Minutes of the regular meeting of the Pulaski Town Council held
October 17, 1978 at 7:00 P. M, in the Council Chambers in the Municipal
Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: James M. Neblett, Jr., John A. Johnston,
William A. House, Robert M. Wallace,
Andrew L. Graham, Jr., Blair B. Brockmeyer,
C. E. Boyd, Jr., Arthur L. Meadows

The invocation was given by Councilman Graham.
The minutes of October 3, 1978 were approved as recorded.

Mayor Ratcliff called for Committee reports.
Councilman Graham stated that Town Manager Marshall had
met with officials of the State Water Control Board that day and

Attorney arrived.
Councilman Brockmeyer advised a petition had been received
from residents on Fayette Street, Howard Street and Case Knife Road

tion that a letter be written.
In a recreation matter, Councilman Boyd stated he felt
that since the days are getting shorter - day light time - that the

It was the consensus of Council that lights at these courts be dis-
continued October 29, 1978 and that some notice of the discontinuance

Councilman Wallace reported that a request had been received
from residents of Overton Drive for curb and gutter for that street.

he had looked at

Street, and inasmuch as one resident had asked that he be contacted be-

for Apple Tree Street, and Councilman House stated this appeared to be a
parking situation and the Town does not provide parking on the streets.
Councilman Johnston advised the Land & Buildings Committee

being received relative to this and it was hoped a peport could be made
to Council at its first meeting in November.
Councilman House had no report.-

& Sanitation Committee, inasmuch as they were awaiting the completion

It was suggested by Councilman Boyd that when Council con-
sidered the appointment of persons to the various Council Committees,

Councilman Meadows had no report.
Councilman Meadows stated that back in the summer the Ordinance
Committee presented an Ordinance concerning a variance for the expansion
of Tom's Drive-In as well as other exceptions to the ordinan ce. Mr.
Meadows advised that inasmuch as these people are asking for some action
on their request, he felt Council should bring the matter up todate.

Town Manager Marshall read the Ordinance, as it had been
presented in the prior meeting, and Councilman Meadows moved that
it be ref erred to the Planning Commission for the necessary action
of a public hearing. Motion .was seconded by Councilman Brockmeyer,
and carried.
Councilman Neblett had no report.
Councilman Graham reported that the Town Manager and staff
had met with some of the staff of the State Water Control Board
EXECUTIVE earlier that day concerning the Sewage Treatment Plant expansion,

LEGAL MATTER and it was ,suggested that Council discuss certain legal matters con-
cerning this project. Councilman Graham moved that Council go into
executive session to discuss a legal matter, in accordance with the
laws of the State of Virginia. Motion was seconded by Councilman
Brockmeyer, and carried.
At 7:40 P. M. Council went into executive session.

Councilman Graham moved that Council authorize the Town
Manager to write a letter to.the State Water Control Bc~d asking r

Councilman Graham moved that Council authorize the Town

Councilman Graham moved that Council hold a Special
Council meeting on October 24, 1978 at 4:00 P. M, for the purpose of

COUNCIL considering inf ormation received from the Consulting Engineers

Wiley & Wilson concerning the Facility Plan. Motion was seconded by
Councilman Wallace, and carried.

Mayor Ratcliff advised that the Council had held a two-hour
session with Town Manager Marshall on Monday, discussing many of the facets
and functions of the job of the Town Manager and as a result of this

CUSSED and Town Council has an understanding with one another, and we hope that

MARSHALL this is going to provide healthy relations for the Town, the Council and

f Councilman Wallace attempted to make a motion, and then Councilman
Neblett moved that "we extend the Town Manager's contract to July 1, 1980".
Motion was seconded by Councilman Wallace.
Following this motion Councilman Wallace stated he favored the
extension to be retroactive to July 1, 1978; and a vote of confidence
EXTEND.., was given to Town Manager Marshall. The recorded vote was as follows:

Mayor Ratcliff stated the vote is not a total vote of confidence
~ in light of past perf ormances, but he thought it was a vote of faith that
we can build an organization for the Town citizens.
Town Manager Marshall stated he was certainly moved by the
vote of the Town Council and most appreciative of same; that his
responsibility is to the Council and assured them that he would continue
to do the very best job he could for the people of this Town and this
Council, that his abilities allowed him to do.
Town Manager Marshall advised Council was aware of the $100,000

Town Manager Marshall advised that pursuant to the action of
Council at its last meeting in approving of the water purchase contract
between Pulaski County Service Authority and the Town of Pulaski for
water service to the Newbern Heights area, the Public Works department

the possibility of purchasing a double check valve assembly to
be installed in the line. Mr. Marshall also reported letters had
been mailed to all customers on the line to be served by the new
arrangement advising them that the pressure may increase to the
point where it might be advantageous for them to purchase and have
installed pressure reducing valves. Mr. Marshall stated the letter..
to these customers indicated that the change over would be made
Monday, October 30, 1978. It being felt this would give them
ample time to make their arrangements for installing pressure valves.
Town Manager Marshall staged that with regard to the
complaints from residents on Dora Highway concerning the Jim Dandy
Body Shop, copies of his memorandum to the Chief of Police and copy

Councilman House moved the trailer application be advertised
for public hearing on the first regular meeting in November. Motion
was seconded by Councilman Brockmeyer, and carried .°
At 8:45 P. M. Councilman Neblett moved that Council go into

At 10:06 P. M. Council returned to regular session and Mayor
REGULAR Ratcliff declared Council to again be in regular-session.

Mr. Leo Ginsbury from Macgill Village inquired about the
MACGILL VIL. streets in Macgill Village. Council stated that they would try and

get an answer from the Attorney as soon as possible.
