Minutes of a Special Meeting of the Pulaski Town Council held
October 29, 1979 at 12 o'clock Noon in the Council Chambers in the
Municipal Building.
There were present: Mayor Raymond F. Ratcliff „presiding.
Councilmen: C. E. Boyd, Jr., William A, House,,

WAIVER. OF NOTICE OF SPECIAL COUNCIL MEETING
We, the undersigned, duly elected members of the Council of the
SPECIAL MEETING
TO CONSIDER
CONDITIONS RE:
JOINING PEPPERS
F ERRY AUTHORITY
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of
said Council at Twelve o'clock Noon on the 29th day of October, 1979
for the purpose of Council authorizing the completion of the Facility
Plan for the Sewage Treatment Plant; to consider the conditions set
by the Pepper's Ferry Regional Wastewater Treatment Authority upon which
the Town o~ Pulaski is to join the Authority, and change the regular
meeting date of Council from November 6, 1979 at 4:00 P. M. to November
5, 1979 at 4:00 P. M, the 6th being Election Day, and any other business
that may legally came bef ore the Council.

Mayor Ratcliff stated the public hearing scheduled by the Town
Council for 10:00 A. M. November 20, 1979 was for the purpose of consider-
ing the adoption of a Resolution for the Town of Pulaski becoming a
member of the Pepper's Ferry Regional Wastewater Treatment Authority,
which public hearing will be in compliance with the legal requirements.
Mayor Ratcliff further stated it is now necessary for the Town Council to hold
a public hearing to consider alternate plans - Local vs. Regional Waste-
water Treatment Plant facilities as well as the approval of the Step I
of the Facility Plan.
TOWN TO HOLD Councilman Graham moved that the Town Council hold a public hearing
PUBLIC at 7:00 P. M. on November 20, 1979 for the purpose of considering alternate

Mayor Ratcliff stated the first item of business on the Agenda
was to authorize the completion of the Facility Plan for the Sewage
Treatment Plant.
Town Manager Marshall reported that members of the staff and
representatives from Wiley & Wilson met with representatives of the State
Water Control Board on October 18, 1979, and the scope of work for completing
the Pulaski 201 Facility Plan will include preparation of an overview or
summary report. The original 1976 Facility Flan and the two supplementary
reports will be attached to the summary report as appendics, and the scope
of work for the summary report will be similar to the scope outlined under
Phase II submitted with the application for an amendment to the Step I grant

to study the regional alternatives. Mr. Marshall advised the major difference
is that evaluation of additional alternatives will be omitted. Mr. Marshall
reported briefly on the scope of work necessary to be included in the
summary report, and gave a summary of the status of all of the grants for
the 201 Facility Plan. Mr. Marshall stated there appears to be sufficient
funds from the grants to complete the Facility Plan if the State Water

Control Board sticks to the decidion made at the meeting for completing the
Facility Plan, and assuming that EPA does not ask for extensive additional

Mr. Marshall advised that "we need to advise them (Wiley & Wilson)
OF as soon as possible, and that is the purpose of the meeting today, in order

20, 1979".
Councilman Graham moved that Council authorize the completion of the
Facility Plan for the Sewage Treatment Plant, as outlined in the letter
from Wiley & Wilson, dated October 22, 1979. Motion was seconded by Council-
man Neblett, and carried on the following vote:

Mayor Ratcliff advised the first meeting in November of Council
falls on Neuember 6th which is Election Day, and suggested that this meeting

Mayor Ratcliff stated the next item of business before the Council

was to cinsider the guidelines and conditions by which the Town of Pulaski
must abide in joining with the Pepper's Ferry Regional Wastewater Treat-
went Authority, and called for a motion to place this on the agenda for
discussion.
Councilman House moved that the Council put on its agenda for
immediate discussion the subject of conditions and guidelines by which
the Town must abide in joining with the Pepper's Ferry Regional Waste-
water Treatment Authority. Motion was seconded by Councilman Neblett,

It was disclosed that all members of Council had been provided
a copy of the guidelines and conditions. Town Attormey Moore read to
Council a Resolution indicating that the Town does agree to and accept
the conditions for the Town of Pulaski to join said Authority.
Councilman House moved the adoption of the Resolution as read
by the Town Attorney. Motion was seconded by Councilman Johnston,
and carried on the following vote:

R ESOLUTION
RESOLUTION
TO JOIN
WHEREAS, the Pepper's Ferry Regional Wastewater Treatment
REGIONAL Authority adopted at its October 11, 1979 me eting, and amended at
its meeting of October 16, 1979, a tentative resolution contingent
AUTHORITY on approval from member jurisdictions, which signifies the intention
of its acceptance of the Town of Pulaski as a member of said Authority
with the following conditions:

1. The Town of Pulaski will have two members on said Authority.
2. The Town of Pulaski is obligated to share in expenses in-
curred to date by said Authority for interim work pertain-
ing to Step 2, and amount of $5,000.
3. The Town of Pulaski must complete its Step 1 Facility Plan
and submit it to the State Water Control Board by December 1,
1979.
4. The Town of Pulaski should indicate to said Authority a
decision by October 31, 1979, of acceptance of these condi-
tions.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski,
Virginia, at a Special Called Meeting convened at 12:00 o'clock Noon on
Monday,. October 29, 1979, that:
(1) The above mentioned Resolution of the Pepper's Ferry Regional
Wastewater Treatment Authority has been received and considered by Council,
RESOLUTION and the Town does hereby agree to and accept the conditions contained there-
in for the Town of Pulaski to join said Authority and the Town does here-
by renew its request to join and to become a member thereof under the
CONTINUES conditions contained in the Resolution of the Authority hereinbefore set
out.
(2) That the Town Manager shall advise the Authority of the Town's
acceptance of the ,conditions and forward a certified copy of this Resolution
to them.
At 12:45 P. M. Councilman Neblett moved that Council adjourn.
