There were present: Vice-Mayor Andrew L. Graham, presiding. Councilmen: James M. Neblett, Jr., William A. House, John A. Johnston, Bob J. Clark, Blair B.;Brockmeyer,.C. William Hickam, Jr., Andrew L. Graham, Jr. Absent: Mayor Raymond F. Ratcliff Arthur L. Meadows Also present: J. E. Marshall, Town Manager Garnett,S. Moore,,Town Attorney Roger A. Williams, Town Treasurer Becky Plott, Acting Clerk of Council Also present: Chuck Hite - Roanoke Times Jane Graham - WPW Radio Station J. R. Schrader, Southwest Times Ben Tate S. A. Dewey Bill Carlson Mr. Carl Webb Vice-Mayor Graham called the meeting to order and the invocation was given by Councilman Brockmeyer. The minutes of the regular meeting of November 15, 1977 were approved as recorded. Vice-Mayor Graham noted this was the time and place, as had WEBB TRAILER APPLICATION been advertised in the local paper, to hold the public hearing HEARING to consider the trailer application from Ada Webb to place a trailer on Garner Avenue which will house Mrs. Suzie Brown, Mrs. Webb's mother, and that~-~Gouncil would hear anyone who eishes to speak either for or .against the application. Bill Carlson, representing the Area Agency on Aging, asked that Council grant the request as it would upgrade Mrs. Brown's living conditions. Mr. Carl Webb asked that Council grant the application. At this point Vice-Mayor Graham asked that Becky Plott be appointed Acting Clerk of Council in the absence of Mrs. Gladys B . PL"OTT APPOINTED Dalton. So moved by Councilman House and seconded by Councilman ACTING CLERK Brockmeyer, and carried. Vice-Mayor Graham asked if there were any further comments re- 1 garding the trailer application. 615 December 6, 1977 - Town Manager Marshall recommended the approval of the application, subject to the following conditions being met: 1. The setback and sideline_requirements of the Zoning prdinance must be met. 2. That the existing dwelling must be removed within there (3) months from the placing of the mobile home, and the utilities be properly placed. 3. In the event Mrs. Brown is no longer the owner or occupant of the trailer, the permit would become void and a new one WEBB TRAILER must be applied for. APPLICATION He stated that all of these requirements would be placed in a letter to Mrs. Brown. APPROVED Councilman Brockmeyer moved the mobile home application be approved as recommended by the Town Manager. Seconded by Councilman Clark. Vide= Mayor Graham called for discussion. Councilman House asked Mr. Webb if he understood the stipulation as outlined by the Town Manager. Mr. Webb advised Council he understood. Vice-Mayor Graham then called for a vote: C. Neblett, Jr.-aye The next item of business was to hear the public and as there was no one in attendance, Vice-Mayor Graham then called for reports from Council Committees. Councilman Neblett, Chairman of the Public Safety Committee, advised Council after many hours of interviewing members of the Police Department, Town Administration, and Citizens, the Committee was ready to make recommendations to Council regarding their work as it relates to the Police Department. REPORT OF The recommendations are as follows: CITIZENS 1. The Council must take the pay scale under considerationq The COMMITTEE ON Committee recommends pay for time spent in court when the POLICE DEPT. officer is not on duty. They recommend one-half flay pay for time spent in court up to lunch and a full day pay for time spent in court of ter lunch. 2. Upgrade the vacation time. The Committee recommends that two weeks vacation be granted for service up to 10 years and three weeks after 10 years of service. They further recommend that at no time should a person be allowed more than two weeks at one time. 3. The Committee recommends that one personal Leave day be granted per year and this must be applied for one week in advance. 6146 December 6, 1977 4. Steps should be taken to see that we have full shift coverage at all times. 5. Steps should be taken to see that our grievance-procedure RECOMMENDATIONS is working properly and that Step IV of the Town Grievance Procedure should be amended to provide a method to follow should no action be taken. OF POLICE 6. The Committee recommends that regular meetings .be held between the Police Chief, Captain, and Lieutenant along CITIZENS COMMITTEE with the Town Manager and the Mayor. Shift change should be considered, and that the rules and regulations within the Police Department be administered impartially to all members of the Department. Councilman Neblett moved that Council accept these ACCEPTED recommendation for study and bring back a report as soon as possible on any one or grpups of these points Seconded by Councilman Brockmeyer. Vice-Mayor Graham