HomeMy WebLinkAbout09-07-76~ ~~~~ ~~ Minutes of the regular meeting of the Pulaski Town Council, held September 7, 1976 at 4:00 P. M. in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: C. William Hickam, Jr., Andrew L. Graham, Blair B. Brockmeyer, William A. House, Bob J. Clark, Arthur L. Meadows,. James M. Neblett, John A. Johnston Also present: Town Manager: J. E. Marshall Acting Clerk of Council: Becky Piott Town Attorney: Garnett S. Moore Visitors: Becky Monroe, Southwest Times Jane Graham, WPW Radio Station The invocation was given by Councilman Brockmeyer. The minutes of the regular meeting of August 17, 1976 were approved as recorded. Mayor Ratcliff noted that Mrs. Dalton was not present due to APPOIffiTMT. illness and asked that Mrs. Becky Plott be appointed as Acting Clerk of OF ACTING CLERK Council. Councilman Neblett moved that Mrs. Plott be appointed and the motion was seconded by Councilman Meadows, and carried. Mayor Ratcliff then called for comments from the public but as no one was present, he then called for the reportf from the Council Committees. Mr. Hickam, Chairman of the Streets Committee, had no report. He TRANSPT. did state there would be an area Transportation Study Committee meeting COMM. TO MEET to be held in the near future. Mr. Graham, Utility Committee Chairman reported that the Utilities Committee met with Town Manager Marshall to discuss the sewage treatment plant report regarding the infiltration/inflow into the sewer system and TIME SCHEDULE the estimated cost of $220,000. Councilman Graham moved that he would RE: INFILTRAT/ like to have put on the agenda that the Town Manager develop a time INFLOW PROJECT schedule for carrying out the Consulting Engineers, Wiley & Wilson's recommendations concerning the infiltration/inflow removal of the sewer system. Neblett - aye Councilman Graham also asked for a rough draft to be presented to the entire Council bef ore being presented for adoption. Councilman Graham questioned Mr. Marshall as to the funding of his trip to Canada to the ICMA Conference later this month. He also TOWN MGRS. commented he felt a trip of this nature should not be financed by the TRIP TO CANADA DIS- taxpayer's money but should be paid for by the Town Manager himself. He CUSSED further stated that bef ore a trip of this nature be planned, it should be brought to the attention of Council for their approval or dis- approval. Town Manager Marshall said that funds had been allocated for this trip and was specifically outlined in the budget for the coming year and brought to the attention of Council during the budget work sessions. Councilman House stated the Personnel Committee should handle COMM. TO situations such as this and further suggested that the Committee develop DEVELOP POLICY FOR specific policies to handle the funding for trips which were to be FUNDING TRIPS OF OFFICIALS made by the Town Manager, Town Council and the Mayor. Councilman House made the motion that Mr. Marshall's trip to the ICMA Convention in Canada be approved and that Town Manager MGR'S TRIP Marshall feel free to go. Neblett - aye Councilman Brockmeyer had no report on the Pollution Committee, however, he did advise Town Manager Marshall about complaints he had I~ 1 0 received from 5th Street residents concerning cars racing in and out September 7, 1976 POLICE DEPT. TO CHECK RACING ON 5TH ST. & NORTHWOOD DRIVE CLEANING OF PEAK CREEK AT MCMILLAN STORE of the shopping center as well as up and down the street. Councilman Brockmeyer asked the Town Manager to have the Police Department check into this situation. Councilman Hickam also asked that the Police Department check into the fast traffic on Northwood Drive. Councilman Brockmeyer inquired as to the status of the cleaning of Peak Creek in the general vicinity of McMillian's store and near Leonard Ratcliff's property. Town Manager Marshall advised that the matter had been dis- cussed with the Public Works Director and a memo sent to that effect and as soon as the men and the equipment are available, the work will be done. ~_~, t„~•'.Mt ~~. Councilman Johnston, Building Chairman, had no report. He did MEETING ON RECREATION MATTER ask about the letter he had received on the Recreation Committee. Town Manager Marshall stated they needed to set up a time for a meeting in order to review the information. Councilman Brockmeyer asked about the figures that were being proposed on repair work being done in the old Municipal Building. Town FIGURES Manager Marshall stated these were estimates for repairs to be made in ONLY INCL. REPAIRS order to turn the building into a Senior Citizen Center but were TO OLD MUN.BLDG. minimum figures and did not include items such as furniture, ramps, kitchen and kitchen equipment. The grant application was prepared with these figures included. Councilman House, a member of the New River Valley Agency on REPORT Aging, reported that the Nutrition Program had not been properly ON NUTRITION operated and they were being connected with a new group to take over PR OGRA M the program. Councilman House commended the Town Manager and the Administrative Staff for a fine job on the fiscal year ending June 30, 1976 as shown on the June 30th Financial Statement. He hoted there was a $68,000 less REPORT income than had been estimated. This