the lot by 'an appropriate deed, seconded by Councilperson Holston and
carried on the following recorded vote:

to Mr. Johnston of clearing this through the Planning Commissions bef ore placing the
mobile home.
Mayor Ratcliffe advised that as also published this was the time and pla ce to
have a public hearing on mobile home application from Robert Adams, to place a mobile
home at 700 Stuart Avenue.
Ms. Mary J. Rankin, representing ten citizens visiting Council, and 21 people
who presented petition opposing this mobile home, addressed Council. They oppose
this 1964 trailer at this location due to depreciation of trailer, feeling it would

Degrade their property and not be an asset to the area. She further stated it
would reduce the value and desirability of the surrounding properties.
Councilperson Holston advised that Mrs. Rankin, Councilperson Mitchell and
herself had visited the property and it was their feeling that a trailer in this
location would devalue the. surrounding property.
Councilperson Holston made a motion that Council deny the mobile home
application of Robert Adams, seconded by Councilman Boyd.
Mr. Albert Nelson advised he did not receive any letter on this application,
however, he is opposed to the trailer being placed at this location.
Mr. Charles Doyle also stated he objected to a trailer in this area, and
proposed that Mr. Adams build a house at this location.
Councilman Graham stated it has been a policy of the Council for many years
that when we did have a lot of neighborhood objection, that the trailer permit
be denied.

MCMILLIAN Mr. Gary Hancock, representing citizens who live in the area of 6th St.,
PROPERTY addressed Council with the concern of the old church building located at 14 6th
I4 6th
Street, N.W. Mr. Hancock stated this stone building had deteriorated, was a
Street
safety hazard and a nuisance. Correspondence had been sent to Mr. William M.
McMillan, property owner, from Towrt Manager dated 12/1/82 stating it was a
nuisance, unsafe, dangerous, and a health hazard. In correspondence dated 6/14/83
to Mr. McMillan he was advised that this building was in violation of Town code
and if matter was not corrected within 60 days it would be turned over to Town
Council for consideration.
Messrs. Roy D'Ardenne, John Columbus, Billy Hickgm, and Charles Bushong
were also in attendance to request Councii to take action on this matter.
Members of Council and citizens present discussed the McMillan property at
length.
Councilman Boyd moved that Council authorize Town Manager to start tearing
the building down and notify the owner, seconded by Councilman Cabaniss.
Councilman Cabaniss made a substitute motion that Council authorize Town
Manager and Town Attorney to proceed according to Town Code, seconded by Council-
person Mitchell and carried on the following recorded vote:

UTILITIES COMMITTEE
Chairman Johnston had no report.
POLLUTION AND SANITATION
Chairperson Mitchell had no report, however, made a motion that we have a
resolution drawn up by Mr. Moore regarding Mr. Maxwell and his work on Anti-Litter
Control, and present him with this resolution.
It was Council's opinion that we have already done this.
Chairperson Mitchell also stated that the curfew on minors, according to Town
Code, was not being enforced, and made a motion that Police Department enf orce this
curf ew and this subject also be put into Ordinance Committee to review and see if we
cannot step age limit up to 18.
Councilperson Holston asked if present ordinance enforced would take care of
problem with Mr. McKeever stating the age limit was not the key. Section 13
authorizes Police Department to take child to parent or legal guardian.
Mr. Moore stated the State Code limits you on what you can do on juveniles.
Mr. McKeever advised there is not a State Code covering curfew for juveniles
and that the Police Department were doing the best they can, identifying those that
are committing the acts of vandalism, then there is a criminal charge that can be
filed against them.
RECREATION COMMITTEE
Chairman Cabaniss had no report, however, advised that the Director of Parks
and Recreation had completed plans to have the University of Virginia vs. Virginia
Tech varsity baseball game at Calfee April 27, 1984.
LAND ,AND BUILDING COMMITTEE
SUNSET Chairman Boyd advised that on behalf of the Planning Commission advised Council
HILLS that the Sunset Hills Subdivision agreement had been set and approved by Mr. Barker,
SUBDIV. with a date of November 1, 1984, completion date for paving of road.
Chairman Boyd further requested Town Manager to write the County a letter to
determine if they would be interested in contracting our Building Inspection for the
Town of Pulaski, referring to the number of permits issued per year for the past five
years and the fee structure for the Town at this time. If the County is interested,
Town manager to set up a meeting with the Building Committee and the County officials
to discuss this.
Chairman Boyd also stated our street lights in the Downtown area continue to go
on and off on south side on Main Street.
Chairman Boyd advised he had received complaints of grass growing U p on Main
Street with Town Manager advising he had already spoken to Department Head on this
matter.
Chairman Boyd also advised we need a new tree at Appalachian and a support pole
in front of Alex's store. Mr. McKeever stated the tree in front of Appalaclian is still

