Minutes of the regular meeting of the Pulaski Town Council
held June 15, 1976 at 7:00 P. M. in the Council Chambers in the
Municipal Building
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: Arthur L, Meadows, Blair B. Brackmeyer,

The invocation was given by Councilman Brockmeyer.
The minutes of the regular meeting of June 1 and special
meeting of June 7, 1976 were approved as recorded.
Town Attorney Moore stated notice of the joint public hearing
to be held at this time by the Town Planning Commission and
PUBLIC HEARING Pulaski Town Council had appeared in the local newspaper, to

rezoning of property occupied by Tom's Drive-In on South
Washington Avenue. Mr. Moore stated further that through
error copies of said notice were not mailed to the adjoining
property owners, nor those property owners across the street,
as required by law, and because of this oversight it would be
necessary to continue the joing public hearing.
Mayor Ratcliff asked the Planning Commission members if they

and no action could be taken at that time.
Councilman Graham moved that the joint public hearing be
continued until July 1, 1976 at 4:00 P. M. and that notices of
such be mailed to the property owners involved. The motion was

Mayor Ratcliff advised that the Council would be glad to hear

the public at that time should anyone wish to speak. As there was no

Committee reports of Council.
Councilman Hickam, as Chairman of the Street Committee, reported
that the Committee had considered the request of Claremont Corporation that
Holyfield Drive and Monte Vista Drive, Extended, be included in the

STREET them at the Town's expense, which is an expense to the taxpayers.

Councilman Hickam brought this to the attention of the Town Planning
Commission and moved that the Commission make a study of the present
Subdivision Ordinance on street specifications. The motion was
seconded by Councilman House, and carried on the following recorded
vote:

Councilman Hickam stated it was the recommendation of the Street
Committee that the Town accept Holyfield Drive and Monte Vista Drive,
Extended, into its street system. Councilman Clark so moved, and the ..
motion was seconded by Councilman Brockmeyer, and carried on the
following recorded vote:

Councilman Hickam reported this week marks the end of the
trial period for free parking in the downtown-area, and the
Committee had considered alternatives to this situation, with

PARKING EXT. no definite conclusions. Mr. Hickam also stated it had been

brought to the attention of the Committee that people
working in the downtown area have abused the free parking
privileges granted by the Town. Mr. Hickam stated it was the
recommendation of the Committee that the free parking be extended
for forty-five (45) days, and so moved. The motion was seconded
by Councilman Brockmeyer, and cari~d on the following recorded

Councilman Graham stated he had no report, but stated on
Monday, June 14th, at 10:00 A. M. the Pulaski Lodge BPOE presented
BENNINGTON to Mayor Ratcliff the Bennington Flag to fly on the Town's flag pole,

meeting, and so moved. The motion was seconded by Councilman
Clark, and carried.
Councilman Brockmeyer had no report. Mr. Brockmeyer brought
CLEANING up the subject of cleaning of lots and cutting of weeds, etc.

Councilman Vaughan reported the Retirement Committee had
received a request from Ernest Draper, an employe of the Public

AUGUST 1, 1976Vaughan stated Mr. Draper had been with the Town a little over
thirty-five years, and it was the opinion of the Retirement
Committee that his request be granted, and so moved. The motion
was seconded by Councilman Graham, and carried on the following

On motion of Councilman Neblett, seconded by Councilman Meadows,
and carried, it was Resolved that the Town Attorney prepare a proper
Resolution to be presented to Ernest Draper at a later date.
Councilman House brought to the attention of the Council that
several years ago certain General Fund monies had been set aside as
restricted funds for a new Fire Department Substation and Equipment
theref or. The total amount of these funds restricted was $45,846.55,

Restricted and during the budget work sessions, it was discussed that these funds

Councilman Clark reported that some of the seeding of the
recreational areas had not been completely successful because of the
lack of rains, but that the contractor, Mr. Gregory, would come back and
re-seed the areas. Mr. Clark stated Calfee Park was in good condition
and that the first. Phillies game would be June 22nd.

Councilman Meadows had no report. However, Mr. Meadows
asked that the members of the Ordinance Committee meet with

Town Attorney Moore reported that a search of the records of
the Pulaski County Clerk's Office indicates that although it was
the intention of James L, McMillan and Paul Roop to dedicate
Medallian Drive to the Town of Pulaski, the street location was

REPORT ON not entirely correct and not laid out as intended. Mr. Moore

OF MEDALLIAN advised this discrepancy could be corrected by having Mr. McMillan

and Mr. Roop execute a Deed of Easement for the exact location
of the street lines, together with a map to be recorded in the
Clerk's Office along with the deed. Mr. Moore advised that the
Street Committee would work on this further.
Mayor Ratcliff at this time recognized Mr. James R. Mabe, owner
of One Hour Janetizing Company. Mr. Mabe stated he had appeared

OPPOSES in protest to the proposed utility consumer tax. Mr. Mabe stated

CONSUMER TAX this utility tax rate would increase his tax by five hundred
percent, and maintained it was not a fair tax for him when it is
compared to the tax local industries would be required to pay.
Mr. Mabe was advised his objection would be given consideration.
Town Managwr Marshall again brought to the attention of the
Council the requirements being laid down with regards to the permit

Council reviewed the request, as presented by Town Manager Marshall,.
of the four (4) Town employes who are 65 years of age and over and
drawing their retirement, that they be allowed to work another twelve

Town for another year. The motion was seconded by Councilman Brockmeyer,

Town Manager Marshall reported that the containerized garbage

only some slight changes that may be necessary from a time standpoint
or from a pickup standpoint. Mr. Marshall stated the equipment seems
to be working quite well mechanically.
Mrs. Fred Mitchell was recognized by Mayor Ratcliff. Mr.
Mitchell had several questions relative to the upcoming fiscal year

MITCHELL 1976-77 budget, and after some discussion with Council, Mayor Ratcliff

1976-77 advised- her that these matters would be considered at the public

hearing on the proposed budget to be held on June 22nd at 4:00 P. M.
and suggested Mrs. Mitchell attend the public hearing.
Council agreed to hold its organizational meeting July 1, 1976,
at 4:00 P. M.
At 8:30 P. M. there-being no further business, Councilman Vaughan
moved-that Council adjourn. The motion was seconded by Councilman
House, and carried.
