Minutes of the regular meeting of the Pulaski Town Council
held August 19, 1980 at 7:00 P. M. in the Council Chambers in the
Municipal Building.
There were present: Vice-Mayor A. L. Graham, Jr. presiding.
Councilmembers: Blair B. Brockmeyer, Alma H. Holston,
J, M, Neblett, Jr., Andrew L. Graham, Jr.,

The invocation was given by Councilmember Holston.
The minutes of the regular meeting of August 5, 1980 were
approved as recorded.
Charles Eversole, representing a joint Committee of the
County and Town, appeared before Council and solicited the sum of
$150.00 to help defray the expenses anticipated for the celebration
of the Count Pulaski Day to be celebrated on October 18, 1980. Mr.
Eversole stated that the County will be asked to make a larger

FINANCE Councilmember Neblett moved that the request for $150.00

for Count Pulaski Day expenses be referred to the Finance Committee
for report. Motion was seconded by Councilmember Boyd, and carried.
0. P. Maxwell, Council-Director of the Pulaski County
Anti-Litter Council, reported that progress is being made in the
County and Town toward controlling littering; however, there still

TO COUN IL Assistant Town Manager Coake advised that it would be re-
commended to Council that the Town keep the landfill open from 10:00
A. M. to 1:00 P. M on the First and Third Saturdays during the month
August 19, 1980

of September and October, 1980, on a trial basis. Mr. Coake
stated the cost to the Town would be $150.00 a day for two men to
be paid for four (4) hours at time and a-half. He also advised that
it would mean the two men would have to be paid for four (4) hours in
order to keep the landfill open for the three hours and cover the
trash, etc. that was brought to the lnadfill.
Councilmember Johnston moved that the Town exercise this
trial period during September and October, 1980, for three hours on
first and third Saturday mornings. Motion was seconded by Council-
member Neblett, and carried on the following vote:

Councilmember Johnston reported the Utility Committee met and
looked at several topics. He advised that perhaps Mr. Coake would
want to report to Council on the I&I program. He stated the Committee
also considered the request of Bobby Hunter, who lives in North
Pulaski just outside the corporate limits and had requested
water service to his home. Councilman Johnston reported that
engineering surveys had been made and there were several propositions
which will be made available to Mr. Hunter: (1) There is water within
600 or 700 feet of his proprty and to run a line to his property

RECOMMENDS THREE would cost him $4100.00; however, it was not known for sure what

FOR BOBBY HUNTER the pressure would be or if it would be sufficient for him; (2) When
the Veterans' Hill Water system becomes a reality in the spring, Mr.
Hunter could connect to this line at a cost of $23,000.00; (3) If
Mr. Hunyer could do some work on his cistern, the Town could haul
water to his cistern at the going price of water in situations of
this kind. These propositions will be made available to Mr. Hunter
by Mr. Coake.
Councilmember Johnston reported progress is being made
UTILITY REPORT on the Peppers Ferry Regional Wastewater Facility, but somewhat slowly;

Dublin to the Equalization Basin, and felt there was no real }~,roblem
involved in this, but this should be worked out soon.

Councilmember Mitchell reported the Recreation Committee met

and games, and this will be referred to the Finance Committee at its
next meeting.
Councilmember Mitchell also reported that a trailer has

Councilmember Boyd asked Assistant Town Manager Coake to

Councilmember Boyd moved that at the conclusion of the

As Chairman of the Finance Committee, Councilmember Graham
presented recommendations of that Committee regarding appropriations
and transfers of funds. Councilmember Graham moved that the amount
of $10,000.00 previously budgeted under Account ~~091-300 - Landfill,

Councilmember Graham moved that the Town Treasurer be
authorized to reimburse the General Fund for .actual expenditures

Motion was seconded by Councilmember Neblett, and carried on the

Councilmember Graham advised that the State has increased
the chargeable interest rate on delinquent taxes from 8% to 10%, and
to comply with the State Code, Town Attorney Moore would have an
ordinance for Councils consideration.
Town Attorney Moore read an ordinance which would amend
Section 9-29, Article V, Chapter 9 of the Town Code, and re-enact as

AN ORDINANCE TO AMEND SEC. 9-29, ARTICLE V,
CHAPTER 9 OF THE CODE OF THE TOWN OF PULASKI,
VIRGINIA, AND TO RE-ENACT AS SEC. 9-29.1 AS
AMENDED, PROVIDING INTEREST ON DELINQUENT
TAXES
BE IT ORDAINED by the Council of the Town of Pulaski,
Virginia, meeting in regular session on this 19th day of August,
1980, that:

Sec. 9-20, Article V, Chapter 9, be amended as follows:
Sec. 9-29.1 - Interest on Taxes.
Interest at the rate of ten per centum per annum (10%)
commencing on the first day of July of the year next following
the assessment year shall be collected upon the principal and
penalties of all such taxes then remaining unpaid to date of
ORDINANCE payment, which penalty and interest shall be collected and
accounted for by the treasurer along with the principal sum
thereof .
Councilmember Graham advised that each year at this time the
Council, by a Town Ordinance, is presented a report by the Town Treasurer
on delinquent taxes and erroneous assessments, and inasmuch as this

With regards to the request of `the'~T. G. Howard Community
Center for a contribution of $500.00 from the Town of Pulaski, the
Finance Committee, as reported by its Chairman, Councilmember Graham,
felt this would be setting a precedent if granted, and suggested that
Assistant Town Manager Coake advise them of the Town's concern and
suggesting that request for any assistance be received before the
T. G. HOWARD preparation and adoption of another town budget.

Councilmember Holston advised that the Pollution and
Sanitation Committee had considered the request that the landfill

$3,000 FOR the Valley-Road-Landfill sewer line. Councilmember Holston also

Oakhurst and Ward Lane-Newbern Road, to be handled administratively.
Councilmember Neblett had no report for the Public Safety
Committee. Mr. Neblett advised that Council had received a letter from
Eugene L. Nuckols, Vice-Chairman of the Downtown Renovation Committee,
recommending to the Council certain persons be appointed to participate

Southwest Times. Councilmember Neblett moved the appointment of the
participants so named. Motion was seconded by Councilman Johnston,
and carried on the following vote:

Town Attorney Moore reported that a rough draft has been
prepared for the two cemeteries, as well as maps, and it would be