due to some degree was brought about ON YEAR END by Council's action on removing certain revenues. He also noted there FINANCIAL REPORT was a $26,000 savings on expenditures. Councilman Clark, Recrea tion Chairman, had no report. Councilman Meadows, Ordinance Committee Chairman, reported the Committee had met on September 2nd with Mr. Shoda of the Cable TV System. ADDL. SERVICES Mr. Shoda reported to the Committee the progress they had made on their TO BE RENDERED BY TV CABLE SYSTEM ~Vr ~/~~ ~ ~'~ ~ -~ September 7, 1976 improvement program. He also stated the phones had been placed in the homes of two employees on August 10th to handle after office hours complaints by the customers. He also commented on the plans TV CABLE to eliminate the ghosting on Channels 7 and IO and the addition of SYSTEM a weather channel which will also provide FM music. Councilman IMPROVEMENTS Meadows said they had planned another meeting for October 19th to check the progress on these improvements and to further pursue the Cable TV's desire for a rate increase provided this meets with the approval of the Council and the citizens. Councilman Meadows reported that the pipe on Memorial Drive OBSCENE had obscene signs and telephone numbers painted on it and the SIGNS ON PIPE ON people in that area were being harassed by this. Town Manager Marshall reported that the Police Department had REPORT OF TOWN MGR. caught several teenagers in the area and warned them to stay away. AND OTHERS ON SAME Councilman Clark commented that he had seen the police in the area on several occasions. Councilman Meadows asked if they should be taken to their parents in order to discourage them from this tgpe of activity. Mayor Ratcliff suggested they post signs in the area warning them of trespassing on public property. It was suggested that Town Manager Marshall review the possibility of having a sign erected to keep people away from this location. Councilman Neblett, Safety Chairman, had no report; however, SAFETY COMM. TO he did remind the Committee members of the meeting to be held on MEET September 9th. Mayor Ratcliff asked if everything was in order for the Convention in Richmond next week. Mayor Ratcliff also asked how MAYOR QUESTIONS the Town was progressing on the solid waste disposal site project ON SEVERAL MATTERS and Town Manager Marshall reported that the report had been prepared and sent to the proper authority. Town Manager Marshall stated that the Town employees were being written a Letter and Mayor Ratciiff stated the resolution was for the County Committee for a book they were preparing on the celebra- tion. Town Manager Marshall reported that the Planning Commission would be reporting to Council with some concrete ideas in the near future REPORT OF CURT after they finish reviewing recommendations made to them by Mr. Curt ALLISON CBD Allison, Planning Intern, who has worked on the Town staff this summer. Town Manager Marshall stated the application for the NPDES permit for the expanded sewage treatment facility had been submitted to the State Water Control Board for their review. He further stated the Water Control Board itself would hold public hearings on this issue. Town Manager Marshall stated he had issued a supplement to hts report, a copy of which each member had received, on the Industrial Cost GENERAL Recovery System as required by Public Law 92-500. Councilman Graham asked the Town Manager if there would be any DISCUSSION work sessions on this project and Mr. Marshall said there would be many OF EXPANSION as this was such a complicated matter. PLANT Councilman Brockmeyer asked if there would be other alternatives to the direction that Council could take or whether they must take the AND course suggested by the Consulting Engineers. He asked if the Council PROCEDURES was locked in to any one of their proposals. Town Manager Marshall said Council would have the final decision as to how they wanted to handle this project and they were not locked in on any one course. Town Manager Marshall read a letter of resignation from Bob Dobyns, who is a member of the Housing Board of Adjustment and Appeals. R. A. ADJUSTMENT & APPEALS Town Manager Marshall presented a request for an application from James Mullins to place a mobile home on Lots LO and 11 in the Macgill J.MULLINS Subdivision and asked that this item follow the normal practice as APPLICATION FOR in the past and that a public hearing be held at the next Council TRAILER FOR PUB. meeting, September 21, 1976. Town Manager asked that Council move into EXECUTIVE executive session to discuss a legal and personnel matter. Councilman Hickam moved, seconded by Council- REGULAR man Brockmeyer, that Council return to regular session. The motion SESSION was carried. At 6:01 P. M. Mayor Ratcliff declared Council to again be in regular session and inquired if there was further business to come bef ore the Council. Town Manager Marshall reminded Council that he had earlier mentioned that with our visitors from New Zealand arriving in SISTER CITY Roanoke at 7:30 P. M. on September 21, he would like to have that VISITORS TO meeting time set at 4:00 P. M. Councilman Neblett moved, seconded ARRIVE AT ROANOKE by Councilman Meadows, that the time of the Council meeting on September 21, 1976 be set at 4:00 P. M.
