Minutes of a special meeting of the Pulaski Town Council,
held June 24, 1980 at 7:00 P, M, in the Council Chambers in the Municipal
Building.
There were present: Mayor Raymond F. Ratcliffe, presiding.
Councilmen: Andrew L, Graham, Jr ., C. E, Boyd, Jr.,
Blair B. Brockmeyer, William A. House,
Arthur L. Meadows, Robert M, Wallace,
John A, Johnston, James M. Neblett, Jr.

The invocation was given by Councilman Johnston.
Mayor Ratcliffe advised that as was stated in the minutes,
the purpose of this meeting was for final action by the Council on the
FINAL ACTION Budget for Fiscal Year 1980-81, and eventhough it was not advertised
ON BUDGET as such, Council would be glad to hear the public at this, time should
there be anyone who wished to speak on the budget for 1980-81.
NO ONE SPOKE No one from the public wished to speak.
Mayor Ratcliffe asked if there was any member of the
Council who wished to speak or make a statement at this time.
Councilman Boyd stated the Budget has a line item for the
New River Valley Airport of $4,000 and he understood a request had
REQUEST FOR been received for an additional amount of $1542,00. Mr. Boyd stated
AIRPORT COM he was opposed to putting additional dollars into this project because
INCREASE "we are not getting our share of return".
APPROVED Councilman Neblett advised, for the said of discussion, moved
that line item 122-899 N.R.V. Airport Commission of the 1980-81 Budget, be
amended by adding $1542.00 to the New River Valley Airport project. Motion
was seconded by Councilman Meadows.
There followed much discussion relative to the operation of the
airport and it was brought out that the local industries derive the
greatest service or benefit from the airport and contribute nothing
to its suppoert.
The motion carried on the following vote:

Pulaski County, since last September to correct the problem and after
FILTERS TO
BE PLACED having spent $1,190.00 on filters for their receivers, it was agreed that

TRANSMITTER filtering equipment would have to be installed on the County's transmitter.
This equipment has been ordered and should be received shortly and it was
hoped this would correct the interference problem.
Mr. Marshall advised that in January of 1976 Council passed a
Resolution naming the Town Manager, and in his absence the Mayor; and the
Town Treasurer, and in his absence the Clerk of Council as the two
authorized individuals to the signing of any documents for paying out of

TOWN MGR. money from Town funds. He further stated that subsequent to the Council

TO SIGN adopting this resolution, Council by another resolution created the position

DOCUMENTS of Assistant Town Manager with the authority granted him as the same as the
Town Manager when the Town Manager is either absent or unable to perform
his functions.
Mr. Marshall recommended that Council instruct its Attorney to
prepare an amended resolution setting out H. R. Coake as an additional
person to sign in the absence of the Town Manager.
Councilman Neblett so moved, seconded by Councilman Johnston,
and carried on the following vote:

Town Manager Marshall advised that complaints have been received
about yard sales which in some instances have gone beyond the intent of a

COMPLAINTS simple yard sale, and it now appears that there aare all day sales being

MANAGER hauled in for sale at various locations. Mr. Marshall recommended that
the matter be referred to the Town Attorney, Towb Manager and Ordinance
Committee with instructions to bring back some recommendations within six
weeks.
Motion was made by Councilman Boyd that the matter of Yard Sales
be referred, as recommended, to the Ordinance Committee, Town Manager and
Town Attorney. Motion was seconded by Councilman Johnston, and carried.
At 9:10 P. M. there being no further business to come before
the Council, on motion of Councilman House, seconded by Councilman Boyd,
and carried, Council adjourned.

Councilman House stated Council had been discussing some
line items in the 1980-81 Budget and the few item changes are less
than $5,000 total. We are talking about passing a balanced budget
and some work needs to be done on the sewer situation because of the
additional costs involved. Councilman House advised that although
we have approved the budget, capital outlays have always been approved
by the Finance Committee, and he had very strong feelings that this is

the best way to handle capital outlays.
1980-81
Councilman House moved the adoption of the budget for the
budget fiscal year 1980-81, as amended in this meeting tonight, together
with appropriations therefor, and that major capital outlays be
approved by the Finance Committee before such expenditures are made.
Motion was seconded by Councilman Neblett, and carried on the follow-

Mayor Ratcliffe inquired if there were other Oomments from
the Council.
Councilman Wallace advised that the Pulaski County Life Saving
Crew had been eliminated from the 1980-81 Budget and it was his under-
standing that they also take care of Pulaski patients. He also advised
that the New River Valley Life Saving Crew has cardiac equipment, but its
personnel were not qualified to use this equipment, and it was his feeling
that the Pulaski County Life Saving should be included in the Budget.
Councilman Wallace moved that line item 122-799 - Lif e
MOTION Sawing Crews, in the amount of $5,000, be amended to include Pulaski

TO LIFE County Life Saving Crew the sum of $5,000, making a total of $10,000 for

SQUAD Life Saving Crews. lotion was seconded by Councilman Brockmeyer.
DEFEATED
It was brought out in the discussion that the two Lif e
Saving Crews were answering calls from both County and Town citizens and
causing confusion, and the Highway Saf ety Commission worked out a division
of the area of County and Town, and therefore the Town no longer had any
responsibility to the Pulaski County Life Saving Crew.

which he must attend, and turned the meeting over to Vice MayorGraham.

Councilman House moved the adoption of the Ordinance setting
the Real Estate Tax Rate at 23G per $100 value and Personal Property

AN"ORDINANCE TO FIX THE TAX RATE ON REAL AND
PFIRSONAL PROPERTY SUBJECT TO TAXATION WITHIN AND
BY THE TOWN OF PULASKI, VIRGINIA, FOR THE TAXABLE
YEAR BEGINNING JANUARY 1, 1980, AND ENDING DECEMBER
31, 1980, AND THEREAFTER UNTIL OTHERWISE CHANGED BY
APPROPRIATE ACTION OF COUNCIL

BE IT ORDAINED by the Council of the Town of Pulaski, Virginia,
meeting in special session on the 24th day of June, 1980, that the
Tax Rate for Real and Personal Property subject to taxation, within
and by the Town, be, and it is hereby fixed as follows:
(1) The tax rate for the taxable year beginning January 1,
TAX 1980, and ending on December 31, 1980, and thereafter until other-
ORDINANCE wise changed by appropriate action of the Council, shall be as
follows:
(a) Upon all real property subject to a local tax levy, within
and by said Town of Pulaski, Virginia, shall be at the rate of Twenty-three
Cents ($0.23) for each One Hurrlred ($100.00) Dollars or fractional part
thereof, of the appraised value of taxable property.
(b) Upon personal property and all other property subject to a
local tax levy, within and by said Town of Pulaski, Virginia, and upon
all other property where there are no special tax levies on a specific
category of property, shall be at the rate of Two Dollars and Fifty Cents
($2.50) for each One Hundred Dollars ($100.00) of assessed value of the
taxable property.
(2) That all the tax raised by the taxes herein imposed shall
become a part of the General Fund of the Town of Pulaski, Virginia, and
be used for governmental expenditures and obligations and for such
other lawful purposes of the Town as authorized and directed by appro-
priate action of the Council of said Town.
This ordinance shall become effective upon adoption.