asked if there were any comments to be made at this time. Ben Tate, Committee member, stated he had enjoyed working on the Committee. S. A. Dewey, Committee member, complimented the Police Department on the work they are ~oing and the fine job the Police Chief was doing. On behalf of the Town, Vice-Mayor Graham thanked the members of the Citizens Committee for their time and eff orts put into this study. He further stated that the Committee had provided Council with input that will help the Town of Pulaski. Councilman Clark stated he felt the Citizens Committee did a very thorough job. ...Councilman Brockmeyer asked if it would be possible to set a AND date when Council could act on some of the recommendations. Councilman Neblett asked that in addition to the motion he had PLACED made, this matter be placed on the agenda for the upcoming Council ON AGENDA meeting in order that it be bef ore Council for discussion at each meeting. The motion so carried. FDR FT, Councilman Clark had no report but acknowledged that each Council DISCUSSION member had received the monthly report from the Parks & Recreation Department. Councilman House had no report. December 6, 1977 CEMETERY 61a~ Councilman Johnston noted that the Land, Building, Parks & Cemetery Committee has been meeting and is looking at some new policies that POLICIES will help to upgrade the cemetery policies and rules. Councilman Brockmeyer had no report. He did, however, wish to compliment John Powers and the members of the Planning Commission for JOHN POWERS the work they had done for the Town of Pulaski. Councilman Graham stated the Utilities Committee would be having a UTILITIES COMM. TD meeting in the near future in regards to the motion made at the last MEET meeting on the Infiltration/Inflow problem.: Councilman Hickam asked Mr. Moore to read the resolution from the Nominating Committee. Mr. Moore read the resolution requesting that Alan D. Groseclose be appointed to succeed himself for a term of five years, ending August 9, 1982 and that J. H. White be allowed to succeed himself for a term of five years ending April 13, 1982. Councilman House moved the resolution be addpted. B. Brillheart to Che Board of Zoning Appeals J.B.BRILLHEART be filed with the minutes of this meeting. APPT. Neblett, Jr.-aye Councilman Hickam advised Council that the Beautification Committee met today and he was pleased to see such an active committee with the various projects in action. Mr. Hackam also noted that he patrolled the streets along HICKAM GIVES VARIED ST. with the Town Manager during the last snow. He further noted COMMITTEE REPORT that he, along with the Town Manager, had met about the crossing at the hospital. After viewing the crossing for some time, they compiled several recommendations for the improvement of the dossing. Town Manager Marshall was to contact the Highway Department to see if these improvements would be allowed. Vice-Mayor Graham asked if there was any further Council Committee business. Councilman House asked about the work to be done on Medallion RE• PAVING Drive. Town Manager Marshall said all the inf ormation needed was ON MEDALLIAN DRIVE completed and the paving would be done as soon as the weather permitted. Councilman Brockmeyer advised that the residents of Garner CABLE TV FOR Avenue and Highland Terrace had been in contact with him regarding GARNER AVE. & HIGHLAND TERRACE the Cable TV Company. Town Manager Marshall stated he would check into this. Councilman Hickam asked that if a resident of the Town wanted Cable TV would the company be required to install it in the resident's home. Town Manager Marshall advised Council that there were certain stipulations in the Franchise that would allow the company to determine if it would be economically feasible for the installation. December 6, 1977 s1o9 Town Attorney Moore stated that the Ordinance on Cross Connection CROSS CONNECTION & BACKFI;OW and Backflow Prevention is ready in a final form and will be presented ORD. READY to Council at the next regular meeting. Town Attorney Moore also read an ordinance prepared regarding the sale of bicycles which are in the possession of the Police Depart- ment. He further stated the ordinance must be limited to bicycles as there is a separate ordinance needed on other items such as automobiles, firearmsm etc. Councilman House moved that the ordinance be adopted. Neblett, Jr.