HomeMy WebLinkAbout06-19-79 Minutes of the regular meeting of the Pulaski Town Council held June 19, 1979 at 7:00 P. M, in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Andrew L. Graham, Jr., Blair B. Brockmeyer, Robert M. Wallace, John A. Johnston, William A. House, C. E. Boyd, Jr., Arthur L. Meadows, James M. Neblett, Jr. Also present: H. R. Coake, Assistant Town Manager Gladys R..Dalton, Clerk Garnett S. Moore, Town Attorney Roger A. Williams, Finance Director Visitors: Dave Vascek, Southwest Times Chas. Hite, Roanoke Times & World News Approximately 40 citizens The invocat on was given by Councilman Boyd. The minutes of the regular meeting of June 5, 1979 were approved as recorded. Mayor Ratcliff welcomed the large attendance of visitors, and aavised that Council would hear anyone who wished to speak on the PUBLIC proposed budget. for the fiscal year 1979-80, as this was the time and HEARING place of a public hearing on the budget as advertised in the local ON BUDGET newspaper. FOR 1979-80 There were no comments from the public, nor from any member of the Countil. At this time Mrs. Virginia Kelly presented to Council a request from the Pulaski County Library for a grant or donation of $2,000.00 to be used to improve the ref erence collection of the library. Mrs. Kelly advised LIBRARY REQ. that as a concerned citizen she was concerned in seeing that the Library FOR $2,000 DONATION is upgraded, and although Council had been helpful in providing funds TO BE CONSIDER- ED IN NEW in the past, the Library is in dire need of these reference books, especially BUDGET in the science areas for students in the area. Council was receptive to the request of the Library and Councilman Johnston stated he was in favor of an increase in the budget appropriation ~4 of $5600.00, or any special appropriation over and above the General Fund appropriation in the budget., Councilman House moved this request be: put on Council's agenda for discussion after July 1, 1979. Mitchell of the Pulaski County Humane Society also approached Council for a $500.00 contribution to help defray the cost PUL.CO. HUMANE SOC. REQ. FOR of boarding and medical treatment for stray animals. Mayor Ratcliff $500.00 TO BE CONSIDERED advised that Council would take this request under consideration. Councilman House advised that at Council's meeting on May 15, 1979 he moved that Council hold a public hearing on the proposed 1979-80 budget on Tuesday, June 26, 1979 at 7:00 P. M. Motion was JUNE 26,1979 seconded and carried by unanimous vote. Councilman House moved that SET FOR BUDGET APPROVAL this motion be rescinded and that Council hold a special meeting on June 28, 1979 at 7:00 P..M. for the purpose of adoption of the budget for 1979-80. Motion was seconded by Councilman Boyd, and carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B. Brockmeyer - Aye C. E..;Boyd, Jr. - Aye Robert M. Wallace - Aye Arthur L. Meadows - Aye John A. Johnston - Aye James M. Neblett, Jr. - Aye Mayor Ratcliff advised that at a prior meeting of Council a petition had been received from H. T. Bowling and wife for rezoning from R-1 to Business-2 a tract of land owned by them at the intersection of Route 11 and Memorial Drive. He stated further that the petition had been referred to the Town Planning Commission for their consider- ation and the holding of a public hearing on the request. Mayor P~LIC Ratcliff stated the Commission held its public hearing and has now HEARING ON BOWLING RE- recommended to Council that the request be denied and the land in ZONING REQUEST question remain Zoned R-l. Mayor Ratcliff advised that the Town Council has advertised their public hearing on the H. T. Bowling and wife rezoning request to be held at this time, and Council would be glad to hear anyone either for or against the petition for rezoning only at this time. Eugene Nuckols, Attorney for H. T. Bowling and wife, restated their desire that this tract of land containing 4.90 acres be rezoned, and Philip M. Sadler, Attorney for a Georgia concern, advised Council that his Client has an option on the land for the purpose of constructing a small shopping center thereon. ..t:M:Y~..