There Caere present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Arthur L, Meadows, Robert M. Wallace, Andrew L. Graham, Jx., Blair B. Brockmeyer, John A. Johnston, C.E. Boyd, Jr., William A. House Absent: Councilman James M. Neblett, Jr. Also present: Gladys R. Dalton, Clerk H. R. Cooke, Town Engineer Garnett S. Moore, Town Attorney Roger A. Williams, Town Treasurer Visitors: Jane Graham, WPUV Radio Station Dave Vascek, The Southwest Times Gary Hancock, Attorney and Client, Junior Martin Albert Quesenberry Annie Lou Chandler ~~ The invocation was given by Councilman Graham. The minutes of December 19, 1978 were approved as recorded. Mayor Ratcliff advised this was the time and place for Council to hold its public hearing on the application of Walter H. Foster PUBLIC HEARING to place a mobile home on Hickory Avenue. As there was no one RE: WALTER H. FOSTER FOR present to oppose or voice their approval of this application, Mayor HOUSE TRAILER Ratcliff called on Town Engineer Coake fora report. Mr. Coake advised that it was Mr. Foster's plan to place a mobile home on Lot 5, Section 4, on Hickory Avenue] that this lot contained only 6,050 square feet which was below the minimum of TRAILER APPLICA-10,000 square feet required for a mobile home, but that the lot TION DENIED was subdivided in 1929, prior to the adoption of the town's zoning ordinance which requires the minimum of 10,000 square feet. Also it was noted Mr. Fcbter owns Lots 1 and 4 in the same section.:; Mr. Coake stated his investigation also indicated that town water and sewer is available and the lot is in an R-2 Residential Zone. Mr. Coake further stated that property owners in the vicinity location of the proposed trailer/were contacted and there were four property owners who ovjected to the placing of this mobile home at this location, stating that it would devalue property in that vicinity, and their property in particular. 639 January 2, 1979 Councilman Brockmeyer moved that the application of Walter H. FOSTER TRAILER Foster to place a mobile home on Hickory Avenue be denied on the APPLICATION DENIED basis of the objections that it would devalue property owners property, also there was a new home going up near this site. Motion was seconded by Councilman Boyd, and carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B. Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Wallace - Aye Arthur L. Meadows - Aye John A. Johnston - Aye James M. Neblett, Jr. - Absent Attorney Gary Hancock appeared bef ore Council, representing Junior Martin,. in a proposal now pending bef ore Council for the extension of Appletree Street to relieve the congestion and parking situation on Elizabeth Street. Mr. Hancock explained that Mr. Martin was willing to construct a cul-de-sac back of his property on Elizabeth Street, which he felt would be of benefit to property owners on Elizabeth Street. COUNCIL Mr. Hancock asked that Council give this request for opening of Appletree Street HEARS their prompt attention. Councilman Graham had no report. Councilman Brockmeyer reported the Recreation Committee had not heard anything from Marion, Virginia as to whether they would have a pro-baseball club this season. Councilman Wallace stated he had no report. Mr. Wallace inquired if the target date for the completion of the extension of sewer lines under the $50,000 Grant would be met.- January 2, 1979 63~Q Councilman Johnston had no report. Councilman House advised there were some appropriations necessary regarding Revenue Sharing Funds, and called on Council- man Meadows to present them to Council. Councilman Meadows moved the approval of the expenditures REV. SHARING of the following accounts which have previously been approved: APPROPRIATION - ~~4032 - Street Blacktop $15,000.00; and ~~4061 Trucks-Public Works $1,500 STREET BLACKTOP & PUB.WKS TRUCK Total $16,500.00. Motion was seconded by Councilman House, and carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B. Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Wallace - Aye Arthur L. Meadows - Aye John A. Johnston - Aye James M. Neblett, Jr.- Absent Councilman Meadows moved that the Town Treasurer be authorized to reimburse the General Fund for actual expenditures previously appropriated from Revenue Sharing Funds in the following amounts GEN. SHARING ref unded for an over reimbursement to the following account and REFUNDED FOR REIMBURSEMENT amount: ~~4075 Salt Storage House - $1,538.98. Neblett,Jr. - Absent Mayor Ratcliff reported the guard rail had been completed on Mt. GUARDRAIL COMPLETED Olivet Road and letters of appreciation had been received from residents ON ALTdONA STREET in that area. Town Attorney had no report.
