HomeMy WebLinkAbout07-03-7964~ Minutes of the regular meeting of the Pulaski Town Council held July 3, 1979 at 4:00 P. M, in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: C. E. Boyd, Jr., John A. Johnston, James M. Neblett, Jr., Robert M. Wallace, Andrew L. Graham, Jr., William A. House, Arthur L. Meadows, Blair B.;Brockmeyer Also present: J. E. Marshall, Town Manager Gladys R. Dalton, Clerk H. R. Coake, Assistant Town Manager R. A. Williams,-Finance Director The invocation was giben by Councilman Boyd. The minutes of the regular meeting of June 19, 1979 and special meeting of June 28, 1979 were approved as recorded. Mayor Ratcliff welcomed the visitors. Mrs. Cox was present representing the Merchants Council, and Viki Futrell gave a brief report on her recent attendance of a Chamber seminar. Councilman Graham reported that persons who have Cable TV in CABLE TV their homes or places of business can now receive Channel 9 as was CHANNEL 9 promised by Dublin Associates. CONIl~IITTEE Mayor Ratcliff called for Committee repo" ts. REPORTS Councilman Graham reported the Utilities Committee met and there were several items discussed by the Committee. Mr. Graham reported that sometime ago the Town had contacted Wiley & Wilson for the purpose of making a comprehensive Water Distribution System Study for the Town, and as yet no report has been received. Mr. Graham TOWN MGR. TO stated there are several projects which should be included in the NEGOTIATE WITH WILEY & study, and it was the recommendation of the Committee that the Town WILSON RE: WATER DISTRIB.Manager be authorized to negotiate with Wiley & Wilson concerning this SYSTEM REPORT & REPORT TO project for which the Town has received a 100% Grant. COUNCIL Councilman Graham moved that the Town Manager be authorized to negotiate with Wiley & Wilson on the cost and scope of work being done in their Study, and bring back to Council a report on same. Motion was seconded by Councilman Johnston, and carried. Town Manager Marshall reported that sometime ago the I&I (Infiltration/Inflow) Study was begun and the Town has now received TOWN MGR. the amount of $25,300 for reimbursement of funds paid to Wiley & GIVES FINANCIAL REPORT ON I&I STUDY BILLING 1 I&I STUDY BILLING July 3, 1979 ~ 1 ~ "~ 6~4~3. Wilson for work completed in Step I and the summpement studies; that this reimbursement is for EPA's portion of a small amount of work, ($2400.00) on the Infiltration/Inflow Study and TV inspection perf ormed by Wiley & Wilson, to Supplemental Study I where Wiley & Wilson and Van Note-Harvey jointly studied the alternative of regional facilities and this amount was $15,665. - $12,092.45 being for Phase I of Supplemental Studies No. 2, where Wiley & Wilson further conpared the alternatives of high level phosphorus removal and regional facilities, and there remains approximately $4,000 in the Grant for Phase II of Supplemental Study No. 2. Mr. Marshall advised, for Council's information, that the reimbursement which was recently received also included $4,300 requested in partial payment No. 2 which was omitted by EPA at thst time, but was approved and included with the Town's partial payment No. 3 request. Mr. Marshall stated bids on the Infiltration/Inflow Study were 1 I&I BIDS TO.BE OPENED 8/2 advertised in the July 1st paper, to be opened on August 2nd, and hope- fully within two weeks a recommendation could be made to the Council of the awarding of the contract. He further reported that "we are in excess of the 50y RCA Grant at this time and hope to have the approximate 40% Town funds and it will not be necessary to have a special appropriation from the Council. Councilman Graham moved that Town Manager bring the Ordinance copy up todate and furnish copies to Council. Motion was seconded by Councilman Neblett, and carried. Councilman Graham and Town Manager Marshall pointed out that in 1 MEETING N FLOOD ICI PROGRAM working on the I&I Remotral that "we will be working with a number of unknowns under ground and that the work may not be as successful as we all hope it will be. A lot of the pipe is old and may have to be re- placed rather than repaired: Councilman Brockmeyer had no report. Councilman Wallace had no report. Councilman Johnston advised that the Land and Buildings Committee hoped to meet sometime during the next two weeks to discuss the flood problem and it was hoped to get some action moving on that subject. ~~~'~ July 3, 1979 Councilman House advised that all members of Council had been furnished copy of a report from the Director of Finance relative to AUTHORIZED LIST OF uncollectable accounts which the Auditors have suggested be written UNCOLLECTABLE ACCOUNTS BE off, and it same are uncollectable, suggested they be written off. WRITTEN OFF Councilman House moved that authority be given to write off the list of accounts, as uncollectable, dated June 12, 1979 from the Finance Director. Motion was seconded by Councilman Brookmeyer, and carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B.;Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Wallace - Aye Arthur L. Meadows - Aye John A. Johnston - Aye James M. Neblett,Jr. - Aye Councilman Boyd recommended that a public hearing be held on PUB. HEARING the adoption of an ordinance dealing with all commercial and industrial TO BE HELD ON LANDFILL USER users of the sanitary landfill for disposal of garbage, etc., with a CHARGE- BIDS ON FRONT END schedule of fees per load, as follows: Pick-up trucks, 3/4 ton and under LOADER TO BE FURNISHED $2.00; Trailer and other vehicles with load limit not greater than COUNCIL 3/4 ton, $2.00; and other vehicles above 3/4 tons a fee of $5.00. Also, that Council be furnished copy of the bids on the front end loader to be used at the landfill, with a recommendation to Council at its July 17th meeting. Councilman Meadows asked that the Ordinance Committee meet on ORDINANCE COMM. TO MEET July 10, 1979 at 5:00 P. M. Councilman Neblett called attention to the canine demonstra- CANINE tion proposed in the Town Manager's administrative report, to be held DEMONSTRATION TO BE HELD at Calfee Park on Monday, July 9th at 6:00 P. M „ at which time the public is invited to view the demonstration. Councilman Neblett again solicited the help of members of vacancies on Council in filling the vacancies on the various Committees and various comms. & committees Commissions of Council. Councilman House suggested that these members be citizens of the Towb. Mayor Ratcliff stated the County has adopted a Dog Ordinance for the County of Pulaski, and suggested that the Ordinance Committee take ORD. COMM. TO CONSIDER COUNTY a look at the County ordinance with the idea that Council might consider DOG ORDINANCE adopting a companion ordinance in order there would be no conflict between the two« July 3, 1979 ~'.~~j~ Councilman House moved that the Ordinance Committee consider the ordinance adopted by the County for the control of dogs. Motion was seconded by Councilman Graham, and carried. Town Manager Marshall acknowledged having received from the Governor's office correspondence relative to the national gasoline GASOLINE SHORTAGE shortage, and advised it was planned to meet with the local operators to get some input from them. Town Manager Marshall called to Council's attention the matter ADM[t . REPORT RE: SIGNAL in his Administrative Report concerning the signal light installation at LIGHT & SOFT DRINK Bob White Boulevard and Memorial Drive. Also, a report from the Chief MACHINES of Police concerning the breakins at Drink Machines on Main Street. With regard to the rezoning petition of H. T. Bowling for a tract of land at the intersection of Memorial Drive and Route 11 in which the petitioner asked that "an exception should be granted pursuant to Section 12.1-3 of the Zoning Ordinance of the Town of Pulaski, Virginia SEEK ADVICE to permit the use of said property by G. G. Industries, Inc. under a lease from FR. Councilman Graham moved that the Town Manager contact PERMIT Town Attorney Moore and seek his advice as to the procedure the Council should follow on this matter. Motion was seconded by Councilman Brockmeyer, and carried. In addition to the report of Chief of Police regarding the condition HOW MANY of the taxicabs operating in the Town of Pulaski, Councilman House advised CABS IN OPERATION that he would like to know how many cabs are now in operation. As requested by Council, and from a report from the Recreation Director, Ned Bane, Town Manager Marshall advised that all of the life GATEWOOD ackets that the Town has in use ~ are in good to excellent condition and LIFE JAS ET IN GOOD CONDITI~ would pass any insp3ection by the Coast Guard or any other regulatory agency. Mr. Marshall stated persons renting boats at Gatewood are required to rent life jackets while they are on the lake and keep them in the Town boats . Town Manager Marshall reported the Sewer line Extension project SEWER L~ E funded by a Community Development Block Grant has been completed by H. T. EXT. PR Bowling, Inc. under the contract dated September 8, 1977. This project COMPLET~ consisted of the construction of 10,955 feet of 8 inch sewer line, 118 feet of 10 inch sewer line, 97 house connections consi6ting of 1,798 feet and 64 man- holes. Mr. Marshall advised an audit by the Department of Housing & Urban July 3, 1979 6~~6 Development is needed to complete this matter. Town Manager Marshall advised that an application had been received from Douglas Brooks to place a mobile home at the corner of Stuart Avenue and Elm Street, and suggested that the usual procedures PUB. HEARING be followed in applications of this kind and a public hearing held TO BE HELD ON DOUGLAS thereon. Councilman House moved the normal procedures be followed in the BROOKS APPLIC. TRAILER trailer application and that a public hearing be set for July 17, 1979, APPLICATION at 7:00 P_ M. Motion was seconded by Councilman Graham, and carried. At 5:45 F. M.