~6 4 4 3 June 19, 1979 There was considerable objection to the rezoning of this tract of land voiced by those present to the effect it would be detrimental to the character of the surrounding area and might promote the development of other commercial business in the area. Upon the request of Mayor Ratcliff to Council as to their pleasure H.T.BOWLING in the matter, Councilman Boyd moved that the petition of H. T. Bowling REQ. FOR REZONING and wife for the rezoning of a tract of land containing 4.90 acres at DENIED Memorial Drive and Route 11, be denied. Motion was seconded by Council- man Johnston, and carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B..Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Wallace - Aye Artnur L. Meadows - Aye John A. Johnston - Aye James M.Neblett, Jr. - Aye RECESS At 8:10 P. M. Mayor Ratcliff declared a five minute recess. Council heard a complaint from Walter Minter and other residents of Overton Drive relative to the construction of curb and gutter on OVERTON that street. DR. RESIDENTS HEARD _ Councilman Graham moved that the Street Committee and Town Administration COUNCILjREQ. PLAN FOR bring in a plan for the correction of the situation described on 'Overton PROBLEM Drive. Motion was seconded by Councilman Brockmeyer, and carried. Councilman Graham had no report. Councilman Brockmeyer repo ted the Recreation Committee had met and SUMMER determined the summer recreation program is moving along very well; that RECREATION PROGRAM the activities at the Senior Center are increasing all the time and there appears to be more residents of the Town taking advantage of this program than in the County. Councilman Brockmeyer asked Assistant Town Manager Coake to check with Town Manager and the Chief of Police relative to the nine soft drink BREAKIN'OF SOFT Dot NL machines located on Main Street, a well lighted street, that were broken MACHINE TO BE INV~ TI-into last weekend and approximately $250.00 stolen from them. GATED i Councilman Johnston had no report. Councilman House had no report. Councilman Boyd reported the Pollution ~ Sanitation and Ordinance LANDFIT~ Committees met jointly relative to a User Charge fee for use at the USER C RGE PROPOSE landfill by commercial and industrial users. Town Attorney Moore ORDINA~1 E TO BE ~ NISHED COUNCI ~,I ,, ,:~~~h~ June 19, 1979 presented a proposed ordinance relative to the User Charge, and asked that copies be made available to the Mayor and Members of the Council. Councilman Meadows had no report - stating a draft of the ordi- nance as discussed at the joint meeting will be presented to the Council, as requested by Mr. Moore. Councilman Neblett had no report. Councilman Neblett advised that there are many terms of office TERMS OF OFFICEthat have expired for members of the various Committees and Commissions OF VAR. COMM. NEED REAPPOINT-of Council, and asked the Council to look at this and bring in names MENT of persons to be named to the various committees. Mayor Ratcliff asked for an executive session for a personnel as well as a legal matter. EXECUTIVE SESSION Councilman House moved that Council go into executive session on a personnel and Legal matter. Motion was seconded by Councilman Graham, and carried. Assistnat Town Manager Coake presented a Resolution concerning the availability of 100% funding of salaries and related administra- tive costs for special projects under Public Service Employment Projects, and and the desire of the Town to make application for CETA Funds. ADOPTION OF Councilman House moved tha adoption of the Resolution for RESOLUTION FOR CETA FUNDSCETA Funds. Motion was seconded by Councilman Neblett, and carried on the following vote: Andrew L. Neblett, Jr.- Aye WHEREAS, the Comprehensive Employment and Training Act Division of the Virginia Employment Commission has funds available for 100% funding of salaries and related administrative costs for Special Projects under Public Service Employment Projects, and i1FiEREAS, the Town Council of the Town of Pulaski is desirous of filing an application for funds for a project consisting of Fire Hydrant, Maintenance and Maintenance of the Feak Creek Channel as a Public Service Employment Project, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF PULASKI, meeting in its regular meeting on this 19th day of JLtne, 1979, that the Town Manager, or his authorized representative, is here- by authorised to file an application for said funds. 6445 June 19, 1979 At 8:50 P.M.
