Minutes of the regular meeting of the Pulaski Town Council
held June 2, 1981 at 4:00 P. M. in the Council Chambers in the Municipal
Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmembers: Pauline G, Mitchell, .Andrew L, Graham, Jr.,
Glen K. Aust, Alma H. Holston,
James M. Neblett, Jr., C. E. Boyd, Jr.,
Robert M. Wallace, John A, Johnston
Also present: H. R, Coake, Town Manager
Gladys R. Dalton, Clerk
Garnett S. Moore, Town Attorney
Roger A. Williams, Treasurer
Visitors: Jane Graham, Southwest Times
Doug Waters, Roanoke Times
The invocation was given by Councilman Graham.
APPROVE MINS, The minutes of the regular meeting of May 19, 1981 were approved
as corrected.
HEAR PUBLIC As there was no one present from the Public to be heard, Mayor
Ratcliff called for Committee reports.
UTILITIES COMMITTEE:
Chairman Johnston advised that the Committee met, but there
were several proposals which have not been finalized, and no report
could be made at this time.
Chairman Johnston reported that Town Manager Coake and Director
PURCHASE OF of Public Works Early are investigating the purchase of a used barminutor

BEING IN- for the Sewage Treatment Plant, as it is impossible to get repair parts

FOR SEWAGE for the old ones. Councilman Johnston advised that the cost would be

approximately $10.000.90 or less, which is considerably less than a
new one, and if it develops it would work, Council would have to find
means for financing same .
Councilman Johnston moved that the Town Manager and Director of
Public Works proceed with whatever they need to do to get this barminutor
COUNCIL and if it proves satisfactory, come back to the Council for financing

RECREATION COMMITTEE:
NO REPORT Chairman Mitchell had no report.
STREET COMMITTEE:
Chairman Wallace had no report, but asked the Committee
NO REPORT
to meet at 5:00 P. M, on June 3, 1981.
LAND AND BUILDING COMMITTEE:
NO REPORT Chairman Boyd advised there was no report for the Land
and Building Committee.
Mr. Boyd advised that Town Manager Coake had incorporated
in his administrative report a list of the eight (8) proposals

PROPOSALS which were received relative to Consolidation. Mr. Boyd stated

TO REVIEW the Consolidation Committee met on May 28th and proposals were
SAME & NARROW
TO THREE distributed, and the Committee will meet again on June 15th and try
to narrow them down to two or three, after which the Committee
will report to the Council.,
FINANCE COMMITTEE:
Chairman Graham advised that the Committee would meet on
FINANCE COMM.
TO MEET June 8, 1981 at 5:00 P. M, to finalize this year's business.
ORDINANCE COMMITTEE:
NO REPORT Chairman Aust advised he had no report for the Committee at
this time.
POLLUTION AND SANITATION COMMITTEE:
Chairman Holston advised that copy of a letter from Virginia
Municipal League regarding the meeting on the Environmental Quality
HOLSTON ADVISEDPolicy Committee had been included in Town Manager Coake's report
ON MEETING IN
RICHMOND ON in order that Council would be familiar with the proposed changes
ENVIRONMENTAL .
QUALITY under Goals and Water Quality, and could advise her as to how she
must vote, as tht Town's representative, at the Committee meeting
on June 12th in Richmond-.) The recommendations of the League, under Goals
and Water Quality, represent a significant departure from current
policy by removing all references to local responsibility for
restoring environmental quality, as local governments can no longer
afford to shoulder the responsibility of costly federal mandates
to improve environmental quality.

By motion of Councilman Wallace, Seconded by Councilman Nebiett,
and carried on the following vote: Councilmember Holston was directed
as representative of the Council, to vote in favor of the two

Chairman Neblett advised he had no report.
Councilman Neblett moved that Insurance and Virginia Supplemental
Retirement report be considered at the Committee meeting on Nbnday, June
8th, at 5:00 P. M. Motion was seconded by Councilmember Holston,
and carried.
MAYOR"S REPORT:
Mayor Ratcliff advised that the Airport Commission has asked
industry and municipalities to write a letter to the Airport Commission

NO REPORT Town Attorney Moore advised he had no report at this time.
REPORT OF TOWN MANAGER:
Town Manager Coake called Council's attention to the information
INFORMATION received concerning activities of the New River Valley Agency on Aging,
NEW RIVER
VALLEY AGENCY
ON AGING and advised a copy of the Agency's three year plan is available in
his office for those who wish to review it.
At 4:30 P. M. Councilman Neblett moved that Council go into
EXECUTIVE Executive Session on a legal and personnel matter. Motion was seconded
SESSION by Councilman Boyd, and carried.

At 5:23 P. M. Council returned to Regular Session and as
REGULAR there was no further business to come before the Council,

Councilman Neblett moved, seconded by Councilman Wallace,

that Council adjourn. Motion carried, and Council adjqurned at
