There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: William A. House, John A. Johnston, C.;E. Boyd, Jr., Blair B. Brockmeyer, Robert M, Wallace, James M. Neblett, Jr.. Andrew L. Graham, Jr. Arthur L. Meadows Also present: Town Attorney: Garnett S. Moore Town Clerk: Gladys R. Dalton Town Engineer: H. R. Coake Visitors: Jane Graham, WPUV Radio Station J. R. Schrader, The Southwest Times. Douglas Wright, Wiley & Wilson Consulting Engineering Firm representative Tom Woodson, State Water Control Board, Richmond Office Nicholas Lally, Tom Link and Richard Z Kanard, .Federal Insurance Agency H. W. Huff, Jr ., Downtown East, Inc. T. J. McCarthy, Jr. Alan Groseclose Obel Ratcliff, Foy Aust, Early Aust, Myron Aust, and Duane Mink The invocation was given by Councilman Johnston. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 2:00 P. M. on the 24th day of July, 1978, for the purpose of hearing and consider- ing details on the Flood Plain Management Ordinance for the Town of Pulaski, and suth other business as may come bef ore the Council. 'J July 24, 1978 ~ ~~~~ Mayor Ratcliff welcomed the visitors and advised Council had a special meeting for the .purpose of hearing and considering details on the Flood Plain Management ordinance for the Town of Pulaski and such other business as may come bef ore the Council, in case there was some formal action necessary by the Council. Mayor Ratcliff introduced Nicholas Lally, Director of Flood Plain Management for the Federal Insurance Agency. Mr. Lally explained to Council and interested citizens present the aspects of the Federal Flood Insurance Program. After a two-hour session of questions and SPECIAL MEETING answers by the interested citizens, Mayor Ratcliff and members of REFLOOD PLAIN Council, Mr. Lally advised that if there are errors in the study of the MGMT . PROJECT Corps of Engineers, which haue been pointed out by Bill Norris, Engineer NO ACTION f or Coleman Furniture, they must be correctea. However, Mr. Lally BY COUNCIL advised that he was not convinced that these errors exist, but that this information would be presented to the Corps for their study. No action was taken by Council at this time regarding the August 1 deadline on a decision as to whether the Town will participate in the Federal Flood Insurance Program.. At 4:15 P. M. Councilman Brockmeyer moved that Council ADJOURNID adjourn. Motion was seconded by Councilman Neblett, and carried.
