HomeMy WebLinkAbout10-06-81~QQ 1 Minutes of the regular meeting of the Pulaski Town Counci held October 6, 1981 at 4:00 P. M, in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliffe, presiding. Councilmembers: Pauline G. Mitchell, John A. Johnston, C. E. Boyd, Jr., James M. Neblett, Jr., Andrew L. Graham, Jr 1, Glen K. Aust, Alma H. Holston Absent: Councilman Robert M. Wallace Also present: H. R. C oake, Town Manager Gladys R. Dalton, Clerk Roger Williams, Treasurer Bill Hall, Fire Chief Visitors: Dee Lindsey & Doug Waters of the news media David Warburton Martha Gallimore, President Northwood School PTO The invocation was given by Councilman Johnston. The minutes of Septembet 15, 1981 were approved as recorded. Appearing as a concerned parent for the safety of students in kindergarten through third grade attending Northwood School, David Warburton asked the help of Council in installing flashing school zone signals at each end of the school area on 12th Street, similar to those installed on Northwood Drive on the other side of the school. Mr. Warburton advised these small children walk from STREET COMM. TO STUDY REQ. FOR as far as Fifth Street and down 12th Street and some traffic SCHOOL SIGNALS AT 12TH ST. FOR control device is needed for the 12th Street area at least for a NORTHWOOD SCHOOL half-hour in the morning and half-hour in the afternoon. Councilman Aust moved that the request be referred to Chair« man Wallace of the Street Committee for review and recommendation to the Council. Motion was seconded by Councilman Neblett, and carried. Town Manager Coake read a Resolution which had been prepared at the request of the Town Council, recognizing the accomplish- ments of Fire Chief William A. Hall. Councilman Aust moved the adoption of the Resolution, as RESOLUTION read, and motion was seconded by Councilman Boyd, and carried on ADOPTED RE: WM. A. Neblett, Jr. - Aye 700 2 October 6, 1981 R F.Cf1T.iTTT(1N WHEREAS we often hear it said that one of the primary causes of our present economic crisis is the failure of the individual to produce or to perform one's duty to the height of proficiency of which the individual is capable. This criticism has been made not only against those in the private sector of our economy, but also against those persons who perf orm in the public and government areas; and, WHEREAS, most people agree that these criticisims to varying degrees are true, especially when compared with the record of out- standing accomplishments of high production and performance found throughout our economy and governmental operation, and when compared with the record of hard and tireless work, endeavor, achievement and dedicated leadership of persons such as that of the Chief of the Fire Department of the Town of Pulaski, Virginia; and WHEREAS, Chief William A. Hall began his fireman's service as a WM. A. HALL volunteer fireman in 1955, and then as a full-time fireman in 1957; Assistant Chief in 1963, and Chief of the Department in 1964. In the very first years in the Fire Department Chief Hall became interested RESOLUTION in training programs for firemen and early in the 1960's attended his first fire instructors training school. Now, after many thousand hours of training, tegching, organizing and applying his knowledge and expertise of fire-fighting prevention and control, he has become one of the twelve instructors in the State of Virginia to be awarded certification as an Instructor IV by the Virginia Fire Service Training Program, whose State Director said: "The certificate is only a small token of appreciation for the extra effort you have put forth. You are a credit to our program, your department and your community" . NOW, THEREFORE, H; IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in Regular Session on this 6th day of October, 1981, that: (1) William A, Hall, "Bill" to all the Town officials and employees, to all the people of this community, the cities and counties throughout the southwest portion of Virginia, and a great part of the State, by his years of training, his tireless efforts in instructing and preparing his own department, and others, for any emergency, together with his initiative in supervising and training personnel of local health institutions, commercial establishments and home owners in fire prevention, safety requirements and practice to minimize the number of emergencies, injuries and loss of property, have made "Bill Ha11" a household name. (2) The Town has in the past recognized its officials, employees and individuals of the community for their outstanding contributions and achievements, all well-deserved, and now has the pleasure and opportunity to recognize and bestow upon Chief William A. Hall of the Pulaski Fire Department its deepest appreciation and heart-felt gratitude for his years of service over and above the call of duty, and for his aggressive leadership which has made Pulaski a better and safer place in which to live. (3) The Town desires to extend its congratulations to Chief Hall in his most recent award of certification as an Instructor IV of Virginia Fire Services Training Program, and for the personal honor and recognition which it brings to him, the credit to the Pulaski Fire Department and to the Town of Pulaski, Virginia, and to wish for him a continuation of his excellent services. (4) Council directs that this Resolution be made a part of the permanent record of this meeting and that a suitable copy of the Resolution be prepared, framed and presented to Chief William A. Hall as a permanent record of the esteem in which he is held by the Council of the Town of Pulaski . 