Minutes of the regular meeting of the Pulaski Town
Council held August 15, 1978 at 7:00 P. M. in the Council
Chambers in the Municipal Building.
There were present: Mayor Raymond F. Ratcliff,

The invocation was given by Councilman Johnston.
The minutes of the regular meeting of August 1 and special
meeting of August 8, 1978 were approved as corrected.
Mayor Ratcliff welcomed the many visitors and stated the
Council would be glad to hear anyone who wished to speak about a
matter other than the Sewage Treatment matter. No one spoke.
Mayor Ratcliff called for Committee reports.
Councilman Graham reported that the Utilities Committee
had met and discussed cost esti~a.tes on the Taylor Street water line

Mr. Graham reported it was the recommendation of the Committee that
both projects be referred to the Utilities and Finance Committees
for study and report to the Council, and so moved. Motion was seconded
by Councilman Brockmeyer, and carried.
Councilman Graham reported that the Committee also considered
the expansion of the Sewage Treatment Plant, a matter which Council
has been considering for many years and for which thousands of dollars

had been spent seeking the advice of Consulting Engineers qualified to

give expert advice in such matters. Mr. Graham stated this subject
had been discussed in Council meetings and recently the Council met
with officials of the State Water Control Board in Roanoke for further
discussions, and the Town was now in receipt of a recommendation from the
staff of the West-Central Regional Office of the Water Control Board con-
cerning the Town's Wastewater Treatment Plant. Mr. Graham stated the
Town must decide by August 15, 1978 which method the Town will take to
expand its Sewer System services. Mr. Graham explained that Mr. Charlie
Maus of the State Water Control Board leans to high level phosphorous remmoval
and discharge to Peak Creek, or to the Regional Plant." However, the Town's
Consulting Engineers, Wiley & Wilson, recommend low Level phosphorous
removal and discharge into Peak Creek, or high level phosphorous removal,
or go to the Regional Plant, in that order. Mr. Graham gave a breakdown
on the cost to the Town of each plan suggested." It was felt the "low level"
plan would be the least expensive for the Town.
Councilman Graham moved that the Town Manager be authorized to
communicate with the Chairman of the State Water Control Board and advise
that the Town of Pulaski will follow the recommendation of Wiley & Wilson,

D. L. Merrill, who lives on Claytor Lake, stated he felt it
was impossible to say what the cost of the different systems would be,

and recommended to Council that -hey go to the Regional Plant system be-
cause he felt this method would rid the Town of operational headaches
and would not be as costly as the $11,000,000 estimate of Wiley & Wilson.
There followed a lengthy discussion period in which Dr. William F. McGuire,
Mack Whitaker, a representative of the local Izaak Walton League, Obel
Ratcliff, a Realtor, and Joe B. Shumante, Presiden* of Coleman Furniture
Company, a local industry, recommended that the Town consider the Regional
Plant method. Council questioned whether the citizens of the Town would
support a 2-million bond issue for this plan.
Councilman Graham presented and read the following Resolution,
and moved that the Resolution be adopted. Motion was seconded by Council-
man Brockmeyer, and carried on the following recorded vote:

RESOLUTION
WHEREAS, the Council of the Town of Pulaski has for some
several years been considering the expansion of its Sewage Treat-
SEWAGE TREAT- ment Plant, and ;
MENT PLANT WHEREAS, all reports and studies through the General Facility
Plan including the supplemental study has been considered by said
EXPANSION Council and submitted to the State Water Control Board, and;
WHEREAS, it is felt by the Town Council that the most cost
RESOLUTION effective method to expand the Sewage Treatment Plant is-to provide
low level phosphorous removal and discharge the treated effluent
TO STATE to Peak Creek at its present point of discharge.
WATER CONTROL NOW, THEREFORE, BE IT RESOLVED by the Council of the Town
of Pulaski, meeting in regular session this 15th day of August, 1978
BD. that the Town Manager is hereby authorized and directed to request that
the State Water Control Board make a special determination on water
quality for Peak Creek which would permit the discharge of waste water
treated for low level (80 to 90~;) phpsphorous removal at the site of
the existing Pulaski Wastewater Plant.
At 8:40 P. M. Mayor Ratcliff declared a five minute recess

Councilman Brockmeyer called the attention of the members

Councilman Johnston reported that Council had talked about
leasing the office space known as "Old Mayor's Office" on First

WHEREAS, the Town Manager has this day presented to the
Council a Lease Agreement between the Town of Pulaski and Vance Company,
Inc., by the terms of which the Town did lease a building located on
the North side of First Street, North, for use by Vance Company, Inc.,
as an office building for a period of three (3) years with option
to renew for an additional term of two (2) years;
NOW THEREFORE, BE IT RESOLVED by the Council of the Town
of Pulaski, meeting in regular session on this 15th day of August,
1978, that:
The aforementioned lease this day filed with,the Council
in its present form between the Town and Vance Company, Inc., for the
above stated purposes, be, and the same is hereby approved.

BE IT FURTHER RESOLVED that Raymond F. Ratcliff, Mayor,
shall execute the lease on the part of the Town and Gladys R.
Dalton, its Clerk, shall attest same.
That the lease shall be presented immediately to the
Vance Company, Inc. for its approval.

$6,184.00
Councilman House reported that the Town has about $100,000
in delinquent taxes on which the statute of limitation has expired,
and efforts are being made to collect these accounts. The Town has

received Anti-recession Funds in the amount of $6,184.00 which can be
used, as one of the guidelines, for the collection of these delinquent
taxes. Mr. House moved that Account No. 106-400 "Allocation" be set
up in the amount of $6,184.00, as a budgeted revenue item for fiscal
year ending June 30, 1979. Motion was seconded by Councilman Graham,
and carried on the following vote:

BE IT RESOLVED that the above set out Town Treasurer's
report for delinquent taxes for the year 1977, as certified
to the Council, be accepted; that the Treasurer be credited with the
amount shown to be delinquent.. and that said list of delinquent real
estate tax be filed with the Clerk of the Circuit Court of Pulaski
County, Virginia, to be recorded and indexed by him; that a list
containing all unpaid real estate taxes as of June 30, 1978, be published
in a local newspaper on August 20, 1978; that a list of unpaid personal
property and any and all other taxes be prepared; that such lists be
posted at the Courthouse and other public places,all said proceedings to be
in accordance with the provisions of the Code of Virginia, 1950 Edition,
Title 58, Chapter 20, Article 7, and Chapter 21, Article 7, and all
applicable amendments to the said Code.

Councilman Boyd reported the Pollution and Sanitation Committee
LANDFILL met with Town Manager Marshall and representatives from the State
PROBLEMS Health Department - Mr. Willis and Mr. Gilly - for a tour of the

collection and treatment plan submitted by the Town.
