HomeMy WebLinkAbout06-16-8006652 Minutes of a Public Hearing of the Pulaski Town Council, held June 16, 1980 at 7:00 P. M. in the Council Chambers in the Municipal Building. There were present: Andrew L. Graham, Jr., Vice Mayor presiding. Councilmen: Blair B. Brockmeyer, Robert M. Wallace, John A. Johnston, Arthur L. Meadows, James M. Neblett, Jr. Also present: J. E. Marshall, Town Manager Gladys R. Dalton, Clerk H. R. Coake, Assistant Town Manager Roger A. Williams, Finance Director Visitors: Barbara English & Jane Graham with the media Approximately 12 citizens The invocation was given by Councilman Brockmeyer. Vice Mayor Andrew L. Graham advised those present that the purpose of the meeting, as had been advertised in the local newspaper to be held at 7:00 P. M. was for considering an increase in the Town's Real Estate Tax levy, purusnt to Section 58-785.1 of the Code of Virginia. Town Manager Marshall advised that the Notice appearing in the newspaper stated an increase of 24%, when actually Council hoped to reduce that percentage. He stated a reassessment has been made by PUBLIC HEARING: the County, which necessitated a change in the tax rate. Mr. Marshall advised the present real estate tax rate for Pulaski is $2.50 per $100 REASSESSMENT CAUSES TOWN TO INCREASE REAL ESTATE TAX RATE assessed value, with assessed value set at 159 of the fair market value. He stated the State law now requires assessed value to be set at 100% of fair market value, and the equivalent of the 1979 real estate tax rate would be a rate of 372 cents per $100 assessed value, with assessed value equal to the fair market value. However, the Council is proposing a real estate tax rate of 23 cents per $100 assessed value. Mr. Marshall further stated the reassessment is the firs~_: to be made since 1972 or 73 and the fair market value of the citizens' properties has increased approximately 69%. Ms. Clara Craig of 941 Craig Street, advised her property ASSESSMENT BOARD RE: was reassessed from $7,x,400 to $18,000, and when asked if they had COMPLAINTS 06653 June 16, 1980 contacted the Reassessment Board provided by the Councy, they stated they had not, and were advised by the Council to contact Mr. Clower for an appointment with the Equalization Board if they wished to make a complaint about the increase. Mr. R. M. Surratt advised that no one had "put a foot" on his property to make an appraisal during the reassessment.. Mr. Surratt was also advised to make an appointment with the Equalization Board. Ms. Beulah Baker of Westwood Drive, inquired of Council relative to the Town adopting an ordinance whereby the tax rate for senior citizens would be reduced.: She was advised that the Council has this matter under consideration, and at the present time a Committee is making a study of same. Vice Mayor Graham advised those present that the cost for operating and providing services to the Town citizens has increased TOWN HOPES TO the same as an individuals costs have increased. That it was hoped REMOVE $1.00 I&I SURCHARGE, to remove the $1.00 surcharge to the water and sewer monthly bills, & PUBLIC HEARING imposed because of the Infiltration/Inflow project. However, Council RE: FINANCING OF PEPPERS FRY is holding a public hearing on June 26th to consider a sewer rate TO BE HELD ON THE 26TH - adjustment for financing the Peppers Ferry Regional Wastewater Treatment facility and that the town's costs are rising just the same as an individual.
