Minutes of the regular meeting of the Pulaski Town Council
held July 20, 1976 at 7:00 P. M. in the Council Chamber in the
Municipal Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: Blair B. Brockmeyer, C. William Hickam, Jr.
William A. House, Bob J. Clark,
Arthur L. Meadows, Andrew L. Graham,
James M. Neblett, John A. Johnston
Also present: Town Manager: J. E. Marshall

The invocation was given by Councilman House.
The minutes of the June 15, June 22, June 29 and July 1,
1976 meetings were approved as recorded.
Mayor Ratcliff recognized Mr. Huddle, who was at the meeting
in the interest of the rezoning of South Washington Avenue. He

DRIVE-IN no action would be taken by Council at this time. The Mayor
further advised Mr. Huddle that he would be notified at such time
when the matter would be brought up for a final decision.
Mayor Ratcliff stated the Council would be glad to hear
the public at this time, however, no one spoke. The Mayor moved
onto the next item of business which was a special recognition of
the retirement of Ernest Draper. A special resolution was pre-
pared and read by Town Manager Marshall in honor of Mr. Draper's

RESOLUTION
On February 19, 1941, Ernest Draper, an unassuming young
man, came to work f or the Town of Pulaski as a truck driver in the
Street Department. Now, some thirty-five years, five months and
twelve days later, he will retire on August 1, 1976, as an
employee of the Water Department of the Town.
Thirty-five years, five months and twelve days of hard,
efficient, and dedicated service to the people of the Town.
He deserves his retirement; he has earned it. Many
people work for years, retire and are forgotten, but Not Ernest
Draper. His loyal and capable services will be missed by Town
personnel at all levels of supervision and especially by those
with whom and under whom he worked day by day.
No day or night was too cold or wet, no snow too deep,
nor any emergency too great to prevent him from offering his
services to the Town.
DRAPER The Council of the Town of Pulaski now wishes to pay its
collective tribute to Ernest Draper upon his retirement, and to the
type of service he has given to the Town during the years he has
RESOLUTION served as one of its employees and public servants.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town
of Pulaski, Virginia, meeting in Regular Session on this 20th day
of July, 1976, that:
The Council congratulates and wishes Godspeed to you upon
the occasion of your retirement on August 1, 1976. The Council says
to you, Ernest Draper, that it appreciates men like you, it appre-
ciates the many "jobs" you have performed and the manner in which
you oerf ormed them. Your cooperation with fellow workmen and super-
visors has set an example which is to be envied.
It is the hope of this Council that your retirement will be
full of enjoyment and extend over many years.
BE IT FURTHER RESOLVED that the Cierk of Council send a
suitably prepared copy of this Resolution to Ernest Draper as a
token of its appreciation for his exemplary service to the Town
of Pulaski, Virginia.
Mr. Marshall presented Mr. Draper with a plaque from the Town
f or his long time service and many "jobs" he'd perf ormed so well for
the Town.

Mayor Ratcliff called for the Committee reports of the Council.
Councilman Hickam, Chairman for the Street Committee, reported
that he had no reports at this time other than to make known to the
COMMITTEE
Council that the parking meters are still under consideration. He also

advised that the Nominating Committee was not listed as a Standing
Committee and asked if it should be considered as one for the next two
years. The Mayor advised it should as well as the Public and Personnel

Councilman Graham had no report but announced the Utilities Committee
and Finance Committee would have a joint work session on a water line
Tuesday, July. 27,~at 4:00 P. M.
Councilman Brockmeyer had no report on the Pollution and
Sanitation Committee, but mentioned he had been contacted by Mrs.
STREET LIGHT Mahe, 759 Elizabeth Street, as to a need for a~street light.