700 3 October 6, 1981 Mayor Ratcliffe called for Committee reports. UTILITIES COMMITTEE NO REPORT Chairman Johnston had no report. RECREATION COMMITTEE Chairperson Mitchell had no report for the Recreation Committee however, Mrs. Mitchell advised she had talked with members of the NO LETTER Sunset Garden Club and it was indicated that a letter had been RECD FROM written to the Town for the return of the $700.00, but in talking SUNSET CLUB FOR RETURN with Town Manager Coake, it seems no ]et ter was received. Mrs. OF MONEY Mitchell advised that Council had authorized the return of the UPON RECEIPT money, and perhaps it could be returned upon receipt of the letter OF LETTER TOWN MGR. without having to come back to Council. TO REFUND $700.00 Councilman Johnston moved that upon receipt of the letter from the Sunset Garden Club, the sum of $700.00 be returned to them. Neblett, Jr. ^ -Aye Councilmember Mitchell presented literature concerning Trash Cans which can be leased or purchased by residents, and POLL & SANITATIONated she felt this should be looked into. Councilmember Mitchell COMM. TO STUDY TRASH CAN LITERATURE moved that this be referred to the Pollution and Sanitation Committee for study and report to the Council. Motion was seconded by Council- man Aust, and carried. BAND AND BUILDING COMMITTEE ASK FOR Chairman Boyd asked that at the end of the meeting an EXECUTIVE SESSION Executive Session be held on a legal matter. Councilman Boyd reported that revitalization work is being done on the area between the alley at Tom Cox's store and Pulaski REVITALIZA- Theatre, and hoped to have~a detailed report for Council at the , TION WORK BEING DONE ^ REPORT LATER next meeting or two. FINANCE COMMITTEE Chairman Graham reported the Finance Committee met and dis- cltssed several matters, one being the replacement of the obsolete FINANCE recording and telemetering equipment at the Filter Plant. He stated COMM. REPORT the budget carries an item for the replacement of this unit, and 7004 October 6, 1981 moved that Account ~~408.5 - Recording & Telemetering Equipment - APPROVED EXPENDITURE in the amount of $2,500.00 be approved for expenditure from previously FOR RECORDING EQUIPMENT budgeted Revenue Sharing Funds. Boyd, Jr. - Aye James M, Neblett, Jr. - Aye Chairman Graham also reported the Committee discussed the re- imbursement to General Fund of items previously budgeted from Revenue Sharing Funds, and moved that the Treasurer be authorized to reimburse GEN. FUND REIMBURSED the General Fund for Revenue Sharing Funds previously budgeted and FOR REV. SH. FUNDS expended through October 2, 1981, as follows: Account ~~408.0 - Regional Sewer Plant Fund $ 4,285.00 Account ~~409.1 - Consolidation Study 15,884.65 Total reimbursement $ 20,169.65 Motion was seconded by Councilman Boyd, and carried on the following vote: John A. Neblett, Jr. - Aye ORDINANCE COMMITTEE no report Chairman Aust had no report. Councilman Aust stated he had received calls relative to the Christian Channel which was promised by the Cable TV Company when CHRISTIAN rates were recently increased, and upon investigation at the office CHANNEL WILL BE AVAILABLE of the Cable Company, it seems the required equipment for this channel has UPON RECEIPT OF NEC. been ordered and as soon as it is received the third channel, as EQUiIPMENT promised, will be in service for the public. REPORT OF MAYOR Mayor Ratcliffe reported that as had been requested by the Council, contact had been made by phone to the three representatives, with a mayor's REPORT ON f ollow-up letter concerning Senate Bill 898, which Bill would prevent SENATE BILL 898 any local ordinances that establishes rates or rate-setting procedures and bar any franchise provisions allowing a city to regulate rate changes, and they are working on this now. Mayor Ratcliffe also stated Senator Goldwater will offer a Bill which will completely eliminate the TV franchise from Bill 898. POLLUTION AND SANITATION COMMITTEE NO REPORT Chairperson Holston had no report at this time, but would call a meeting shortly. Q `5 October 6, 1981 PUBLIC SAFETY COMMITTEE NO REPORT Chairman Neblett had no report. The recent report that a portion of the local Postal Service in Pulaski will be moved to the Roanoke Post Office and the transfer of eight Pulaski Postal employees to the Roanoke office was dis- REMOVING OF cussed. POSTAL OFFICIALS Council~mber Mitchell moved that Mayor Ratcliffe, representing & SERVICE TO ROANOKE/ the Council, write both Senators and Congressman Wampler expressing MAYOR TO REP. TOWN the Council's concern in this move, and our desire for this office to continue as a centralized postal office. Motion was seconded by Councilman Boyd, and carried. TOWN MANAGER COAKE Work is proceeding on the Community Development Block Grant APPLICATIONS Fund Program and HUD has approved the use of these funds for payment TO BE RECD FOR CONNECTION °f connection fees for low and moderate income families who wish to FEES TO LINES connect to water and sewer lines. Plans are to accept applications for the program beginning October 12, 1981 thru January 31, 1981. At 5:05 P. M. Councilman Boyd moved that Council go into EXECUTIVE Executive Session on a legal and personnel matter. Motion was SESSION seconded by Councilman Neblett, and carried REGULAR At 6:20 P. M. Council returned to Regular Session. SESSION Councilor an Boyd moved that it is Council's intention to negotiate with Pulaski County and the National Forest Service and transfer property TF R . OF PROPERTY in order to provide a site for Pulaski County Public Service Authority FOR SITE FOR PSA Mount Olivet Water Tank. Motion was seconded by Councilman Neblett, MT. Neblett, Jr. - Aye Councilman Boyd moved that the proposed easement across property EASEMENT at the corner of Main Street and Altoona Road be referred to the AT MAIN & ALTOONA RD. Town Attorney for review, and if found to be in order, the Mayor TO BE REVIEWED be authorized to sign the easement.
