Minutes of a special meeting of the Pulaski Town Council, held
September 8, 1977 at 12:00 Noon in the Council Chambers in the Municipal
Building.
There were present; Mayor Raymond F. Ratcliff, presiding.
Councilmen: Blair B. Brookmeyer, William A. House,
James M. Neblett, John A. Johnston,
Bob J. Clark, Andrew L. Graham, Jr.
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Steve Austin, The Southwest Times
Jane Graham, WPW Radio Station
The invocation was given by Councilman Johnston.
WAIVER OF NOTICE WAIVER OF NOTICE OF SPECIAL MEETING
OF SPECIAL
We, the undersigned duly elected members of the Council of
MEETING
the Town of Pulaski, Virginia, hereby waive notice of a Special
Meeting of the Council, at 12:00 Noon on the 8th day of September,
1977, called by Mayor Raymond F. Ratcliff, in the Municipal Offices in
the Town of Pulaski, Virginia, for the purpose of adopting a Resolution
directing the execution of a contract with the low bidder, H. T.
Bowling, for the construction of sewer lines, and any other items
that may legally be brought bef ore the Council.
WITNESS, our signatures this 8th day of September, 1977.

Mayor Ratcliff advised that the purpose of the special
meeting was the adoption of a Resolution directing the execution
of a contract with the low bidder, H. T. Bowling, for the con-
struction of sewer lines, and any other items that may legally be
brought before the Council.
Town Attorney Moore presented and read to Council a
Resolution directing that a contract between the Town of Pulaski
and ~. T. Bowling, Inc., be executed by the Mayor and attested by
the Clerk. On motion of Councilman Clark, seconded by Councilman
Graham, and carried on the following recorded 'vote, the following
Resolution was adopted:

RESOLUTION
EXECUTED WITH WHEREAS, the Town Manager has this. day presented to the
Council a contract between Town of Pulaski, Virginia, and H. T.
H. T. BOWLING Bowling, Inc., contractor, of Pulaski County, Virginia, who, under
the terms of which will supply all necessary material, labor and
all other services necessary to complete the sewer line expansion
project under the Community Development Block Grant to Pulaski,
Virginia, from the Department of Housing and Urban Development;
NOW, THEREFORE, BE IT RESOLVED by the Council of the
Town of Pulaski, Virginia, meeting in Special Session on this 8th
day of September, 1977, that:

its present form and between the Town of Pulaski and H. T. Bowling
Inc., Route ~~2, Box 281, Radford, Virginia, for the expansion of the
sewer line under the Community Development Block Grant to the Town,
which contract provides for the contractor to supply all necessary
materials, labor and other services to the end that the sewer line
expansion project shall be completed under the terms therein set
out, including all necessary requirements of the Federal Government
for said project, be, and the same is hereby approved.
BE IT FURTHER RESOLVED that Raymond F. Ratcliff, Mayor,
shall execute this contract on the part of the Town and Gladys R.
Dalton, as Clerk shall attest same.
That said contract shall be presented immediately to the
contractor for the proper execution by H. T. Bowling, Inc.

Mayor Ratcliff inquired if there was further business to
come bef ore the Council, and there being none, at 12:10 P. M.
ADJOURNMENT Councilman Neblett moved that Council adjourn. The motion was
seconded by Councilman House, and carried.
