Minutes of the regular meeting of the Pulaski Town
Council held August 17, 1976 at 7:00 P. M. in the Council Chambers
in the Municipal Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: John A. Johnston, Andrew L. Graham,
Blair B. Brockmeyer, William A. House,
Bob J. Clark, Arthur L. Meadows,
James M. Neblett
Absent: C.William Hickam, Jr.

The invocation was given by Councilman Neblett.
The minutes of the regular meeting of August 3, 1976 were
approved as corrected.
Mayor Ratcliff stated the Council would at that time be
glad to hear the public on any matters they wished to bring to the
Council. Frances Watson of North Pulaski inquired of Council as

sufficient size, and suggested that small booster pumps be installed
in the homes, which would function on a pressumer demand operation
and would increase the water pressure to each individual',s home.
Pump costs to the property owners were discussed. Councilman Neblett
moved the matter be carried on the agenda and the Town Manager obtain
figures on the cost of these pumps to the property owners and report
to Council at its next meeting. The motion was seconded by Councilman
Clark, and carried.
Mrs. James Duncan, who stated she was not a resident
of the Town but lived in the County, suggested to Council that the
PUBLIC one-way streets in the downtown area be done away with and revert

ONEWAY TRAFFIC to the old system. Mrs. Duncan also stated she favored the two-hour

free parking in downtown Pulaski and stated she felt it had helped
business in that more people were coming into Town to shop. Councilman

House moved these suggestions be ref erred to the Street<Committee.
The motion was seconded by Councilman Brockmeyer, and carried.
Aulden Lemons, a Pulaski resident, who has been appointed
to a Committee to study the program on tax relief for the elderly, presented
a statistical report on the residents of Pulaski County and Pulaski Town
who would qualify for the tax relief which was passed by the Virginia
General Assembly covering such relief by governmental bodies. Mr. Lemons
asked that the Town Attorney, Mayor, Town Manager and Chairman of the
Ordinance Committee work with the Committee on this program, after which

FOR County, Town of~.Dublin and Town of Pulaski. Councilman Neblett moved that

Committee bring back a report and recommendation to the Council. The
motion was seconded by Councilman Brockmeyer, and carried.
Councilman Graham reported that it &ppeared about half of
the Councilmen would be on vacation and could not attend the Utilities
Committee Work session scheduled for Wednesday night, the 18th, and
UTILITY
COMM. asked that the work session be rescheduled for Tuesday, August 24th, at

SESSION 5:00 P . M.
Councilman Graham stated that when the budget was adopted it
was understood a change would be made in the major medical coverage for

IN town employes. Mr. Graham asked the Town Manager if this had taken place,

TOWN change would be made provided the coverage was the same as under the

the employes now have.
Councilman Brockmeyer had no report. Mr. Brockmeyer stated
he had been contacted by citizens regarding free town tags which are
issued to Volunteer Firemen, and asked that the matter be considered by

In the absence of Street Committee Chairman Hickam,
Councilman Johnston reported the Street Committee met with members
of the Merchants Council relative to the two-hour free parking in down-
town Pulaski, and it was the opinion of the merchants that free parking
had been a great success. The Committee also heard from the Chief of
Police relative to the abuse by some of the merchants and employes,

STREET COM. and the Merchants Council took note of this fact and stated they felt

METERS; they could police this situation themselves. It was the recommendation

TO CONTINUE of the Street Committee that the parking meter heads be removed, stored
in some .safe place and that the program of metermaids continue as is,
and the Chief of Police continue to study the situation in terms of abuse,
etc. Councilman Johnston moved that the recommendation of the Street
WITH Committee be accepted and directed the Town Attorney to prepare an
ordinance covering same for Council's adoption. The motion was
seconded by Councilman Brockmeyer and carried on the following

Councilman Clark moved that when the Ordinance pertaining

met and considered the transfer of Revenue Sharing Funds to Five (5)
Revenue Sharing Projects, and moved that the following asppxoptiakion8

Councilman Clark stated that Mrs. Cornelia J. Dobyns had
asked that she be relieved from serving on the Recreation Commission
inasmuch as she will be out of the country for eighteen months. Council

REC. COMMITTEE Councilman House moved that the Recreation Committee study the

As a member of the Retirement Committee, Councilman Meadows
stated a letter had been received from the Town Manager regarding the
request of Mr. Robert H. Hendricks for early retirement as of October
1, 1976. Mr. Meadows stated Mr. Hendricks is an employe of the
Td;OBT. H. Public Works Department and his normal retirement date would be

GRANTED September 1, 1979. However, he is requesting permission under the
EARLY
RETIREMENT conditions of the Town's Retirement Plan to retire early and receive

his retirement benefits. Inasmuch as Mr. Hendricks has met the re-
quirements of the Plan and there were no objections from the members
of the Retirement Committee, it was the recommendation that Mr.
Hendricks be allowed to retire October 1, 1976 and receive his re-
tirement benefits, and so moved. The motion was seconded by Council-

At Council's meeting on August 3rd copies of the 1976 Delinquent
Tax report of the Town Treasurer/Director of Finance were presented
to the Mayor and members of the Council for their study. At this
time Council considered Treasurer Williams' report and adopted
resolutions, as follows:

BE IT RESOLVED that the above set out Town Treasurer's
report for delinquent taxes for the year 1975, as certified to the
Council, be accepted; that the Treasurer be credited with the amount
shown to be delinquent and that said list of delinquent real
estate tax be filed with the Clerk of the Circuit Court of Pulaski

County, Virginia, to be recorded and indexed by him; that a list

containing all unpaid real estate taxes as of June 30, 1976, be published
in a local newspaper on September 20, 1976, that a list of unpaid
personal property and any and all other taxes be prepared.; that such
lists be posted at the Courthouse and other public ~Slaces all said
proceedings to be in accordance with the provisions of the Code of
Virginia, 1950 Edition, Title 58, Chapter 20, Article 7, and Chapter
21, Article 7, and all applicable amendments to the said Code.
Pursuant to Statute, the Treasurer of the Town, submitted
to Council a list of improper and erroneous assessments of taxes for
the consideration of said Council, as follows,

BE IT RESOLVED that the Treasurer's list of improper and

Commissioner of Revenue for further verification; that when same has been
verified by the Commissioner of Revenue for Pulaski County, Virginia, as
beimg improper and erroneous, the Town Treasurer is hereby directed to
correct tax tickets accordingly, and the said Treasurer is hereby relieved
from the duty and responsibility of collecting same:

WASTE
SURVEY
August 17, 1976
Town Manager Marshall stated the Town will be developing forms
to be used in an Industrial Waste Survey to be made by the Town, and which
survey must be completed by July 1, 1977, in accordance with an amendment
to the Virginia Code adopted by the 1976 General Assembly.
At 5:15 P. M. Councilman House moved Council adjourn. The motion
was seconded by Councilman Brockmeyer, and carried.
