Minutes of the regular meeting of the Pulaski Town Council held
July 19, 1977 at 7:00 P, M. in the Council Chambers in the Municipal
Building.
There were present: MayorRaymond F. Ratcliff, presiding.
Councilmen: C. William Hickam, Jr ., Blair B. Brockmeyer,

Absent: Councilman James M. Neblett

As there was no one to be heard from the p ublic, Mayor Ratcliff
HEAR
PUBLIC called for Committee reports of Council.
Councilman Hickam stated he would like to place the name of
Andrew L. Graham, Jr. to be appointed as Council's representative to
the New River Valley Planning District Commission, and so moved. The motion
was seconded by Councilman Clark, and carried on the following recorded vote:

PLANNING DIST. Councilman House was given a standing ovation by Council for

TOWN'S having represented the Town of Pulaski so ably on the New River Valley
REPRESENTATIVE
Planning District Commission. Mr. House stated a representative from
HOUSE GIVEN
STANDING Pulaski on the Planning Commission. is not really representing the Town
OVATION
but the Commission is concerned with all the aspects of the area, and it
was necessary to meld the town's concerns into the overall action of
the Commission. Mr. House also stated a representative has a real
opportunity in representing his area on the Commission.
Councilman Graham had no report.
Councilman Brockmeyer had no report, but stated the Pollution
POLLUTION & and Sanitation Committee would meet at 5:00 P, M, on July 26th to

COMM. TO MEET discuss a consolidated landfill site and also plans for treating leachate
at the State level.

Councilman Johnston had no report.
Councilman House stated the Finance Committee had considered
the expenditure and appoopriations made during the past year and it
was now necessary to reimburse the General Fund from Revenue Sharing
Funds to bring those appropriations up todate. Councilman House
moved that the Town Treasurer be authorized to reimburse the
General Fund for actual expenditures previously appropriated from

Revenue Sharing Funds in the following amounts and accounts:
APPROPRIATIONS ~~4001 - Recreation - Macgill Village $ 2,594.85
~~4002 - Recreation - Loving Field 534.85
& GENERAL FUNDS ~~4034 - Mowers 6,000.00
~~4046 - Alerting Device - Fire Dept. 142.47
REIMBURSEMENTS ~~4041 - Pumping Station Screen 2,345.10
~~4050 - Playground Equipment _3500.00
$ 15,117.27
The motion was seconded by Councilman Clark, and carried on the

Councilman House moved the approval of an expenditure of
$10,000.00 from the Equipment & Stores Capital Outlay Budget, Account
~~6059 - for the purchase of a Leaf Machine; also from Equipment &
Stores Cagital Outlay Budget, Account X6054, $2500.00 for the
purchase of Radios for Public Works vehicles, a total of $12,500.
The motion was seconded by Councilman Meadows, .and carried on the

Councilman House moved that approval of an expenditure in the sum of
$36,355.00 be appropriated from Revenue Sharing Funds to Revenue
Sharing Expenditure Account Numbers as follows: ~~4061 - Truck for
Filter Plant $6,300.00; ~~4069 - Two Dump Trucks $25,000.00;
~~4051 - Office Machine $949.00; ~~4014 - Accounting Equipment
$2,736.00 and ,~~4045 - Radios for Fire Department $1,470.00, Total
$36,355. The motion was seconded by Councilman Clark, and carried
on the following recorded vote:

Councilman House moved that the sum of $13,090.00 be appro-
priated from Equipment & Stores Surplus to Equipment & Stores Account
~~6072 for the purchase of twenty-two 422) Trash Containers. The
motion was seconded by Councilman Graham, and carried on the follow-
ing recorded vote:

Councilman House moved that the sum of $2,395.00 be appropriated
from Equipment & Stores Surplus to Equipment & Stores Account ~k6051,
for purchase of a truck for the Recreation Department. The motion
was seconded by Councilman Meadows, and carried on the following recorded
vote:

Councilman House also reported that the Town held a Garage Sale
at the Town Shops recently and cleared about $9,400,00 of ter expenses.
Some Councilmen inquired if this sale included property confiscated
by the Police Department and owners have not been located, and Town
Manager Marshall stated that it did not, but that they hoped to have a
TOWN SHOPS sale of the bicycles, etc. stored in the basement, sometime in

NET $9,400 September. He stated the garage sale was for old Police cars, old
and worn out trucks, and items of this nature around the Shops.
Councilman Clark had no report.
Councilman Meadows had no report.
Councilman House stated that he continues to hear about

SOLUTION TO vandalism at Loving Field, and wondered if Council should consider

PROBLEM AT the possibility of purchasing a mobile home and find someone to live

there "rent free" to protect the town's property. It was the
consensus of Council that this was a good suggestion.
Mayor Ratcliff stated the Town Council has had under consider-
ation the appointment of a citizens committee to work with the Saf ety
Committee in evaluating alleged discrepancies in the Town's Police
FLINT, DEWEY Department. Mayor Ratcliff appointed Billy B. Flint, S. A. Dewey,

CITIZENS stated that Councilman Neblett, Chairman of the Safety Committee,

POLICE DEPT would be scheduling a meeting shortly.

As reported to Council in his Administrative Report, Town
Manager Marshall discussed with Council the three things required by the
TOwN MGR. REPORT~tate Water Control Board to be done by Wiley & Wilson, Consulting
ON STATUS Engineers, regarding the amendment to the Step I Sewage Treatment
OF STEP I Plant Grant. Mr. Marshall advised this inf ormation is being
GRANT assembled by the Consulting Engineers and will be forwarded to the
State Water Control Board as soon as possible.
Town Manager Marshall advised bid advertisements have been

placed in the local newspaper as well as the Roanoke Times for the
construction of the sewer main under the Community Development Block
Grant for the Town, and it was hoped to be able to recommend to the
Council at their meeting on August 16th the low bidder or bidders,
with the project to be completed within twelve months. Mr. Marshall
stated that with the completion of this project sewer services will be
provided to close to one hundred percent of the population of the
Town. '
Town Manager Marshall brought to the attention of the Council
a recent Attorney General opinion indicating that the authority
for declaring an emergency at the local level, where such

AT LOCAL LEVEL Governor. Mr. Marshall stated Council may want to give some

TOWN COUNCIL thought to adopting a resolution authorizing the proper official
to make immediate contact with the Governor's Office in such an
emergency. This was discussed briefly, and Mayor Ratcliff stated
the intent is for the area, and should such an emergency arise,
Council could meet and take proper action.
Town Manager Marshall reported the water pressure project

PROBLEM in North Pulaski is complete, and it has been determined there is

AVE. COMPLETE an average of 52 pounds per square inch of pressure throughout
the area where the improvements were made.
Also Town Manager Marshall advised the water main project
TWIN OAKS construction for Twin Oaks area is again back on schedule and the

Town Manager Marshall reported that the situation with
regard to the connection for the individual residences outside
