M, in the Council Chambers in the Municipal Building, There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Andrew L. Graham, G. William Hickam, Jr., Blair B. Brockmeyer, John A. Johnston, Bob J. Clark, Arthur L. Meadows, James M. Neblett, William A. House Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: J. R. Schrader, Southwest Times Jane Graham, WPW Radio Station The invocation was given by Councilman Johnston. Minutes of the regular meeting of March 1, 1977 were approved as recorded. Councilman Hickam had no report. Councilman Graham reported the Utilities Committee met last week and again considered the proposed ordinance establishing water rates and charges. Mr. Graham stated the Committee had considered more particularly the sections on multi-family units and it was now NEW WATER RATE CHARGES APPROVED:he recommendation of the Committee that the charge of $3.50 & TOWN ATTY. INSTRUCTED minimum be applied to the first unit and on all other units where TO PREPARE ORDINANCE ON one master meter exists, the rate be $2.00 each, with the sliding SAME scale effective on consumption above minimum usage. Councilman Neblett moved that the proposal and recommendation of the Utilities Committee be accepted and the Town Attorney be instructed to prepare the ordinance in its final form for adoption by the Council. Neblett - aye Councilman Brockmeyer had no report, but advised that he had been approached by workers who stay downtown for lunch about the DOWNTOWN possibility of placing picnic benches in Jackson Park on First WORKERS WOULD LIKE Street. This was discussed by Council and Town Manager Marshall PICNIC BENCHES stated he would look into the possibility. IN JACKSON PARK 1 March 15, 1977. ~~~~~'~~~ Councilman Johnston had no report. Councilman House reported the Finance Committee had met and there were two appropriations F}ich the Finance Committee would like to re- commend: Councilman House moved that the amount of $100.00 be appro- priated from Revenue Sharing Funds to Revenue Sharing Expenditure Account Number 4003 - Advertising; and that the sum of $5,000 be appropriated from Ref enue Sharing Funds to Revenue Sharing Expenditure Account Number 4065 - Water Thaws, Labor, Repairs and Meter Replacements. Neblett - aye Councilman Neblett had no report. Mr. Neblett did bring up the matter of the signal light at the Pulaski Mall and stated it was felt the flow of traffic from the Mall parking lot was improved under the present traffic light controls. Mayor Ratcliff had no report. Councilman Neblett asked that Council have an executive session to discuss a personnel matter at the end of the meeting. Town Attorney had no report. r-~~j: ;r. Town Manager Marshall reported that an estimate in the amount of $2400 had been received from Wiley & Wilson, Consulting Engineers, for an .initial inspection of Hogans and Gatewood Dams. Mr. Marshall also reported that the estimate cited that if the initial inspection indicates that a more detailed inspection re- quiring the drawdown of water levels in the dams or the employment of a geologist is necessary, the figure of $2400 would increase, TOWN MGR. but that Wiley & Wilson would consult with the Town regarding this AUTHORIZED TO HAVE INITIAL and present an estimate for such additional costs bef ore the INSPECTION BY WILEY & WILSON followup work is started as a result of the initial inspection. TO COST $2400 OF HOGANS AND Mr. Marshall stated that in order to have some basis to GATEWOOD DAMS include repair costs in the upcoming budget, recommended that the Town Manager be authorized to have the initial inspection started and completed as soon as possible at a cost not to exceed $2400, with the cost of the initial inspection to come from General Revenue Sharing Funds; and assuming that no additional inspection is necessary, plan in the upcoming budget to do as much as possible of the recommended repair work. Councilman Neblett so moved that the Town Manager be authorized, as recommended, and the motion was seconded by Councilman House and carried on the following recorded vote: C. Neblett - aye Town Manager Marshall reported approval had been received from FED. AGENCY ON AGING APPROVED the Federal Agency on Aging of the basic. plans for the Senior PLANS FOR SENIOR CITIZEN CENTER Citizen Center in the old Municipal Building, and that the Building Inspector is proceeding to finalize the electrical and plumbing plans and obtain cost estimates, and once the schematics for the plumbing and electrical is complete, a meeting will be held with the Recreation Committee and the Land and Buildings Committee prior to commencing any work. Town Manager Marshall reported that the Town Planning Comm- fission has scheduled a meeting on Tuesday, March 22nd on the re- PLANNING COMM. MEET ON REZONING zoning request of property on Route 11 and Memorial Drive, which was REQ. ON RT. 11 & MEMORIAL DRIVE ref erred to them by the Council, and that he would be attending the March 15, 1977 ~, meeting of the Commission and suggest to them that they recommend to the Council a joint public hearing be held on the request. Town Manager Marshall stated that in December of 1976 Finance Director Roger Williams prepared two proposals regarding utility security deposit fee holding time. At the present such utility .security deposits .are held for twelve months, and it was Mr. Williams' recommendation that this holding time be reduced to six months, at which time refunds would be made provided an established good credit had been reflected. He also pointed out in his proposal that the Town has funds deposited which are UTILITY earning interest on the security deposits and would like to establish SECURITY PAYMENTS some direction by ordinance as to how the interest earned from these & CUT OFFS FOR NON- deposits can be used. Mr. Marshall further reported the proposal dealt PAYMENTS REF . TO with cutoffs for non-payment, and recommended that this be referred to the UTILITY COMMITTEE Utilities Committee along with the Town Manager, Town Attorney and Finance Director. Councilman House seconded Councilman Neble tt's motion that Council go into executive session for a discussion of EXECUTIVE SESSION personnel matters. The motion carried. At 8:34 P. M. Councilman Graham moved that Council return to REGULAR regular session. The motion was seconded by Councilman Meadows, and SESSION carried. Mayor Ratcliff declared Council to be again in regular session and asked if there was further business to come bef ore the Council. Town Attorney Moore stated that while Council was considering personnel matters he had put into final form a Resolution for Council's adoption with reference to Senate Bill 735. The Resolution was then ADOPTION OF RESOLUTION read to Council by Mr. Moore, and on motion of Councilman Neblett, RE : SB~~735 seconded by Councilman Brockmeyer, and carried on the following re- corded vote, the following Resolution was adopted: C. Neblett - aye c„~~ ~-~y'~ March 15, 1977 R F.S t1T.iTTT t~N WHEREAS, Senate Bill ~~735 providing for a moratorium on annexation proceedings and enacted by the 1977 Session of the General Assembly of Virginia is now bef ore Governor Mills E. Godwin, Jr. for his approval or his veto; and WHEREAS, the Town of Pulaski is of the opinion that it would have been more desirable if the moratorium on Annexation Proceedings in Virginia as enacted had been for a period less than the ten-year period provided in Senate Bill ~~735; but being of the further opinion RESOLUTION that some moratorium on annexation in Virginia is presently desirable in order to provide time for further study and consideration by the RE: SENATE 1978 General Assembly .of the entire annexation problems. BILL ~~735 NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in regular session on the 15th day of March, 1977, that: The Honorable Mills E. Godwin, Jr., Governor of Virginia, approve and affix his signature to Senate Bill ~~735. BE IT FURTHER RESOLVED that theTown request Governor Mills E. Godwin, Jr. to take the necessary steps to initiate a further study of the annexation procedure and to have same presented. to the next session of the General Assembly of Virginia. At 8:45 P. M.
