h __ ~, Minutes of a special meeting of the Pulaski Town Council held August 21, 1980 at 12:00 Noon in the Council Chambers in the Municipal Building. There were present: Vice-Mayor Andrew L, Graham, Jr, Presiding. Councilmembers: Andrew L, Graham, Jr., C. E, Boyd, Jr ., Alma H. Holston, Blair B. Brockmeyer, John A. Johnston Absent: Councilmembers Robert M, Wallace, James M, Neblett, Jr., and Pauline G, Mitchell Also present: Gladys R. Dalton, Clerk Roger A. Williams, Finance Director Visitors: Dave Vascek of the Southwest Times The invocation was given by Councilmember Brockmeyer. SPECIAL MEETING TO HEAR DEL. TAX Vice-Mayor Graham advised that the purpose of the special REPORT OF TREASURER & CONSIDER meeting was to consider the delinquent tax report of the Town Treasurer, HOSPITAL PLAN FOR EMPLOYEES and also a hospitalization plan for Town employees, and any other busi- ness that may legally come before the Council. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 12:00 Noon on the 21st day of August, 1980, for the purpose of considering the delinquent tax report of the Town Treasurer, and a Hospitalisation Plan for Town employees, and any other business that ma.y legally come before the Council. WITNESS our signatures this 21st day of August, 1980. ~i August 21, 1980 Vice-Mayor Graham advised that the report of Roger A. Williams, Treasurer, covering his annual delinquent and erroneous assessment tax report for the year 1980 had been received, and there were certain motions and resolutions in .the report which Council must resolve. The following report of Roger A. Williams was presented: SUMMARY DELINQUENT TAX LIST 1979 1979 Levy Real Estate $278,167.00 Personal Property 157,914.27 Total 1979 Levy $436,081.27 5% penalty 2,090.92 ANNUAL $439,072.19 DELINQUENT TAX REPORT Erroneous Assessments Real Estate 47.51 Personal Property 6,719.89 Less erroneous - 6,767.40 Assessments Total $432,304.79 Adjusted Levy Delinquents: Real Estate $12,723.73 plus 5~ Penalty 636.39 $ 13,360.12 Personal Property 14,230.60 plus 5% Penalty 712.17 $ 14,942.77 Total Delinquent $ 28,302.89 1979 Adjusted y'ax Levy Collected 93.5% On motion made by Councilmember Brockmeyer, and seconded by Councilmember Boyd, the following Resolutions were made and adopted: BE IT RESOLVED that the above set out the Town Treasurer's report for delinquent taxes for the year 1979, as certified to the Council, be accepted; that the Treasurer be credited with the amount shown to be delinquent and that said list of delinquent real estate tax be filed with the Clerk of the Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him; that a list containing all unpaid real estate taxes as of June 30, 1980, to be published in a local newspaper on August 25, 1980; that a list of unpaid personal property and any and all other taxes be prepared; that such lists be posted at the Courthouse and ' to be in accordance with t he Title 58, Chapter 20, Articl~ '~ applicable amendments to the John A. Johnston Pauline G. Mitchell Robert M. Wallace C. E. Williams is hereby relieved from the duty and responsibility of collecting same. At 12:10 P. M. Councilman Boyd moved that Council go into Executive EXECUTIVE Session to consider a personnel matter. Motion was seconded by Council- SESSION man Brockmeyer, and carried. At 12:20 P. M. by motion of Councilmember Johnston, seconded by Councilmember Boyd, and carried, Council returned to regular session. Vice-Mayor Graham inquired if there was other business to come before the Council. Councilmember Boyd moved that the Vice-Mayor, on the part of CONTRACT TO the Town, be authorized to sign a contract between the Town of Pulaski BE SIGNED and Blue Cross-Blue Shield, eff ective September 1, 1980, for Group WITH BLUE CROSS FOR HEALTH Health and Major Medical coverage and to inform Equitable Life Assurance INS. PLAN Society that the Town will discontinue its Group H©spital Insurance Plan with them as of September 1, 1980. Motion was seconded by Councilmember Johnston, and carried on the following vote: John A. Johnston - Aye Ar[bew L. Graham, Jr. - Aye Pauline G. Mitchell -Absent Blair B. Brockmeyer - Aye Robert M Wallace - Absent Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M.Neblett, Jr. - Absent Councilmember Boyd commented that in making this transfer of Group Health Insurance would result in a savings to the Town and the employees, and it was felt to be the best plan for all of the employees of the Town. At 12.25 P. M. Councilmember Brockmeyer moved that Council ADJOURNMENT adjourn. Motion was seconded by Councilmember Boyd, and carried.