Chairman Graham advised that copies of Gary Cutlip, Director of Finance/

Treasurer's Annual Report on deliquent taxes, improper and erroneous assessments
for the years 1982, 1981 and 1980 have been received, and there were certain
resolutions concerning these taxes that Council must consider and take action
thereon.
Chairman Graham stated this relieved the legal responsibility of the Direc-
for of Finance, however, it does not relieve him of responsibility of trying to
collect these taxes. This has been discussed with Acting Town Manager and he
will come up with a plan to aggressively attack this issue.
Thereupon, Gary L. Cutlip, the Treasurer of the Town of Pulaski presented
a report of delinquent taxes as follows:

On motion duly made by Chairman Graham, and seconded by Councilman
Crawf ord, the following resolution was made and adopted:
RESOLUTION BE IT RESOLVED that the above set out the Town Treasurer's report for
1982 Delinquent
Taxes delinquent taxes for the year 1982, as certified to the Council be accepted;
that the Treasurer be credited with the amount shown to be delinquent and
that said list of delinquent real estate tax be filed with the Clerk of the
Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him;
that a list containing all unpaid real estate taxes as of June 30, 1983, to be
published in a local newspaper on August 26, 1983, that a list of unpaid
personal property and any and all other taxes be prepared; that such lists be
posted at the Courthouse and other public places all said proceedings to be
in accordance with the provisions of the Code of Virginia, 1950 Edition, Title
58, Chapter 20, Article 7, and Chapter 21, Article 7, and all applicable
amendments to the said code. The Treasurer is further directed to continue
to collect the unpaid taxes on said lists.

list of real estate be transmitted to the Clerk of the Circuit Court of Pulaski,
Virginia, to be filed, and the Treasurer is further directed to continue to
collect the unpaid taxes on said list.

Chairman Graham advised .that he .had .talked with Councilmen Crawford, Johnston, and
Town Administration to review the Town's Retirement System. Chairman Graham moved that
Council authorize Acting Town Manager to officially contact the County concerning join-
ing the County in computerized accounting and billing procedures for the Treasurer's
office; methods for purchasing/sharing a computer or time sharing with a present computer
owner or computer service,seconded by Councilman Boyd, and carried.
Chairman Graham requested the National Guard Armory be turned over to the Land and
Buildings Committee to see if it can be better utilized and more revenues obtained.
Chairman Graham further advised that Councilman Johnston had the proposed Personnel
Plan.
STREET COMMITTEE
Chairman Crawford had no report.
ORDINANCE COMMITTEE
Chairperson Holston had no report. Town Attorney Mr. Moore presented and read
a resolution reappointing Mrs. Louise D. Settle to the New River Valley Planning
District Commission for a term of three years.
Chairperson Holston moved adoption of resolution as read, seconded by Councilman
Graham and carried on the following recorded vote:

Appoint WHEREAS, the term of Louise D. Settle on the New River Valley Planning District
Louise Commission will expire on September 15, 1983, the Town of Pulaski, Virginia, desires

Commission to represent the Town of Pulaski, Virginia, for a term of 3 years or until
a successor is appointed and duly qualifies.
The Clerk of said Council is directed to notify Louise D. Settle of her appoint-

Chairperson Holston requested Mayor Ratcliffe to issue proclamation to Little
Miss Virginia, Chanda Tracy, from Pulaski, to honor her.
PUBLIC SAFETY COMMITTEE
Chairman Aust had no report, however, requested Mr. McKeever to bring Council up
to date on progress made in Police Department regarding changes, etc. concerning
applications and hiring.
Mr. McKeever advised they were in process of hiringnow and had approximately 50
applicants with about high 30's passing test. They are ready to hire four persons this
week. Mr. McKeever further advised that new officers are required to sign a Pre-Employment
Contract, guaranteeing reimbursement for our training of the applicants. If employee
leaves employment from the time their probationary period ends, anytime over the next
24 months, they will reimburse the Town at 1/24 of the costs. People hired so far, or
going to hire, have all signed the contract and are willing to work under these condi-
tions.
Virginia Municipal League Annual Conference was discussed and registration forms
are to be turned in to Acting Town Manager for forwarding before September 12, 1983.

Mr. Moore advised that Peppers Ferry had to pull one contractor off
project because the Engineers had been unable to get a permit from the railroad,
however, a temporary permit will be issued.

REPORT OF ACTING TOWN MANAGER
Mr. McKeever advised that there are 242 chairs at the Armory and 150
chairs at Calfee Park. The condition of these chairs is fair to good. Also
at the Armory are 14 tables in poor to fair condition. Cost to replace
these tables will be included in next Administrative Report.
Mr. McKeever also advised that Town offices would be closed
September 5, 1983, in observance of Labor Day.
