There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: James M. Neblett, Jr., C. E. Boyd,,Jr., William A. House, John A. Johnston, Robert M. Wallace, Blair B. Brookmeyer, Andrew 'L. Graham, Jr., Arthur L. Meadows Also present: J. E. Marshall, Town Manager Gladys R. Dalton, Clerk Garnett S. Moore, Town Attorney The invocation was given by Councilman House. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of .said Council at 5:00 P. M. on the 30th day of March, 1979, for the purpose of adopting an ordinance to amend Schedule C under Section 13.1-23 of Article 3 and 4 of Chapter 13 of the Pulaski Town Code, and to re-enact Schedule C as Schedule C-1, as amended, pertaining to mechanical containerized garbage collection fees, and any other business that may legally come before the. March 30, 1979 g?j~~~: Town Manager Marshall stated that at Council's meeting of 1 March 6, 1979 an 'Ordinance establishing dumpster collection fees and garbage rate changes to become effective April 1, 1979, was put on first reading. Mr. Marshall read the entire Ordinance to Council, and Councilman House moved the adoption of the Ordinance. Neblett, Jr.- Aye ADOPTION OF AN ORDINANCE TO AMEND SCHEDULE C UNDER SECTION ORDINANCE 13.1-23 OF ARTICLE III AND ARTICLE IV DF' CHAPTER 13 OF THE PULASKI TOWN CODE, AND TO RE-ENACT ESTABLISHING SCHEDULE C AS SCHEDULE C.1, AS AMENDED DUMPST$R BE IT ORDAINED by the Council of the Town of Pulaski; Virginia, meeting inS'pec.l Session on this 30th day of March, 1979, that: FEES Sec. 13.1-23 - Schedules. Schedule C.l - Mechanical Containerized Collection. The Director of Public Works shall cause to be placed mechanical containers upon the premises of those persons within the Town desiring to have such containers for the purpose of dis- posing of garbage, waste, rubbish, etc., from their premises. The containers shall be placed upon said premises in such a manner as not to impede or block traffic along adjacent public ways or upon the avenues of ingress and egress to said premises. Persons in charge of the premises shall see that all garbage, rubbish, etc.; is placed within said containers and not allow any accumulation of waste in and around them, nor shall they overload the containers. Containers used under the provisions of this Chapter shall not be less than 8 yards capacity except as may otherwise be directed by proper resolution of the Council of the Town of Pulaski. Cost of Service: The Town shall charge $6.00 for each pickup made from each container on the premises and the number of pickups for the various premises shall be established on a regular schedule on a weekly basis. The Director of Public Works shall establish said schedules with the persons in charge of the premises on which the containers are located, and shall from time to time increase or decrease the number of pickups in order to assure proper disposal from said premises. Special pickups or pickups over and above the number on the schedule established for said premises will be made by the Town at a cost of $12.00 per pickup, per container. In addition to the fees provided above, a $10.00 monthly charge shall be added to the utility bill on each container furnished, for maintenance and replacement costs thereof. This ordinance shall become effective upon the 1st day of April, 1979. 6 4 ~ ~ March 30, 1979 Mayor Ratcliff inquired if there was further business to come before the Council.
