HomeMy WebLinkAbout03-20-81March 17, 1981 Town Manager Coake advised a letter from HUD Indic ated that the Cool Spring Water Distribution System was not funded. The letter also stated there were six non-metropolitan single purpose grants awarded and the Town's project was next in line to be funded. COOL SPRINGS HUD suggested that a full application be filed by the Town in case WATER DIST. one of the other grantees is unable to accept the grant, and plans PREAPPLIC. DENIED - FULL APPLICA- to BE FILED AS SUGGESTED BY HUD - EXECUTIVE SESSION REGULAR SESSION are to comply with HUD's requirements for submittal of the appli- cation. Town Manager Coake stated meetings have been held with Town Attorney Moore relative to amendments to the Business and Professional License and it was hoped to have recommendations prepared for Council soon. At 9:15 P. M. Councilmember Boyd moved that Council go into Executive Session on a Legal and Personnel matter. Motion was seconded by Councilmember Mitchell, and carried. At 9:50 P. M. Council returned to Regular Session, and Mayor Ratcliff inquired if there was further business to come before the Council. There being none, at 9:50 P. M. Councilman Aust moved that Council adjourn. Motion was seconded by Councilmember Holston, and ADJOURNMENT carried. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 5:30 P. M, on the 20th day of March, 1981, for the purpose of formally appointing a committee consisting of two, with an alternate, to work with a similar committee of the Town of Dublin and County of Pulaski, to determine the feasibility of a study for Consolidation of the govern- mental bodies into one governmental unit, and any other business that ma.y legally come before the Council. WITNESS our signatures this 20th day of March, 1981 March 20, 1981 Mayor Ratcliff advised that the purpose of this special meeting COMMITTEE APPOINTED was for Council to consider the appointment of members to a Committee TO STUDY FEASIBILITY to work with a similar committee of the Town of Dublin and Pulaski County OF CONSOLIDATION to determine the feasibility of a study for consolidation of the three governmental bodies into one governmental unit. At 5:40 P. M. Councilman Boyd moved that Council go into Executive EXECUTIVE Session to discuss a legal matter. Motion was seconded by Councilman SESSION Graham, and carried. REGULAR At 6:30 P, M. Council returned to Regular Session and Mayor SESSION Ratcliff inquired if there was further business to come before Council. Councilman Johnston moved that the Town of Pulaski appoint a Committee consisting of two people of Council, with an alternate, to work C.E.BOYD & with a similar committee of the Town of Dublin and County of Pulaski,, to TOWN MGR . determine the feasibility of a study for consolidation of the governmental COAL TO ' bodies into one governmental unit, and that C. E. Boyd, Jr., and Town SERVE ON Manager Ronald Coake be appo inted to the Committee, and Councilman Andrew COMMITTEE Graham as Alternate. Aust - Aye Robert M. Wallace - Aye Alma H. Holston - Absent C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - Aye During the discussion of the motion, Councilman A. L. Graham said that it was his understanding the primary function of the committee appointed by the three political subdivisions would be concerned with STATEMENT the consolidation study. He pointed out the motion only dealt with the BY COUNCILMAN consolidation study. He also said that since the Town of Pulaski would GRAHAM RE: be paying for any annexation or city status study, the Town of Pulaski CONSOLIDATION would be responsible for hiring the consultants for making this study. STUDY AND It was also pointed out that the Town of Dublin was not interested in ANNEXATION any study except the consolidation. Other Council members agreed with OR CITY STUDY these remarks, and Mayor Ratcliff requested that they be made part of the minutes. Councilmember Wallace moved that Council ask the Board of Supervisors for a friendly annexation of the new strip on East Main Street to include WALLACE the general area from the East Corporate Limits to the Railroad Bridge, SUGGESTS due to the amount of revenue the Town has lost by reason of businesses moving FRIENDLY out, and by picking this back up we could recoup this and possibly benefit ANNEXATION the town citizens.
