Minutes of the regular meeting of the Pulaski Town Council
held January 4, 1977 at .4;00 P. M. in the Council Chambers in the
Municipal Building.
There were present Mayor Raymond F. Ratcliff, presiding.
Councilmen: Blair B. Brockmeyer, William A, House,
C. William Hickam, Jr .,,John A. Johnston,
Andrew L. Graham, Bob J. Clark,
James M. Neblett, Arthur L. Meadows
Also present: Town Manager: J. E. Marshall

New River Valley Emergency Squad

The invocation was given by Councilman Brockmeyer.
The minutes of the regular meeting of December 21, 1976 were
approved as recorded.
At this time Mayor Ratcliff stated Council would be glad to
hear the public on any general subject.
As spokesman for the New River Valley Emergency Squad, Morris
Burton stated he had invited the members of the Squad to attend
the meeting to learn how the Council operates. Mr. Burton stated
the Squad was still having trouble with the public traffic in that

media and have a news story published.
Mr. Burton also suggested to Council that the Town Police cars
be equipped with First Aid Kits,.and stated in many instances
the service of a Police Officer bef ore the am bulance arrives could
be of a great help. He also advised that Federal Funds are
available for Training Classes in Medical Emergency Services
and the Officers could be trained in this manner. Councilman
Graham moved that the request be referred to the Safety Committee
for a recommendation. The motion was seconded by Councilman'Clark,
and carried.

Mr. Burton also advised Council that the New River Valley

Emergency Squad has received $1,000 from the Town which was paid in
October of 1976, and inquired as to when the remaining ~ the budgeted
amount would be sent to the Squad. Mr. Burton stated they have some
pressing obligations and are in need of help. Councilman Neblett
moved that the request for payment be ref erred to the Finance,
Committee. The motion was seconded by Councilman Graham, and carried
on the following recorded vote:

After further discussion of Mr. Burton's request for funds, Council
agreed it was a budget item and payment should be forwarded to the New
River Valley Emergency Squad bef ore the next meeting of Council inasmuch
as the Squad needs it.
Mayor Ratcliff reported that he had received a letter from Mayor
Leo Jackson, Dublin, advising that his Council would m?et on January

Mayor Ratcliff stated members of Council had been furnished with a
copy of a letter from the New River Valley Planning District Commission,
inquiring if the Town had projects which the Planning Commission could

might be asked to develop the pros and cons with ref erence to Consolida-

Mayor Ratcliff also called attention to the letter recently received
from Dick DeCair of the Virginia Municipal League having to do with

Mayor Ratcliff stated copies of the proposed Water Rate Change
Ordinance had been furnished to members not on the Utilities Committee.
He stated the Committee had recommended it be adopted, and asked Council

Councilman Johnston had no report. However, Mr. Johnston stated
he had discussed with Town Manager Marshall the new traffic law permitt-

Councilman House withdrew his motion, stating under the present
Town ordinance the Town Manager can take care of this situation.
Councilman House then moved that the Public Safety Committee be
asked to work with the Town Manager in a study on the new law of
right turns on red lights. The motion was seconded by Councilman
Neblett, and carried.
Councilman House had no report.
Councilman Clark had no report.
Councilman Meadows had no report.
Town Attorney. Moore presented and read to Council, which had
been considered and recommended for adoption by the Ordinance
Committee, an Ordinance to amend Chanter 20 of the Town Code by
adding Article III, Section 20-12 and ZO-13 to establish authorized
ORDINANCE holidays for town employees, and application thereof. Councilman
ADOPTED ESTABL.
HOLIDAYS Meadows moved the adoption of the Ordinance. The motion was seconded

AN ORDINANCE TO AMEND CHAPTER 20 OF
THE PULASKI TOWN CODE BY ADDING
ARTICLE III, SECTION 20-12 AND 20-13
TO ESTABLISH AUTHORIZED HOLIDAYS FOR
TOWN EMPLOYEES, AND APPLICATION THEREOF

BE IT ORDAINED by the Council of the Town of Pulaski,
Virginia, meeting in regular session on the 4th day of January, 1977,
as follows:
ARTICLE III
Sec. 20-12 - Designation of Holidays -- days upon which
they will be observed.
Days hereby declared to be holidays for all employees of
the Town, except, however, those employed on continuous operation,
and the days upon which said holiday shall be observed shall be the
following:
New Years Day January 1
Washington's Birthday -
Memorial Day May 30
Independence Day July 4
Labor Day First Monday in September
Armistice-Veterans Day November 11
Thanksgiving Day Fourth Thursday in November
Christmas Day As hereinafter provided
HOLIDAY With the exception of Christmas holiday, the above named
holidays shall be observed on the preceding Friday when the established
holidate shall fall on Saturday, and on Monday following Sunday when
the established date falls on a Sunday, or on such other date as the
ORDINANCE Council may designate by Resolution.
Christmas holidays shall be observed on the following days:

Sec. 20-13 - Holidays with Pay.
All employees covered by this schedule shall receive full
pay for the holidays listed in Section 20-12 provided the employee
works his or her other designated or regular work days during the
pay week in which the holiday falls, unless, however, he or she is
properly excused from working by reason of his vacation or other
schedule, or he or she is properly excused for good cause by the
appropriate Town officials..
This ordinance shall become effective on the 4th day of
January, 1977.
Councilman Neblett had no report.
Town Manager Marshall reminded Council again of the public
meeting in the Middle School Auditorium on January 6th at 7:30 P. M.
PUBLIC
HEARING ON on the NPDES Permit application pending bef ore the State Water Control
NPDES PERMIT
Board, and urged members to be present at this meeting.

Town Manager Marshall reported no word has been received
that it will be necessary that the Town obtain a permit from the
NO WORD ON
NPDES PERMIT Federal Power Commission with regard to the effluent being dis-
charged from the Sewage Treatment Plant into New River. However,
if it becomes necessary, a permit application will be filed as
quickly as possible.
Town Manager Marshall stated that several months ago the
question of having an ordinance prybiting the connection of down-
spouts, roof drains, etc. into the sanitary sewer system was
