There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: James M. Neblett, Jr., Robert M. Wallace, C. E. Boyd, Jr., Blair B. Brockmeyer, John A. Johnston, Arthur L. Meadows, SPECIAL Absent: Councilmen Graham and House. Also present: Town Manager: J. E. Marshall MEETING Clerk: Gladys R. Dalton Town Treasurer: Roger A. Williams WAIVER Visitors: David Vaczek, The Southwest Times The invocation was given by Councilman Boyd. WAIVER OF NOTICE OF SP$CIP.L MEETING elected We, the undersigned, duly/members of the Council of the Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council, at 5:00 P. M. on the 12th day of September, 1978, for the purpose of adopting a Resolution authorizing the submission of the final application to HUD on the Community Development Block Grant, and any other business that may legally come bef ore the Council. WITNESS our signatures this 12th day of September, 1978. ^ September 12, 1978 633 Mayor Ratcliff stated the purpose of the special meeting was to consider the adoption of a resolution authorizing the submission of the final application to HUD on the Community Development Block Grant, and asked the Council for their comments. Town Manager Marshall read the Resolution, and Councilman Brockmeyer moved the adoption of the Resolution, as read. Motion was seconded by Councilman Meadows, and carried on the following vote: Andrew L. Graham, Jr. -Absent Blaid B. Brockmeyer - Aye Robert M. Wallace - Aye John A. Johnston - Aye RESOLUTION William A. House - Absent C. E. Boyd, Jr. - Aye Arthur L. Meadows - Aye James M. Neblett, Jr.- Aye WHEREAS,the Community Development Block Grants Program administered by the Department of Housing and Urban Development provides for one hundred percent (1000 direct grants to local units of government; and, WHEREAS, the Town Council of the Town of Pulaski, Virginia, RESOLUTION is desirous of filing an application for the Sanitary Sewer Line Expansion Project, ADOPTED NOW, THEREFORE, BE IT RESOLVED BY THE Ct3UNCIL OF THE F OR SUBMISSIOPtrOWN IF PULASKI, meeting in special session on this the 12th day of September, 1978, that the Town Manager, or his authorized representa- tive, is hereby authorized to file an application for said grant. OF FINAL Councilman Brockmeyer moved that the Town Attorney be APPLICATION directed to prepare a proper Resolution of congratulations to Kylene TO HUD RE: SEWER LINES Barker, who recently won the title of Miss America. Motion was seconded by Councilman Johnston, and carried. It was brought out that Miss Barker had been sponsored by the Pulaski Woman's Club in the Miss Virginia Contest. At 5:20 P. M.
