There were present: Mayor Raymond F. Ratcliffe, presiding. Councilmen: Andrew L, Graham, John A. Johnston, C. E. Boyd, Robert M. Wallace, Blair B. Brockmeyer, James M. Neblett, Jr. Absent: Councilmen William A. House & Arthur L. Meadows Also present: Assistant Town Manager: H. R. Coake Gladys R. Dalton, Clerk Visitors: Dave Vascek, Southwest Times SPECIAL MEETING OF COUNCIL WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 7:00 A. M. on the 9th day of May, 1980, for the purpose of con- sidering the employment of a Consulting Engineer for design work on the sewer interceptor line from Pulaski to the Peppers Ferry Regional Wastewater Treatme~t Authority, and any other business that may legally come before the Council. WITNESS our signatures this 9th day of May, 1980. ~~630 May 9, 1980 Assistant Town Manager Coake presented and read to Council a Resolution regarding a proposal submitted by the Peppers Ferry Regional Wastewater Treatment Authority, concerning the proposed sewage force main extending from the present Sewage Treatment Plant eastward to the Dublin interceoptor owned jointly by the Town of Dublin and the Town of Pulaski. Councilman Graham moved the adoption of the Resolution as presented and read, regarding the sewer line from Pulaski to Dublin. Motion was seconded by Councilman Brockmeyer, and carried on the following vote: COUNCIL Andrew L. Graham, Jr. - Aye William A. House - Absent Blair B. Brockmeyer - Aye C. E. Neblett, Jr.- Aye RESOLUTION RE: FORCE MAIN n~c;nr rrrTnnr TO DUBLIN WHEREAS, the Town of Pulaski, owner of the proposed sewage force main extending from the present Sewage Treatment Plant eastward INTERCEPTOR to the Dublin interceptor owned jointly by the Town of Dublin and the Town of Pulaski, has reviewed the engineering design proposal (Step II) dated March 17, 1980, and correspondence dated May 8, 1980 addressed to the Honorable Raymond Ratcliffe, prepared by Van Note-Harvey Associates for the proposed design of this component of the regional wastewater treatment system consisting of approximately 31,000 Linear feet of sewer force main, two pump stations and appurtenances. WHEREAS, this proposal was submitted to the Town of Pulaski by the Peppers Ferry Regional Wastewater Treatment Authority, designed grantee for the regional project, and reviewed thoroughly and nego- tiated with Van Note-Harvey Associates at a meeting held on May 7, 1980, in the second floor conference room of the Town of Pulaski at 3:00 P. M. NOW, THEREFORE, BE IT RESOLVED that the Town of Pulaski hereby accepts this proposal for said design and field services as designated in this proposal for $190,500 and directs the Peppers Ferry Regional Wastewater Treatment Authority as designated grantee to also accept and sign this proposal upon their behalf. The payment schedule shall be determined by joint agreement and as designated in the ultimate user agreement between the Town of Pulaski and the Peppers Ferry Regional Wastewater Treatment Authority. The second Resolution read and considered by Council pertained to the sewer line from Dublin to the equalization basin near Fairlawn. Councilman Graham moved that the Resolution concerning the interceptor line from Dublin to the Equalization Basin be adopted. Neblett, Jr. - Aye Q S 6 1 May 9, 1980 RESOLUTION WHEREAS, the Town of Pulaski, co-owners of the Proposed Dublin Interceptor extending from approximately Route 100 east- ward to the equalization basin to be owned and operated by the Peppers Ferry Regional Wastewater Treatment Authority, have reviewed the engineering design proposal (Step II) dated March 17, 1980 prepared by the Van Note-Harvey Associates for the proposed design of RESOLUTION this component of the regional wastewater treatment system consisting of approximately 46,600 linear feet of gravity sewer line and RE: INTERCEPTOPappurtenances. LINE FR. DUBLIN WHEREAS, this proposal was submitted to the Town of Dublin and the Town of Pulaski by the Peppers Ferry Regional Wastewater, TO EQUALIZA- Treatment Authority, designated granted for the regional project, and reviewed thoroughly and negotiated with Van Note-Harvey Associates TION BASIN at a meeting held on May 7, 1980 in the second floor conference room of the Town of Pulaski at 5:00 P. M. between the negotiating committees of the respective jurisdictions. NOW, THEREFORE, BE IT RESOLVED that the Town of Pulaski hereby accepts this proposal for said design and field services as designated in this proposal for $147,470 and directs the Peppers Ferry Regional Wastewater Treatment Authority as designated grantee to also accept and sign this proposal upon their behalf with the final payment :Schedule for the local share to be paid on the basis of line ownership, i.e. Pulaski 80%, Dublin 20%, or Pulaski $29,494.00, Dublin $7,373.50. The final payment schedule shall be determined by joint agreement and as designated in the ultimate user agreement between the Town of Pulaski and the Peppers Ferry Regional Wastewater Treatment Authority.
