Minutes of a special meeting of the Pulaski Town Council held
January 20, 1977 at 12:00 oclock Noon in the Council Chambers in the
Municipal Building.
There were present: Vice-Mayor Andrew L. Graham, presiding.

We, the undersigned, duly elected members of the Council of the

Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of
said Council at 12:00 Noon January 20, 1977, in the Municipal Offices
in the Town of Pulaski, Virginia, for the purpose of reviewing and acting on
the Ordinance concerning the Transfer of the TV Cable Franchise, and the
extension of same from July 21, 1979 through December 31, 1986, and any
other business that may legally be brought bef ore the Council.
WITNESS, our signatures this 20th day of January, 1977.
Vice-Mayor Graham advised that the purpose of the special meeting
was to review and act on the ordinance concerning the transfer of the
TV Cable Franchise, and the extension of same from July 21, 1979 through
December 31, 1986.
Town Attorney Moore read the Ordinance. Councilman Neblett moved
the ordinance be adopted, as having been read, granting an extension of
ADOPTION the original Franchise. The motion was seconded by Councilman Clark,

TV FRANCHISE
ORDINANCE
ADOPTED
AN ORDINANCE TO AMEND THE FRANCHISE ORIGINALLY
GRANTED CITY CABLE COMPANY, INCORPORATED, ITS
SUCCESSORS AND ASSIGNS, TO-USE THE STREETS AND
OTHER 'PUBLIC PLACES IN THE TOWN OF PULASKI,
VIRGINIA, TO OPERATE AND MAINTAIN A COMMUNITY
TELEVISION SYSTEM, SETTING FORTH CONDITIONS
ACCOMPANYING THE GRANT OF FRANCHISE, PROVIDING
FOR TOWN REGULATIONS AND USE OF THE COMMUNITY
TELEVISION SYSTEM BY EXTENDING, WITH CONDITIONS,
SAID FRANCHISE FROM JULY 21, 1979 THROUGH
DECEMBER 31, 1986, AND INCORPORATING BY REFERENCE
ALL THE PROVISIONS CONTAINED IN THE ORIGINAL
FRANCHISE.
WHEREAS, by ordinance adopted by the Council of the Town of
Pulaski, Virginia, on the 21st day of December, 1976, the Council
did invite written bids to be received on the 18th day of
January, 1977, at 7:30 o'clock P. M. for the extension of the
existing CATV franchise from July 21, 1979, through December 31,
1986; and
WHEREAS, the of oresaid Ordinance was duly advertised in the
Southwest Times, a local newspaper, on December 24 and 31, 1976,
and January 7 and 14, 1977; and that at the time, date and place
advertised, bids were received by the Mayor and Town Council duly
convened in regular session; and
WHEREAS, Dublin Associates, a limited partnership, submitted
the only bid for the extension of Pulaski Cable TV Franchise from
July 21, 1979, to December 31, 1986;
THEREFORE, BE IT ORDAINED by the Council of the Town of
Pulaski, Virginia, meeting in Special Session on this 20th day of
January, 1977, that:
(1) The Bid of Dublin Associates, a limited partnership,
for extension of the existing CATV Franchise for Pulaski, Virginia,
BE, and the same is hereby accepted.
(2) The Ordinance granting a franchise to City Cable Company,
Incorporated, its successors and assigns, to use the streets and
other public places in the Town of Pulaski, Virginia, to operate
and maintain a community television system within the Town of
Pulaski, Virginia, BE, and the said Pulaski CATV Franchise is
hereby extended for an additional term to begin on July 21, 1979,
and terminate on December 31, 1986; and said amended franchise
for the additional period from July 21, 1979, through December 31,
1986, is hereby granted to Dublin Associates, a limited partnership,
who now owns the original Franchise,as the successor and assignee
of City Cable Company, Incorporated, having heretof ore purchased
from Continental CATV of Virginia, Incorporated, the rights granted
by the original Franchise, which purchase was approved by said
Councl~by ordinance adopted on the 21st day of December, 1976.
(3) The Dublin Associates, a limited partnership, for the
of oresaid extended period is hereby granted permission to operate
and maintain a community television system with all rights incident
thereto, on, along, over, upon and under the streets and other
public places of said Town, subject to all the conditions imposed
by this Ordinance or may hereafter be imposed by said Town, and
more specifically subject to all the provisions and conditions
of the original Franchise Ordinance adopted on July 21, 1964, and
of record in the office of the Town in the Municipal Building of
Pulaski, Virginia. The provisions and conditions therein contained

are incorporated herein and made a part hereof by reference,
and all of said provisions thereof shall remain in full force
and effect, with the exception of Section 16 thereof which is hereby
amended to reflect the extended period granted by this Ordinance.

(4) The extended franchise is granted specifically upon the
condition that Dublin Associates reimburse the Town of Pulaski its
costs in advertisement for bids and other expenses of this procedure,
and upon the further condition that Dublin Associates maintain and
provide all the services that are now provided under the existing
franchise, and to modernize said system and provide the citizens of
the Town of Pulaski a modern, up-to-date service in cable television
viewing, in accordance with its proposals stated to Council, both
in oral presentation and writing.
This Ordinance shall become effective on the 20th day of
January, 1977.
There being no further business to come bef ore the Council, on
ADJOURNMENT
motion of Councilman Johnston, seconded by Councilman Clark, and carried,
Council adjourned at 12:15 P. M.

Minutes of the regular meeting aE the Pulaski Town
Council held February 1, 1977 at 4:00 P. M. in the Council
Chambers in the Municipal Building.
There were present: Mayor Raymond F. Ratcliff, presiding.
Councilmen: James M. Neblett, John A. Johnston,
Blair B. Brockmeyer, William A. House,
Andrew L. Graham, C. William Hickam, Jr.

The invocation was given by Councilman Johnston.
The minutes of the regular meeting of January 18th and
special meeting of January 20th, were approved as recorded.
Mayor Ratcliff advised this was the time and place, as
advertised, for a public hearing on the proposed water rate
changes and multi-family metering and billing procedures,
and asked if there was anyone present who would like to speak

either for or against said proposal.
ON WATER
J. D. Hubbard of Virginia Maid Hosiery Mills prefaced
RATE CHANGES his remarks by stating Virginia Maid did not question the need

and over changes would mean increase of 200%. He stated that

using their December consumption, their costs would be increased

by 71~,. Mr. Hubbard, on behalf of Virginia Maid Hosiery Mills,
requested Council to consider something Less severe and any
increase to be over a longer period of time.
Members of Council presented figures obtained from nearby
towns and cities relating to industrial users, and in each case
these figures were much higher than those proposed by the Council.
Mayor Ratcliff brought out the fact that operating costs have
increased as well as the fact that some of the town's equipment
has become obsolete and new equipment will be necessary, and that
it,was not feasible to pay 35C to produce a gallon;- of water and
sell it for 12 or 16 cents per gallon.

No one else appeared relative to the proposed water rate
changes, and Councilman Graham moved that the Town Attorney be
instructed to prepare an ordinance incorporating the changes to be
considered by the Council at its next meeting. The motion was
seconded by Councilman Brockmeyer, and carried on the following re-
corded vote:

AT NEXT MEETING; All correspondence having been received relative to the proposed

Councilman Hickam had no report. However, Mr. Hickam did ask

Councilman Graham moved that Councilman Neblett be named liaison