ELIZABETH ST. Town Manager Marshall stated 'she would need to submit a request to

stated Mr. Ralph Marshall, 1613 Lee Highway, had contacted him about

CONDITION Marshall said the street had not been maintained for the past two
years and asked if the Town could rectify the situation. Town
Manager Marshall said the matter was being looked into and would
be corrected.
Councilman Johnston had no report. He did, however, comment
on attending the Institute of Government at V.P.I. and how helpful
it will be to him in the future.
Councilman House, Chairman of the Finance Committee, had no
report. He did ask that the Town relieve him of his duty as their

He stated there was no urgency in finding a replacement. Mayor Ratcliff
commended Councilman House for his fine contribution to the Commission
and thanked him for his help in this area. Councilman House also
recommended that a resolution be written for the Bi-CentenniaL
Committee and to the staff of the Town of Pulaski for a job well done on
their part for a successful celebration. The motion was seconded by
Councilman House, and carried on the following recorded vote:

Councilman Clark noted the need for further study on the cost
of repairing the old municipal building. Town Manager Marshall stated
the report was almost completed but more inf ormation was needed in re-

"stop" on the pavement. Town Manager Marshall stated due to a bad

need to clear away growth and underbrush from the corner of Oakhurst
Avenue and Peppers Ferry Road.
Councilman Meadows noted that the Ordinance Committee met
July 19, 1976 with the people from the Cable T~ and heard reports
on how they plan to relieve some of the citizen's complaints. Within

Councilman Neblett, Public Safety Committee, stated his

Mayor Ratcliff again stated how proud he was of the part the
Town of Pulaski played in the Bicentennial celebration and acknowledged
the vast amount of work on the part of the Commission as well as the

July 22, for an Executive Committee Meeting of the Virginia Municipal
League at which time there would be a discussion on the new legislation
being considered.
Town Manager Marshall reported on the investigation of the
cleanliness and inspection of cab equipment in the Town and reported all
to be in good order and operating condition. It was also noted that there

gards to the parking of a Blue and White Cab in front of Piggly-Wiggly
store Loading groceries instead of pulling into the parking lot.
Councilman Hickam noted he too had noticed various times when the
cabs could have pulled further off the street and asked that they be
advised to do so in the future.

It was reported by Town Manager Marshall that the Planning
Commission had made certain recommendations regarding a request from Clyde
McMillan to open an alley off Dora Highway. He recommended that this matter
be ref erred to the Streets Committee and Town staff for further study.

Town Manager Marshall brought to the attention of the Council that
he had received bids for the construction of the water screen support
structure. Bids were as follows: Debusk-Shelor, Inc. $15,060.00; Gallimore,
BID FOR Inc. $15,975.00, and H. T. Bowling, Inc. $10,800.00. It was further pointed

STRUCTURE out that the bids had been reviewed by the Engineering staff and the Town

in order that the contractor may proceed with the construction. He also pointed

out that revenue sharing funds had been designated for the screen, however,
the financing source for the support structure had not been resolved. He
did, however, recommend that the support structure be paid for from revenue
sharing funds.
Council in its discussion decided that they would not at this
time designate the source of the funds and would resolve that at a later

Town Manager Marshall stated the Twin Oaks Water system prepared
by the Engineering Department has been completed and disbributed to the

inf ormation together and can soon begin working on the finalization
of the project. Due to Mr. Moore being in the hospital, there will
not be any final conclusions reached until Mr. Moore is able to
complete whatever legal work is necessary.
Town Manager Marshall reported the Engineering Department
ENGR. is working on the $220,000 grant for sewer extensions and improvements.

HUD GRANT Mr. Marshall stated there is a great deal of work required in regards

to property lines and easements and they will have a report as soon as
they can gather all the inf ormation required.
Town Manager Marshall reported that the Ordinance Committee,
several meetings back, requested him to obtain inf ormation on Weed

It was noted from a report from the Police Department
that from November 1975 to July 1, 1976, that considerable amount
of clean-up had been done by the citizens either by personal contact

BY or through letters sent to them by the Police Department. It was

further noted that only 3 cases had to be taken to Court at which
time they were convicted. This shows the concern on the part of
the citizens for a cleaner city.
Town Manager Marshall reported that on September 23,
SISTER 1976, the Town would be honored with an official visit from the Town

TO VISIT Manager of our Sister City of Ashburton, New Zealand. Mr. I. S.
PULASKI
"Scottie" Watson and his wife will be coming over and visiting
with the Town Manager and his wife and then going on to the ICMA
Convention in Toronto, Canada. Town Manager Marshall read a letter
from Mr. Watson in regards to his visit to the United States.
At 7:56 P. M. Councilman Neblett moved that Council
adjourn. The motion was seconded by Councilman Brockmeyer, and
carried.