-aye AN ORDINANCE TO AUTHORIZE, UNDER THE PROVISIONS HEREIN SET OUT, THE SALE, DONATION OR RETURN TO FINDER, OF UNCLAIMED BICYCLES IN POSSESSION OF THE POLICE DEPARTMENT OF THE TOWN OF PULASKI, VIRGINIA 1 BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, meeting in Regular Session on this 6th day of December, 1977, that: (1) Any bicycle which has been in the possession of the Town of Pulaski Police Department, unclaimed, for more than thirty (30) days, may be sold at Public Auction, or may be donated to a charitable organization, except, however, a hicycle found and ORDINANCE delivered to the police by a private person which thereafter RE: SALE remains unclaimed for sixty days (60), after the final date of OF BICYCLES publication hereinafter required, may be returned to the finder. IN POLICE DEPARTMENT (2) The Town Manager, together with the Chief of Police, from time to time shall determine the number of bicycles which have been in possession of the Police Department, unclaimed for thirty days, and ma.y thereafter sell said bicycles at Public Auction after advertising the sale as herein provided, or donate a part or all of them to a charitable organization. (3) If the Town Manager determines to sell at Public Auction, the time, date and place of sale, together with a brief description of said bicycles shall first be advertised in a local newspaper of general circulation, at least one time with the last advertise- ment being not less than six (6) days prior to the date of sale. In addition to the legal advertisement, the Town Manager may direct that the sale be advertised in any other manner he deems appro- priate. (4) If a private person finds and delivers a bicycle to the Police, a legal advertisement shall be published once a week for two consecutive weeks in a local newspaper of general circulation within the Town, giving the location and description of said bicycle. If the bicycle remains unclaimed for sixty (60) days after the final date of publication as required above, the bicycle may be given to the finder, upon request and payment by the finder of the costs of publication. (5) In the event the finder does not request the bicycle which he found and delivered to the Police after sixty (6U) days from the last publication, the bicycle may be sold as provided above for other unclaimed bicycles. 611U t December 6, 1977 This ordinance shall become effective upon passage. Town Manager Marshall reported he had received a letter from the Vance Company thanking the Town for the offer bf+ allowing VANCE CO. DECIDES NOT TO them to rent the lot, owned by the Town, for storage. They have, however, RENT LOT ON FIRST ST. decided to construct facilities on their property. He further advised Council that the Public Works Department would clean the Town's lot as soon as possible. Town Manager Marshall advised the Council of the need to establish a local Sister City Committee. There will need to be a SISTER Citizen Committee to be appointed by the Council. He further CITY COMM. REFERRED TO suggested that the Committee be composed of 10 citizens for NOMINATING COMMITTEE 4 years with both men and women serving on the Committee. He further suggested that Council appoint one member td the Virginia Sister Cities international Board of Directors. Councilman Clark moved that both these matters be referred to the Nominating Committee. Seconned by Councilman House. Councilman Brockmeyer asked if there would be any expense involved by participating in this program. Town Manager Marshall said there would be some as there would be car expenses going to and from meetings, etc. Vice-Mayor Graham called for a recorded vote: C. William Hickam, Jr. - aye William A. Neblett,Jr.-aye The Land, Building & Cemeteries Committee met on Tuesday, November 29, 1977 to discuss preparing the necessary deeds for NEW GUIDELINES the new sections of Pinehurst and Oakwood Cemeteries. Several TO BE ADOPTED F OR PINEHURST new operating guidelines were discussed and-the Committee hopes to AND GATEWOOD CEMETERIES have ready for Council's adoption, a draft of these new guidelines within the next four to six weeks. The Town received notice from EPA ref erring to additional funds allowed the Town for the wurno Sewer Project. As t~.is was a WURNO SEWER PROJECT joint project between the Town of Pulaski and the County of Pulaski REPORT with the County's share amounting to 42.439%, or $4,731.95 and the Town's share amounting to ,6,418.05, all but ~997.3G has been December 6, 1977 6111 remitted to the County and will be as soon as the funds are received from the U. S. Treasury. Town Manager Marshall advised that he has tentatively scheduled the bicycle sale to be held on December 17, 1977 at 10:00 AM in the drive-in-area of the Police Department. The Town will acquire the BICYCLE SALEservices of an auctioneer on a fixed fee to hold the auction for SCHEDULED the Town. There are, at this time, 2'L bicycles and numerous parts and pieces along with a couple of mini-bikes. There being no further business, Councilman Clark moved the meeting be adjourned.
